The Government in the GO 1st cited has introduced Pension System to the Government Employees appointed on or 01.09.2004. Accordingly, deductions at the applicable rates been made from the monthly salary of the employees towards contributions.

2. In the Government Orders 2nd cited guidelines were issued, inter-alia, for recovering arrears of CPS subscriptions @ one arrears subscription along with current month subscription. The rd Government in the GO 3 cited above have issued orders for payment of DA arrears drawn and credited to the CSS account earlier in respect of employees covered under the NPS, duly deducting the CPS deductions which were not affected earlier. 3. It was brought to the notice of the Government that CPS deductions were not made from some employees ever since they entered into the Government service and they were also not covered as per the GO 3rd cited and therefore requested to issue suitable instructions. 4. After careful consideration and keeping in view of the stabilization of the scheme, the Government hereby order that, arrears of subscription to the Contributory Pension Scheme from the joining in the Government service shall be deducted from the employees concerned as per the instructions issued in the reference 2nd cited above and may be credited to their respective CPS accounts. The Drawing and Disbursing Officer concerned shall take necessary action for deduction of the arrears of subscription to the CPS from the employees concerned and transfer the amounts along with the Government contribution to the CPS accounts. 6. All Departments of Secretariat are requested to issue suitable instructions to the Heads of Departments under their control to follow the instructions scrupulously as ordered at para 5 above by the DDOs concerned under their control. 7. The Director of Treasuries and Accounts, Andhra Pradesh, Hyderabad / Pay and Accounts Officer, Andhra Pradesh, Hyderabad / Director of Works and Accounts, Andhra Pradesh, Hyderabad shall issue suitable instructions to their unit offices to scrutiny the bills preferred by the DDOs and admit into audit as per above instructions.
