Read:- 1. G. 0. (P) No. 249/02/G.Edn. dated 14-08-2002. G. 0. (P) No. 166103/G.Edn. dated 19-06-2003. Letter No. A1/25280/04/DPI dated 5-4-2004. ORDER As per Government Order read as 2nd paper above Government have accorded sanction for the appointment of teachers in Government Schools on daily wages following the procedure prescribed in the Government Order read as 1st paper above for the academic year 2003-2004 subject to the conditions that the protected teachers shall be adjusted against respective categories on posts in accordance with their qualifications before filling such vacancies, on daily wages and that vacancies against which there is no protected teacher in the district shall be filled up with daily wages hands. Director of Public Instruction in his letter read as 3rd paper above requested Government to extend the period of G. 0. (P) 249/02/G.Edn. dated 14-08-02 for the current academic year 2004-05 also. Government have examined the matter in detail and are pleased to accord sanction for the appointment of teachers in Government schools on daily wages by extending the period of the validity of the Government Orders read as 1St and 2nd paper above following the procedure prescribed in that Government Order 1st cited for the academic year 2004-05 also subject to the following further conditions. Balance number of protected teachers shall as far as possible be adjusted against respective categories and shall be relieved as soon as regular PSC hands report for duty or vacancy arises in the management sector in the same revenue District. The post in which daily wages hands are engaged will be filled up on a regular basis through PSC for which the concerned District Officers will address PSC expeditiously. The teacher engaged on dully wages basis will have no claim whatsoever, other than the wages. By Order of the Governor, P. Marapandlyan Secretary to Government

No. A1/38860/04/DPI dated 25-5-2004 The following instructions are issued to all Deputy Directors (Edn. ) for taking timely and effective steps to fill up the vacanciesof teachers in Govt. Schools, at the time of reopening of school in June 2005. Details of existing vacancies during 2004-2005 and vacancies likely to arise during 2005-2006 due to retirement of teachers from March 31 to June 30, shall be ascertained from the Heads of Departmental schools/AEOs during the first week of April 2005. Vacancies shall be entered in the Vacancy register. Full details of vacancies, such as how the vacancy arose, the date of occurance of vacancy etc. shall be entered in the Vacancy Register. The Register should be maintained as per the instructions issued in this office circular No. A1/20196/02/DPI (2) dated 174-2002. Consolidated details of vacancies should be furnished to this office before 20-5-05. The procedure for computation of vacancies of teachers during a school year and the percentage of vacancies set apart for direct recruitment, promotion, inter-district transfer etc are prescribed in G. 0. (MS) No. 120/991G. Edn. dated 25-5-1 999 and 0.0. (MS) 43/03/ G.E. dated 20-2-2003. The relevant portions of the order are reproduced below. Method for calculating the vacancies of High School Assistants Retirement Vacancies Vacancies of HSA s due to promotion as Heads of Departmental High School/Training Schools and other equated categories. Vacancies of HSAs consequent on their posting as Higher Secondary School Teachers. Vacancies of HSAs due to their demise Vacancies of HSAs due to inter district transfer to other Districts. Posts additionally created during staff fixation.
