G.O.Rt.No.504, Industries & Commerce (Tex) Dept., dated 22.05.2002 2. G.O.Rt.No.41, Industries & Commerce (Tex) Dept., dated 27.01.2011 ==== O R D E R: In Andhra Pradesh, there are 3,82,349 Handloom Weavers both in the cooperative and outside the cooperative sector as per Handloom Census, 2009. Handloom industry provides employment next to agriculture in the rural areas. Andhra Pradesh occupies a prominent position in the country in the Handloom industry and is known for its rich traditional varieties. 2. However, due to the emergence of the textile mills and the power loom sector, the very existence of the handloom sector is threatened. The demand for handloom cloth has shrunk in the face of severe competition from the cheap cloth produced by the mill & power loom sector. The lack of demand has compressed the opportunities for work and led to decline in the real wages of the handloom weavers. 3. In order to address the problems facing the handloom sector, the Government has organized a series of meetings culminating in the State Level Meet, held in the presence of the Hon’ble Chief Minister, on 20-10-2012 at Hyderabad with the Handloom Weavers representatives. During the State Level Meet, the weavers have stated that in spite of the standing instructions, some of the Government departments are purchasing cloth from private agencies and have requested that the purchase of cloth required for various Government departments be purchased through APCO only so as to provide sustainable wage employment to the handloom weavers and to ameliorate their living conditions. The Hon’ble Chief Minister has assured that all steps shall be taken for the resurgence of the Handloom sector. 4. In the references 1st& 2nd read above, Government have already issued instructions to purchase cloth from Andhra Pradesh State Handloom Weavers Cooperative Society Limited (APCO), Hyderabad only. 5. However, the Govt. have observed that the above instructions are being followed only by :1. Social Welfare Department 2. Back ward Classes Welfare Department, 3.Tribal Welfare Department, 4. A.P. Social Welfare Residential Educational Institution Societies 5. Gurukulam Department 6.A.P. Residential Educational Institution Society, who are purchasing T.C. Suiting, T.C. Shirting, T.C. Langa, Polyester Shirting, Polyester Pyzama / Kamiz, Polyester Blouse, Polyester Voni / chunni, Pad Cloth, Bed Sheets, Carpets / Durries, Towels, Woolen Blankets etc. from APCO, Hyderabad. The Police Department, Medical and Health Department and Endowment Department are partly purchasing their cloth requirement occasionally from APCO; Hyderabad. Other departments are have not been adhering to the Government orders and purchasing cloth from other than APCO. 6. Government have critically reviewed the extant situation and after careful examination and as a matter of State policy of promoting & sustaining the handloom industry &providing livelihood security to weavers, hereby order the 100 % reservation for procurement of cloth from Andhra Pradesh State Handloom (P.T.O)

WOMEN & CHILD WELFARE DEPARTMENT. LIVERY CLOTH FOR CLASS IV EMPLOYEES OF ALL GOVERNMENT DEPARTMENTS/ ORGANISATIONS/ PUBLIC SECTOR UNDERTAKINGS.

7. The APSRTC, A.P. Police, Prisons & Correctional Services Deptt., Tourism Youth Advancement & Culture Department , Medical and Health Department ,Prohibition & Excise Department, and the Endowments Department including the Tirumala-Tirupati Devasthanams and other Endowment institutions shall also place their orders with APCO depending upon the ability of APCO to supply cloth. 8. The Vice Chairman & Managing Director, Andhra Pradesh State Handloom Weavers Cooperative Society Limited (APCO) should programme supply of cloth district-wise and institution-wise fixing the specific time schedule as per the requirement of the indenting agencies. 9. The APCO shall issue the production programme to Primary Weavers Coop. Societies in consultation with the Handloom and Textiles Department. APCO should ensure procurement of 100% genuine handloom cloth only. 10. All the Departments are requested to follow the above policy decision of the Government scrupulously and without fail.
