Executive Director Professional Educator Standards Board Salary: $135,000 to $145,000 Open until filled Application Review to Begin 11/15/17 AGENCY PROFILE In the year 2000, the Washington State Legislature created a Professional Educator Standards Board (PESB). The focus of the PESB is educator quality, recognizing that the highest possible standards for all educators are essential to ensuring attainment of high academic standards for all students. The Board shall serve as a regulatory board, creating policy and accountability for Washington State Educator Preparation Programs (EPP). This involves educator recruitment, hiring, preparation, certification (including identification of high quality alternative routes to certification), mentoring and support, professional growth, retention, governance, prospective principal assessment, educator evaluation, and revocation and suspension of licensure. PESB also has direct responsibility for establishing a teacher assessment system for basic skills and subject knowledge that shall be required to obtain residency certification. POSITION OVERVIEW
The Executive Director carries out the executive functions as directed by the PESB; interpreting and operationalizing Board goals and activities, influencing and collaborating with other stakeholders, and managing office operations including a staff of nine and an annual budget of over $7 million dollars. The Executive Director must work closely with the PESB, the Office of the Superintendent of Public Instruction (OSPI), the State Board of Education (SBE), in addition to the Legislature and the Governor’s Office. KEY RESPONSIBILITIES • • • • • •
Implements public engagement strategies to advance the vision, mission, and goals of the PESB, fostering healthy and productive stakeholder relationships. Coordinates activities with relevant task forces, professional organizations, and the community. Collaborates with, represents and advocates for the PESB within the educational and public communities, including the legislature. Develops and implements the organizational structure required to operate the office to carry out the activities of the PESB. Collaboratively oversees the administration of the newly formed Paraeducator Board. Assures that the PESB has access to relevant information and understands the impact and implications of their policy options.

Manages all staff work and administrative arrangements relating to the work of the PESB. Analyzes policy issues and prepares drafts of needed documents for consideration by the PESB. Reports on the progress of development and implementation of PESB policies, recommendations, and activities; including their alignment with the PESB strategic plan. Provides ongoing budget and business oversight and management. Maintains currency in and provides timely updates for the PESB related to emerging national trends. Positively advocates for PESB and other state education policies and initiatives.

EDUCATION SPECIFIC • Ability to use and understand research and data to analyze Washington’s complex educational environment and guide the work of the PESB • A keen understanding of opportunity and achievement gaps; and the challenges facing candidates of color, candidates with disabilities, and low-income candidates when it comes to recruiting a more diverse teaching force. • Respect for candidate voice and commitment to keeping students at the center of policymaking.
LEADERSHIP • Ability to provide strong, effective leadership to staff, helping to support their work in analysis, research and preparation to aid the PESB in its deliberations and decision-making processes. • Ability to productively facilitate the work of PESB members and staff who have tremendous expertise, as well as diverse experiences and skill sets.

Ability to effectively pull together constituencies aimed at supporting collaborative interactions across constituencies aimed at effective board decision-making processes. Excellent communication skills including the ability to speak and write clearly and succinctly when explaining complex policy issues to enable the PESB to make contextualized decisions. Individual and group interpersonal skills including but not limited to listening for understanding, influencing, mediation, consensus building and collaboration.
REQUIRED QUALIFICATIONS • • •
Master’s degree in public policy, public administration, education or closely aligned field or
equivalent experience.
Demonstrated management level experience supervising staff, their work and accountability for deliverables of the group. Relevant experience in the following areas: o o o o

Regulatory processes, including both policy development and accountability strategies.
Strategic planning and policy development.
Legislative advocacy, budget, rulemaking and fiscal experience
Influencing state education policy issues in the context of local and federal
education requirements.
Three or more years of work experience in a school district, higher education institution, or
professional organization or agency concerned with preparation and licensure of education professionals; or comparable business or nonprofit leadership experience.
Broad understanding of the trends and issues impacting preparation and licensure of education professionals
Possess an understanding of the mission and responsibilities of the PESB
DESIRABLE QUALIFICATIONS • • • • •
A doctoral degree in a field related to pre-kindergarten through grade level twelve
education, or higher education is preferred.
Professional or National Board Certification
Knowledge related to P-12 and higher education assessment. Knowledge of public and private school systems.
General knowledge of the work of state education agencies, the state legislature, and professional education organizations.

Ability to inspire a shared vision among the PESB, staff members, and members of external constituency groups.
COMPENSATION
The projected annual compensation range for the position is $135,000 - $145,000. Placement within the range is dependent on qualifications and experience.
