February 14, 2006 The Orange County School Board met for a budget work session on Tuesday, February 14, 2006. The meeting was called to order at 5:00 p.m. in the Transportation Department meeting room. Roll Call Present:
Mr. Jerry Bledsoe, Mrs. Delores Darnell, Mr. Chris Haney, Mr. John Reid, Mr. Michael Ross, Dr. William Crawford, Superintendent, and Mrs. Pam Shifflett.
Executive Closed Session At 5:01 p.m., Mr. Ross moved and Mr. Bledsoe seconded the motion for the Orange County School Board to convene a closed meeting for the following purposes: Discussion of the Superintendent as authorized by Section 2.2-3711(A)(1) of the Code of Virginia. Be it resolved that the Orange County School Board does hereby authorize discussion in Closed Session for the matters identified herein. Ayes: Bledsoe, Haney, Ross Nays: Darnell, Reid End of Closed Session Mrs. Darnell moved and Mr. Ross seconded the motion that the Board move into Regular Session. Ayes: Bledsoe, Darnell, Haney, Reid, Ross Nays: None CERTIFICATION OF CLOSED MEETING WHEREAS, the Orange County School Board has convened a closed meeting on February 14, 2006 pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and WHEREAS, 2.2-3712(D) of the Code of Virginia requires certification by this School Board that such closed meeting was conducted in conformity with Virginia Law; NOW, THEREFORE, BE IT RESOLVED that the Orange County School Board hereby certifies that, to the best of each member’s knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed and (ii) only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed or considered. Communication Statement Chairman Reid read the following statement: “The Orange County School Board and the Superintendent supports and encourages the two-way communication between the Board and employees. The School Board desires to develop the best possible working relationship with the employees of the school system. The Board welcomes the viewpoints of employees.”
Adoption of 2006-07 Operating Budget Barbara Hill presented the finalized copy of the 2006-07 operating budget. Based on the auditor’s recommendation, Mrs. Hill reported that the Orange County Board of Supervisors will be budgeting the school’s debt service for Orange County Public Schools and that the 2006-07 budget would be revised to reflect this change. Mrs. Hill also provided a brief review of the budget. Dr. Crawford noted the possibility that the district’s allocation of Federal funds may be reduced based upon information provided from various watch groups. Mr. Ross moved and Mr. Bledsoe seconded the motion that pending further information and study, the Board disapprove the Superintendent’s proposed bus driver salary scale and benefits proposal. The motion was defeated. Ayes: Bledsoe, Ross. Nays: Darnell, Haney, Reid. At Dr. Crawford suggestion, the Board authorized the following statement: The Superintendent and School Board have decided to delay action on the manner in which school transportation staff are compensated. This issue will be further studied and the school board will take action on that at a later date. Mrs. Darnell moved and Mr. Haney seconded the motion to present the 2006-07 Orange County Public Schools Operating Budget, in the amount of $48,085,061, which excludes debt service, to the Board of Supervisors for approval. Ayes: Bledsoe, Darnell, Haney, Reid. Nays: Ross School Board VSBA Retreat Chairman Reid presented several dates for conducting a retreat with the Virginia School Board Association. The tentative date of the retreat is February 22, 2006. School Board members will follow up with Mr. Reid after checking their schedules. The meeting was adjourned at 7:00 p.m.
