GOVERNMENT OF KHYBER PAKHTUNKHWA CHILD PROTECTION & WELFARE COMMISSION SOCIAL WELFARE, SPECIAL EDUCATION AND WOMEN EMPOWERMENT DEPARTMENT

Vacancies Announcement The Khyber Pakhtunkhwa Child Protection & Welfare Commission requires applications from interested candidates to fill the following vacancies in Child & Adolescent Protection Program (funded by UNICEF), for various districts of Khyber Pakhtunkhwa, purely on contract basis/fixed pay (conditional to: (i) duration & terms of Agreement & (ii) funding under assistance program by UNICEF), I.

Child Protection Officer (Total=2 positions, one each for Kohat & Abbottabad) 1) Responsible for the supervision, administration and monitoring of the Child Protection Unit activities and will ensure its proper functioning. 2) Ensure the cases are dealt with case management procedures and follow ups are held. 3) Responsible for the proper record maintenance of the cases reported to Child Protection Unit. 4) Identify referral partners and make formal arrangements with them for entertaining the case and develop close coordination with government agencies and other humanitarian organizations working in the field for the best interest of children. 5) Organize District coordination meetings and other sort of meeting and form various forums. 6) Collect monthly and weekly work plans from Psychologists, Social Workers, Admin & Finance Assistant and Database Officers to incorporate in the monthly work plan submitted to Program Coordination Officer & Assistant Chief- Child Protection (Operations). 7) Develop and submit monthly & weekly work plans and generate weekly, monthly and quarterly reporting of the Child Protection Unit to Program Coordination Officer. 8) Coordinate Assistant Chief- Child Protection (Operations) & Program Coordination Officer on regular basis and share administrative and operational and financial matters with Program Coordination Officer and Assistant Chief- Child Protection. 9) Represent CPU on diverse forums. 10) Arrange various sorts of events, functions, activities and celebrate international children days etc. 11) Coordinate with other Child Protection Officers of concern districts for referral of cases. 12) Coordinate District Officer Social Welfare. 13) To perform any other duty as and when required.

REQUIRED QUALIFICATION & EXPERIENCE:  Master degree in social science or equivalent.  3 years of practical experience in the field of child protection, or right based work.  Good interpersonal communication skills  Report writing and documentation skills  Well prone in coordination and networking  Must have the confidence, initiative, patience and integrity to work independently  Knowledge of local area and language  Should be flexible in working days and timings II. Communication & Advocacy Officer (1 position for Female based at Peshawar): 1. Ensure that regular publications (IEC materials, case studies, research reports/ papers, Project updates, occasional papers, newsletters, etc.) are printed, and updated (in case of website) in a timely and consistent manner. 2. Supervise the development of publications – hardcopy, multimedia and/ or web-based, and provide quality control in line with the Project’s corporate identity standards 3. To review the Project’s website(s) on a regular basis and provide content development support and ensure web-site promotion on regular basis 4. Manage the Project’s media related activities, including to organize meetings with media representatives & prepare/issue press releases etc and to create a close liaison with media for the awareness of the child rights in the Province. 5. To organize media events such as: press conferences, Programs on public & private channels of TV & radio, newspapers, magazines, and journals, etc.

6. Communicate and develop liaisons with various organization and departments to strengthen the referral system. 7. Maintain proper record of violence cases highlighted in the media and coordinate with Assistant Chief- Child Protection (Operations), Program Coordination Officer and Concern Child Protection Officers and endorse during the course of the case were and when required, their follow up and maintaining proper record. 8. Maintain close coordination with Child Protection Units to share and receive information regarding the cases, service maps, organization maps, ensure its periodic updation and guide them for media related activities. 9. Maintain Child Protection Resource Center/Unit and to ensure the availability of training and other related materials through self approach or though contact with organizations for the provisions of such materials. 10. Assist in the preparation of training contents etc. 11. Assist in the documentation of project case studies, lessons learnt, advocacy campaigns and project reporting. 12. Maintain the notice board on regular basis with new, events and pictures, with a proper record in archive of all previous events. 13. Prepare monthly work plan and submit reports of the activities to Assistant Chief- Child Protection (Admn & Coordination) . 14. To perform any additional task assigned by CP Commission.

      

III. Psychologist (3 positions for Females; one each for Abbottabad, Kohat & Swat) 1. Shall be responsible for applying psychological procedures and techniques, including interviewing, behavioral assessment, cognitive-behavioral therapy, and psychological testing/psycho diagnostic testing, in the evaluation, diagnosis, and assessments for baseline, diagnostic and treatment-planning purposes). 2. Maintain the cases according to the Case Management System/Procedures and coordinate with the Database Officer for the entries of cases into the Database. 3. Maintain the counseling room according to the standards so as to provide appropriate and conducive environment to children in need of psychosocial support. 4. Assist social worker in identification of children in need of Psychosocial Support and register and receive cases from social workers for the provision of psychosocial support. 5. Provide individual, family and group psychotherapy, and couples therapy. 6. Consult to medical personnel, legal authorities, and with other support organization as required. 7. Perform psychological assessments to diagnose and/or treat emotional/behavior problems, educational/academic problems, attention problems, , social and interpersonal dysfunction, physical/sexual/emotional abuse and neglect, personality dysfunction and drug and sexual abuse. 8. Provide varied levels of intervention, including individual, parent and family therapy. 9. Coordinate with other individuals and organizations to include other hospital services (e.g., Pediatrics, Neurology, and Social Work) social services agencies regarding specific case management and programmatic issues affecting children and families. 10. Collaborate with other professionals in order to provide psychological services to children, and in making interventions within the child's psychosocial environment. 11. Working closely with social workers and with Child Protection Officers and ensuring timely response and providing psychosocial, psychological support. 12. Maintaining all record of identified children and those children who have received services. 13. To perform any other duty as and when required. REQUIRED QUALIFICATION & EXPERIENCE: 1. Master degree in Psychology.

2. Fluency in English/local language required. 3. Extensive experience providing psychotherapy to adults, children, families and groups. 4. Understanding of and experience implementing culturally appropriate mental health interventions, including individual, group and community-based approaches for people who have suffered torture and trauma. 5. Experience providing training and sensitization on the effects of trauma and armed conflict. 6. Knowledge of local area and language 7. Should be flexible in working days and timings IV. Social Workers (3 Positions for Females: one each for Buner, Swat, Mardan )  Register, and refer vulnerable children to referral partners following the case management procedures conduct regular follow ups and maintain proper records.  Maintain close professional relationships and liaisons with local service organizations in the target area and develop a resource base for referrals.  Develop and maintain good relationships with parents/care givers in host communities for the identification and referral of separated and missing children.  Facilitate and conduct awareness raising activities with parents/caregivers, on the rights of the child and on safety issues related to children vulnerabilities.  Maintain files and records of individuals served, services provided, outreach activities conducted, surveys completed, and other general reporting as assigned.  Conduct the awareness sessions in the community, schools and other forums.  Form child protection committees and be responsible for keeping the CPC active through regular follow-up & awareness session.  Prepare narrative, and statistical reports on a weekly and monthly basis.  Complete and maintain the records to include profiles of separated, missing, unaccompanied children, beneficiary maps, assessment forms, surveys, and other records as assigned.  Assist Child Protection Officer in day to day activities  Provide immediate protection for children at risks, through case management and resource mobilization.  Conduct regular field visits for the identification and referral of vulnerable children particularly separated and unaccompanied children.  Develop close coordination on field level with other support organizations, undertaking regular visits to these organization and government agencies.  Identification of the children rights violation particularly abuse, neglect and discrimination/exploitation and devising proper response to these issues.  Apprehend children in immediate need of protection.  Develop treatment plans with clients. Engaging clients to take an active part in their own treatment.  Communicate child protection issues with the CPO.  Submit weekly work plan to CPO  Coordinate the DBO for entry of the cases.  Perform any task, anywhere, round the clock during catastrophic situation.  Perform any other duty assign by commission & CPO as and when required.

REQUIRED QUALIFICATION & EXPERIENCE: 

B.A/BSc degree from a recognized University. Preference will be given to Master degree holders or equivalent. 2 years of Practical experience in the field of child protection, or right based work. Good interpersonal communication skills Report writing and documentation skills Well prone in coordination and networking Must have the confidence, initiative, patience and integrity to work independently Knowledge of local area and language Should be flexible in working days and timings

Helpline/Data Entry/Finance Assistant (1 position based at Swat)



Assist CPO in Preparation and maintenance of monthly/ quarterly advances and financial reports and in keeping a track of all funds head wise released by the Program.

    

           

Maintain office petty expenses and ensure entries in petty cash register, maintain general ledger to keep record of CPU accounts. Assist the CPO in administrative & financial matters. Maintain attendance register and share daily, weekly and monthly attendance signed by CPO with ACCP (Admn & Coordination) Responsible for proper diary/dispatch of all official correspondence, Responsible for inventory management of both expendable and non-expendable Program items. Also responsible for the Program file management i.e. to maintain an accessible filing system in the Program. Maintain the data base for cases on regular basis Coordinate with Database Administrator on regular basis and report problems of database. Present ideas for improvement of database. Maintain proper record of incoming and outgoing calls. Maintain all the computers and DSL connection. Coordinate with CPO for different relevant issues. Maintain various records. Perform analysis of data and generate reports as required by CPOs. Assist the CPOs in typing, formats development etc. Responsible for calls attendance and response to clients. Perform any task, anywhere, round the clock during catastrophic situation. Perform any other duty assigned by supervisor.

Required Qualification & Experience:  B.Com/B.B.A  2-3 years of experience in Finance & data entry.  Good interpersonal communication skills  Report writing and documentation skills  Must have the confidence, initiative, patience and integrity to work independently  Knowledge of local area and language  Should be flexible in working days and timings  Preference will be given to those who have qualification in computer/IT.
