Dear Green Street Dog Park Interested Parties: While the Park is not yet completed, we are ready to begin the Application process for Membership in Green Street Dog Park. (As previously advised, access to the Park will be by Membership, only). To date, nearly 275 individuals have expressed an interest in this modest sized (1/4 acre) Park, and more are contacting us every day. As a result, a variety of steps are being taken to assure that the Park will remain a positive and "transformative" new asset, and a peaceful island of beauty and camaraderie, and that it will never become a nuisance to the surrounding community. To access the Application Package, go to greenstreetdogpark.org and download all of the applicable documents. There are 7 altogether, including an aerial sketch of the Park, plus a copy of this email. If you are unable to download the documents, copies of the Application Package will be available at the Spring Garden CDC office, 601 N. 17th St., (northeast corner of 17th and Mt. Vernon Sts.; enter on Mt. Vernon St.) 1st Floor. The office is open from 8:00 AM to 5:00 PM Monday through Friday. If you are not available during those times, talk to the office staff (215-236-7334) and we will find a way for you to get an Application Package. There are two tiers of Membership, Resident and Non-Resident. There will be strict limits on the number of dogs that can enter the Park at any one time, and on the length of Member visits. We may even need to go to assigned time slots for Members' use of the Park to avoid overcrowding, especially at peak times. There will be on-site security cameras with 24-hour real-time and recorded coverage. Members waiting to gain entrance to the Park should not congregate in large groups outside of, or in the vicinity of, the Park, to avoid becoming a nuisance to the neighbors. Members must provide volunteer hours to help maintain the Park and the surrounding area. Acceptance of the terms and conditions of this Acceptance of Risk, Release of Liability, and Indemnification and Waiver Form, and strict adherence to the Green Street Dog Park Rules and Regulations, as they may be amended from time to time, and attached supplemental documentation and provisions, are conditions of Membership/Associate Membership acceptance, retention, and renewal in the Green Street Dog Park, 1819 Green St., Philadelphia PA 19130 (“Dog Park”). I hereby acknowledge and accept that I have voluntarily applied to participate and utilize, with my dog(s), the Green Street Dog Park (“Dog Park”), and have fully read and agree to abide by the Green Street Dog Park Rules and Regulations, as they may be amended from time to time, (and attached documentation and provisions regarding the operation of the site and responsibilities of Members) (“Rules”), copies of which have been provided to me and are attached hereto. It is further my understanding and agreement that usage of the Dog Park is self-directed and will not be directly supervised by an agent or employee of the Spring Garden CDC, the Green Street Dog Park Management Committee, or other Dog Park Members, volunteers or employees. Additionally, I accept and acknowledge that I assume any and all risks associated with my usage of the Dog Park, including from fixtures and equipment, and any other conditions at the site (including but not limited to slippery surfaces), in an unsupervised and self-directed manner. GREEN STREET DOG PARK 6/01/17 Membership Requirements, How to Apply, Access, Conditions of Use Membership Eligibility and Requirements: To safeguard against overcrowding and over-use of the facility, and to ensure the Park’s peaceful and appealing ambiance for both Members and nearby residents, admission to the Park is by Membership only. Potential Park users must apply for, and be accepted for, Membership, or for Associate Membership (for those who do not own dogs because of age, ill health, family member allergies, housing and/or economic issues, and the like, but wish to socialize with dog owners and their dogs). Applications will be reviewed and evaluated by the CDC and the Dog Park Management Committee. If approved, the annual Membership fee and “Paw Pass” access key fob fee are to be paid. The Member will be provided a Member Dog Tag and an electronic key fob to allow access to the Park during normal hours of operation. Misuse or transfer of the “Paw Pass” Key Fob or Dog Member tag is grounds for revocation of Membership. Any member of the public, 18 years old or older, is eligible to apply for Membership. The Park’s Membership and fee structure features a higher Membership fee for non-residents vs. residents of Spring Garden. Proof of current residency is required. The geographic boundaries of the Spring Garden neighborhood are defined as: Fairmount Avenue on the north (north side); Spring Garden Street on the south (south side); the west side of Broad Street on the east; and Pennsylvania Avenue on the west. Applicants must complete a Green Street Dog Park Application, see below, and provide the required information and documentation. All dogs are required to be spayed/neutered, have both a current Philadelphia dog license and a current rabies vaccination from a licensed veterinarian, not 1

have any known communicable diseases, and be under the regular care of a licensed veterinarian. Each Applicant is also required to have thoroughly read the Dog Park Rules and Regulations, and any other documents attached thereto, have signed the Acceptance of Risk & Release of Liability and Waiver Form, and agreed to the required volunteer hours at the Park and/or in the community at large, see below. A Member Dog Tag must be worn by your dog when in the Park. Members’ usage of the Park is at their, and their dogs,’ own risk. While the minimum age for a dog to be admitted to the Park is 6 months, residents with younger dogs may start the application process before their dog reaches that age, and the Application will then be held in abeyance. Once the dog reaches the requisite 6 months of age, the owner must apply to activate the Application and must provide current information, photos, etc. Electronic “Paw Pass” Access Key Fobs: A Paw Pass Electronic Access Key Fob will allow Members to gain entry to the Park during normal hours of operation, which are currently Monday through Sunday 7:00 AM to 9:00 PM, weather and conditions permitting. Daily hours of operation may change, without notice, if circumstances warrant. Other steps may also be taken, as necessary, to keep the Park from becoming over crowded. On occasion, the Park may also need to be closed during the scheduled hours of operation to accommodate special events, to conduct cleaning/maintenance, due to inclement weather, or for other reasons. In such instances, the Park’s electronically controlled gates may be locked automatically and Key Fobs deactivated. Access Key Fobs and Dog Member Tags are nontransferable and anyone lending his/her Access Fob or Dog Member Tag to another person; trying to enter the Park when it is closed; admitting non-Members and/or their dogs to the Park; or otherwise violating the rules of use, may have his/her Membership revoked.

Where to Get an Application, How to Apply, Membership Fees, Payment: Applications may be obtained from the Spring Garden CDC (“CDC”) Offices at 601 N 17th Street, (northeast corner of 17th and Mt. Vernon Streets, entrance on Mt. Vernon), 1st Floor, open from Monday to Friday from 8:00 AM to 5:00 PM. The office phone number is 215-236-7334. Applications may also be downloaded from the Park web site at www.greenstreetdogpark.org Completed Applications should be submitted at the Office. Once an Application has been reviewed and approved, payment of the Membership and key fob fees must be remitted within 30 days. After this process has been completed, a Paw Pass Electronic Key Fob and Member Dog Tag will be available for pickup at the Office. Membership Fees for Spring Garden Residents are $50 per year, per dog (maximum 2 dogs per household) and $25 per year for Associate Members. Membership fees for Non-Residents are $100 per year for the first dog, $150 per year for 2 dogs (maximum 2 dogs per household), and $50 per year for Non-Resident Associate Members. The cost of the Access Key Fob (or a replacement fob) is $10.00. Access Fobs will expire and be deactivated one year from the date of issue, or sooner if Membership has been suspended or revoked. Dog Member Tags have a one-year expiration date. Members must renew/reapply for Membership annually (30 days before the expiration of their Membership) and must not have been in violation of the Rules and Regulations, and must have fulfilled the required Park/community volunteer hours of service during the prior year. Payment must be in the form of a check or money order made payable to the Spring Garden CDC. Other forms of payment may be introduced at a later time. Some scholarships are available, upon application to the Management Committee, to cover the cost of the key fob and annual Membership fees.

Security Cameras, Park Management: Park usage, behavior, and conditions will be under continuous real time and recorded video surveillance. The Park will be managed by the CDC and a seven Member Management Committee appointed by the CDC, the Owner and developer of the Park. The CDC will maintain the Park with the volunteer help of Members. The CDC and the Management Committee are responsible for reviewing, evaluating, and approving Applications and Renewal Applications; enforcing the Rules and Regulations; assuring that the Park and its environs do not become overcrowded, noisy, or a nuisance to nearby residents and institutions; amending the Rules, as may be necessary, to assure the safe and proper running of the Park, and a peaceful ambiance, for the benefit of both Members and the community; ascertaining violations; imposing sanctions; and determining and carrying out Park closures and any other limitations of use, among other responsibilities. Volunteer Hours:

Members (including Associate Members) are required to volunteer 4 hours per quarter to help to maintain the Park. The required number of volunteer hours may be changed, as needed, once the Park is in operation and the Park needs can be more closely assessed. It is expected that a significant number of volunteer hours will be required on weekends when the CDC maintenance crew may not be working, or may be working shorter hours. A sign-up sheet will allow you to schedule this time in advance. In the unlikely event that Park volunteer time slots have been filled, members may, with prior approval of the Management Committee, satisfy this requirement by participating in other designated events sponsored by the Spring Garden CDC or Spring Garden Civic Association.

The Site: The Green Street Dog Park is centrally-located in the Spring Garden community on a modest, quarter-acre fenced property at 1819-27 Green Street, at the site of a former long-abandoned, blighted vacant lot. An aerial view of the site is attached. The property was acquired and developed as a Dog Park and Green Space by the Spring Garden Community Development Corporation (“CDC”). The Park will be managed by the CDC and a 7 Member Management Committee appointed by the CDC. Because of its modest size, Park access is by Membership only, to safeguard against overcrowding and over-use. See the Application for Membership, Accompanying Instructions, and Site Rules. The planning and construction of the Park has involved considerable effort and expense over a 4+ year period, to create an attractive, quiet, secure, odorfree, carefully controlled, beautifully landscaped, year-round Dog Park facility, with all amenities. The Park will serve an important need in the community, see below, and will dramatically improve the block on which it is located, and the entire surrounding area. The Park includes a state of the art drainage facility, featuring a sanitary, anti-microbial green turf designed specifically for dogs (K9 Grass) and separated into areas for large dogs and small dogs; a handsome brushed concrete entry way; attractive lighting; water for dogs and washing down the site; 24-hour real time and continuously recorded video surveillance; an electronically controlled entry system; waste bag dispensers; lidded dog waste disposal cans; handsome fencing; benches; and attractive landscaping with trees, bushes and native species plantings, among other amenities. The design and maintenance protocols (and Rules governing usage of the site) have been based on extensive research and feedback from experts and others, in Philadelphia and throughout the region, who have been actively involved in the design and management of other comparable facilities, and input from Spring Garden residents. The project was spearheaded and carried out by Spring Garden CDC, in cooperation with the Spring Garden Civic Association (SGCA) and a group of committed neighbors.

Mission Statement: The mission of the Green Street Dog Park is to provide a long sought-after amenity in the Spring Garden community, in a City where many residents consider their four-legged canine friends to be family members. It will provide a safe, secure, quiet, fenced-in, attractive off-leash dog park and green space for residents to gather in, while they and their dogs socialize and exercise together, in a clean, safe environment; and it will dramatically improve the aesthetics and ambiance of the block on which it is located, and the entire surrounding area. The Park will serve as an additional “social venue” in the Spring Garden community to bring together members of our economically and ethnically diverse neighborhood including, especially, our seniors - - for whom their dogs are often their closest companions - - to share a common interest - - their dogs - - and to make new friends. We are pleased the Park will serve non-residents as well. Those who love dogs but are unable to keep one themselves because of age, ill health, family member allergies, housing regulations, economic considerations, or for other reasons, will be eligible to apply for special Associate Membership status, to share their love of dogs and make friends with other likeminded individuals. The Park will also serve as an “exercise hub”, to actively encourage healthy outdoor exercise by Members of all ages, including seniors. Information will be available on the Park website, at the Park, and at the Spring Garden CDC office regarding local recreational areas for Members/Associate Members to walk to with their dogs, and other Members, beyond the Park, and other outdoor exercise venues both in the City, and further afield. Information provided at the Park, on the Park website www.greenstreetdogpark.org and at the Spring Garden CDC office will also promote education, training, and recreational activities that facilitate responsible dog ownership.

TO ENSURE A PLEASANT AND SAFE EXPERIENCE FOR BOTH MEMBERS AND NEIGHBORS, PLEASE STRICTLY OBSERVE THE FOLLOWING RULES & REGULATIONS (WHICH ARE SUBJECT TO CHANGE AS CIRCUMSTANCES WARRANT) The Park is open to Members and Associate Members only, who have applied for, and been approved for, Membership and been issued an Electronic Key FOB (and for Members, issued a Member Dog Tag). To safeguard against over-crowding and over-use, the number of Members eligible to use the Park at any one time will be limited. There shall be no simultaneous use of the Large and Small dog Areas by a Member. There shall be no guest dogs. There is a limit of one non-Member human guest, who must be accompanied at all times by a Member and who must abide by the Park Rules and Regulations. No dogs under 6 months old are allowed in the Park. No aggressive, noisy, or sick dogs are allowed in the Park. All dogs must be spayed/neutered, have a current City of Philadelpha license, a current rabies vaccination, be free of all communicable diseases, and must be under the regular care of a licensed veterinarian. Dogs entering the Park must wear their Member Dog Tags. All dogs entering the Park must be trained to respond to simple commands. Small dogs (25 pounds and under) must use the Small Dog Area of the Park, and large dogs (over 25 pounds), the Large Dog Area. Elderly dogs that exceed 25 pounds may be eligible to use the Small Dog Area depending on all of the facts and circumstances. No more than 30 dogs are allowed in the Park at any one time, 12 in the Large Dog Area, and 18 in the Small Dog Area. If these numbers result in the Park (and/or the Large Dog or Small Dog Areas) becoming over-crowded, the number of permissible dogs in the Park/Dog Areas at any one time will be adjusted. If the Park and/or the Dog Area you wish to use is at capacity when you arrive, you must wait outside the Park until another Member and his/her dog(s) have left the Park/Dog Area. In light of the large number of interested parties, we are likely to go to an online scheduling system for Member selection of a specific time of day to visit 2

the Park. However, Members must still comply with the capacity levels at all times. Members may not congregate outside the Park in large numbers while waiting to gain entry, particularly early in the morning, or during other peak times, to avoid any annoyance to neighbors. During peak usage times, visits are limited to 30 minutes. AS NOTED, IF THE DEMAND FOR PARK USAGE BECOMES TOO HIGH AT PARTICULAR TIMES, RESULTING IN POTENTIAL OVERCROWDING OF THE PARK AND OF NEARBY AREAS OF THE COMMUNITY, MEMBERS ARE LIKELY TO BE REQUIRED TO SIGN UP FOR SPECIFIC TIMES OF USAGE. Dogs must be leashed when brought to the Park, and taken off-leash only in the dog runs and never in the entry area (vestibule) or on the exterior sidewalks. Dogs should be walked before entering the Park to burn off excess energy. Be respectful of pedestrians, especially if they seem wary of dogs, when nearing the Park. No audible music is allowed in the Park; and be respectful of neighbors and avoid talking loudly in, or in front of, the Park. Dogs that are barking excessively or fighting must be removed from the Park and from the vicinity of the Park immediately. Keep a leash handy at all times in case of such an incident. Members must immediately clean up after their dog(s), tightly tie off the waste bag before placing it in a waste can, and close the waste can lid after depositing the bag. No bags may be left anywhere in the Park, or on the exterior of the Park, other than in the lidded waste cans.

If you find dog waste in the Park, you must clean it up and dispose of it responsibly, even if your dog did not do it. If your dog is sick in the Park, wash down the soiled area(s) immediately with the on-site water hoses. If you find dog waste when walking to or from the Park, you must clean it up and dispose of it responsibly. Be sure to bring bags with you when walking en route to/from the Park. Your dog(s) must be closely monitored, controlled and accompanied when in the Park at all times by an authorized Member or registered Family Member 18 years of age or older. Absolutely no children under the age of 10 are allowed in the Park. Children under the age of 18 may enter the Park only with (and only if supervised by) a Member parent/Member adult. Smoking, alcohol, food, dog treats, dog toys that can not be shared, drinks other than water, and/or glass containers are NOT allowed in the Park. The use of cell phones, computers, or other electronic equipment is strictly prohibited in the Park. Cell phones which are on silent mode may be brought into the Park, but usage within the Park is limited to Park emergencies, only. No prong (pinch), choke or spike collars are permitted in the Park. Please report any incidents or problems with the Park immediately by calling the Spring Garden CDC at 215-236-7334 or, if no answer, by calling 610-7157860, and also emailing [email protected] In the event of an emergency, call 911, and also report the matter, as above. In the event of a seriously ill dog, contact the Member’s regular veterinarian or Ryan Veterinary Hospital at Penn, 3900 Spruce Street, 215-746-8387.

Details, How to Enter & Exit the Green Street Dog Park 6/01/17

The Green Street Dog Park is divided into three separate and distinct fenced-in areas, intended to provide maximum safety for your dog. 1) The first interior fenced area is a brushed concrete “vestibule” entryway, where Members and dogs enter the Park initially. This is accessed through an electronically controlled gate, located inside the exterior decorative Green Street fence and gate, which is kept unlocked except when the Park is closed. Access to the interior electronic vestibule gate is gained using a Member’s electronic “Paw Pass” Key Fob. Once inside, be sure the entry gate is securely closed behind you. Dogs must remain on-leash in the vestibule area. To exit the locked electronic gate, simply swipe your Access Fob again. In the event of an emergency or a malfunctioning electronic gate, press the exit button located on a post near the gate to reopen the locked gate. 2) There is also an interior gated Large Dog Area, accessed by an interior gate on the left side of the vestibule; and 3) There is another interior gated Area, for Small Dogs, entered through a gate at the top of the vestibule area. The Large and Small Dog Area gates are not locked, are operated manually, and must be kept closed at all times. There is only one Members’ entrance to the Park, on the Green Street side, through the decorative exterior fence and the interior electronic gate. There is no rear entrance except a locked gate for maintenance purposes. Any maintenance requiring the rear maintenance gate to be in use will generally be at times when the Park is closed, to avoid the possibility of any dogs escaping from the Park through the maintenance gate.

The exterior decorative front Green Street gate will be locked, manually, only at night, and otherwise when the Park is closed. Given the large number of interested parties, we are likely to go to on-line scheduling for Members to select a specific time of day to visit the Park. In the meantime, and at all future times, Members are required to take a count of how many dogs are using the Park before entering. If the Park or the Small or Large Dog Areas, individually, are at maximum occupancy - currently, no more than 30 dogs total, and no more than 12 in the Large Dog Area, and 18 in the Small Dog Area - - but these numbers may change as we gain more experience with the Park - - you must wait until a Member and his/her dog exit the Park (or the respective Dog Area you seek to enter), before going in. If the Park seems crowded, even if the number of dogs that are present does not exceed the above limits, use common sense before entering. When the Park is crowded, Member visits are limited to 30 minutes. When entering or exiting the electronically controlled “vestibule” access gate, your dog should be leashed. Check whether any other dogs are in the “vestibule” before entering, and control your dog. As noted, be sure that the electronic gate is closed securely behind you when entering and exiting. The vestibule is for safe passage, only, and there is no waiting with your dog in the vestibule entry area for a Member and his/her dog to leave and for a slot in the Park/Dog Area to open up. You must wait outside the Park. Also, Members should avoid congregating in large groups outside of the Park while waiting for a slot to open up, to avoid causing annoyance to neighbors and/or pedestrians.

Pay close attention to the reception from the dogs already inside the vestibule/Dog Areas before, and while, you enter - - is it favorable or not? If the dogs already inside the vestibule/Dog Areas are overtly unfriendly or hostile, keep your dog leashed and immediately leave the Park to avoid any (further) incident, and report the incident to the Dog Park Management Committee with as much detail as you can recall (the exact time of day/night; the size, color and breed of dog; a description of the threatening behavior; and a description of person with the dog). Before entering an interior Small or Large Dog Area, also keep your dog leashed until you can check to be sure that the Dog Run is not congested with excited dogs who may over-enthusiastically approach your pup, or who may try to get out as you enter. When entering or exiting one of the Dog Areas, make sure the gate is securely closed behind you. Once safely inside one of the Dog Areas, remove your dog’s leash immediately. Having your dog on a leash when confronting an off-leash dog can be a recipe for trouble - - your dog may feel vulnerable and fearful, as well as the need to protect you. Tugging on the leash puts your dog at a disadvantage with other dogs. A dog that is restrained but in a chest-out, raised-up aggressive pose can cause an off-leash dog to feel threatened by the overall situation.
