While enclosing copy of NFIR's letter dated 0910612014 on the subject, Federationis disappointedto statethat a period of more than one year has passed,there is no responseto Federation's communication. 2. Inthis connection, NFIR desiresto re-iterate thatthe Federation in the proposalsentto Boardhad urgedfbr providingquality educationwith the aim of motivatingthe wards of the Railwayemployees (serving/retired). The proposalcontainedthe utilizationof the availableRailwaysinfrastructure, facilities and the talentedteachingstaff being declaredsurpluson one pretextor the other. With the present approachadoptedby the Railway Ministry, there is a messagedown the line that Railwaysis not interestedin the welfare of its staff and their children.Federationhad also suggestedthe Railway Board thatthe Railwaysshouldbe allowedto continuewith the railwayschoolsas a partof socialresponsibility, at the sametirnethe outsidestudentsmay be allowedto seekadmissionat a higherfee structure. 3. F'ederation has been given to understand that similar requesthas been made by the General , Manager,SouthCentralRailway,seekingguidelineswith regardto admissionof outsidestudentsand chargingof higher fee structurethan the wards/childrenof serving and retired railway employees. RailwayBoardmay connectGM/SC Railway'sletterdated2010212015 for reference. NFIR, therefore,requeststhe RailwayBoardto considerthematterin detailand issuenecessary guidelinesduly permittingadmissionof outsidestudentsi.e. childrenof non-railwayemployeesat a reasonably higherfee structure.A copyof the instructions issuedmay be endorsed to the Federation. It is r-rnfortunate to convey that due attentionis not beinglaid for providing quality educatiorrassociatedwith motivation to the wards of the railway employees(serving/retired) sinceseverallears.Consequently, the standardeducationalinstitutionsare gettingclosedand got this situation further aggravated as the private educational institutions have been successf'ulin attractingwards of railway employees.The publicity of private institutions is such that railway families tend to prefer private high school/collegealthough quality-wise thoseinstilutionsare far below in comparisonwith the institutionsrun by the Railways. 2. The Railways has infiastructure, facilities and talented teaching community for imparting educationbut unibrtunately,teachingstaff are being declaredsurplus day in and 'day out. Thr-rsa messageis allowed to grow that the railways is not interestedin the welfare of errployeesand their children, When the children have not been able to receive proper educationin the private institutions.they becomeliability to the parentsand this affectsthe quality o1'job beingdone by the staff due to diyersionof their mind on accountof disturbed domesticsituation. 3. There is needto considertheseaspectsseriouslyfor making the high schools/colleges of railways more effective and useful for providing education not only to the wards of railway er.nployees but also to the childrenbelongingto non-railwayfamilies.There should also be no objectioriin levying appropriatedeveloprnentfeesfor grantingadmissionto the outside children. Such collected amount can be utilised for developingthe institutions, updatingthe equipment,libraries,laboratoriesetc. In shor1,any dynamic administrationwill think of developing the systemsas valuable assetsto nation. Unfortunately, in railways reversetrend is pursued. 4. A .lr"u-rior Collegeat Lallaguda/Secunderabad is an outstandinginstitutionwitl-rhighest percentageof pass.This fact can be got verified with the South Central Railway. The children who took education in this College have risen to high posts nationally and internationally.This Junior'College is capableof accommodatingoutside children after giving preferenceto the wards of railway employees.This college can fetch earningsin the r:ailwayby collectingthe fee as is being doneby the private institutionsat Hyderabacl.
