Two referee incidents occurred of a serious nature. Emi Ohama submitted a report to BC Soccer with regards to abusive treatment by a visiting Alberta team (see Discipline folder in KSRA Inbox). Similarly ‘out of town’ official Ryan Thurneer had a player slap his face..in the desire to slap the whistle out of Ryan’s mouth. This incident was also reported to BC Soccer. KYSA House playoffs ran successfully as did the KWSL playoffs. Briana Guise also reported to BC Soccer an abuse incident which occurred after a KWSL regular season match. A hearing held a couple of weeks later, which included the input of BC Soccer resulted in suspension for the remainder of the season and until the end of April for next season. Action items

Small side games return for the duration of this September. Ali has sent out a letter to the Executive regarding this. Also indicated is that our numbers for officials for this level is more that satisfactory and it is quite possible we will need only a single Small Sided entry session for the coming year. KMSL playoffs kicked off Sept 1 and will finish with the league final on Sunday Sept 11 6pm at Singh. Mens 45+ playoffs will occur Wed Sept 21, then Sat 24th, Sun 25th. Mens32+ playoffs will occur Oct 1,2. High School soccer will be starting up the second week of September.

Agenda topic KSRA Expenditure Planning Discussion In our previous Executive meeting we had discussed the fact that our balance after all invoices and expenses was excessive and that we had an opportunity to channel funds towards areas which would support KSRA membership. We discussed then the desire to bring to the next meeting a list of ideas on expenditures, both onetime capital expenditures and on-going year to year expenditures. We spent the next 45 minutes discussing various options, grading them from ‘A’ to ‘C’. 1. Pizza/Pop & Education day for Small Side officials We all agreed this was an ‘A’ expenditure. The big question was getting a day and time which would work and not conflict with game assignments or the yearend KYSA jamboree. It was decided to guide this by feedback from Ali Campmans. Ali, we are targeting at least 20 kids for a noon-2pm session with Pizza and Pops…complete with a couple of educational FIFA videos. If this is better left to the beginning of next year, please let us know 2. Projector and/or Projector Screen for meeting video presentations. Both these expenses came up as ‘C’s. Our current projector is a bit onerous to work with, but it ran flawlessly through several hours of tests at my house. A higher resolution projector would cost over $1000 and the incremental benefit it questionable. The screen may improve the quality of the video presentation, but the current large space on the wall works fine. The biggest problem in our room is that the windows let in too much light in the summer months. Perhaps there is an inexpensive window covering solution we could discuss with KYSA. 3. Bursary for KSRA member for application to post-secondary tuition. Ali and Hailey supported this idea in which an annual bursary (suggested amount of $500) would be paid to a selected KSRA member for the application to post-secondary tuition fees. After much discussion, the group feeling was that the benefit of such a scholarship is limited to only the one or two individuals who received the bursary. The goal of a sustaining expenditure would be to benefit the highest number of KSRA members possible and this idea did not meet this criteria. This idea was given a ‘C’ by those at the meeting. It was suggested that we publicize a ‘KSRA Referee of the Month’ via the KYSA newsletter as a means of better Page 2

recognizing our high achievers. 4. KSRA Laptop Currently we depend on one of our members supplying a laptop when any presentations are planned. Historically this has been one of Neil, myself, Hailey, Jo. It was suggested that the KSRA purchase a laptop of value under $500. This was determined to be an ‘A’ expenditure. I will review the offerings during the Labour Day sales time and purchase one for KSRA. 5. KSRA Jackets and/or polo shirts Several years ago we organized pricing for a KSRA Adidas jacket and several members took advantage of this. The biggest issue with this is the jackets are rarely worn during our busiest time in the summer because it is far too hot to wear them. Peter suggested that polo shirts similar to the BC Soccer blue and white design may be a better alternative. Followup with Linda Muldaur to determine whether these polor shirts would be available for purchase by KSRA members and at what price. TBD 6. Reduce KSRA Membership fee from $25 to $15 or $10 Discussion included the fact that SmallSide do get reimbursed a large portion of their fees by KYSA after completing 10 games in a season. We have never had concern by other officials regarding the fees. Decision was to leave the KSRA fee as it is. 7. Pay postage for SmallSide and RegularSide cheque distribution It was determined that we have and would continue to fund the cost of postage to small sides officials for their cheques. The distribution of RegularSide cheques is currently being done manually by allocator Fahrudin and may be less labour intensive as the officials generally see Fahrudin at the various game pitches. Costs of covering RegularSide postage would be upwards of $600/year. The coverage of Small Sided postage was an ‘A’, while the coverage of RegularSide postage was considered a ‘C’. 8. Purchase of a Video Camera and Tripod for use of Mentoring group The discussion here started with reference to our success with the mentoring of SmallSide officials and comparison with our efforts with new Entry Level officials (or Yr2 and 3 officials) as well as ‘Elite’ officials who are pursuing moving up the levels with BC Soccer. The suggestion was for the KSRA to purchase a mid-range video camcorder and tripod (budget approximately $500 - $600) and commence the filming of selected games. This would demand the time of the filmer and time to review the game for key segments to go over with the official. This idea was given an ‘A’ grade. 9. Purchase of 24 referee badges at the beginning of each season from BC Soccer..and selling them to local officials as required. Several officials would like to purchase badges through the season, but fail to because of the hassle of doing so. The KSRA would purchase 24 from BCSoccer at the beginning of the season and top up this inventory a couple times during the season. We would pass on the cost to our referees but would eliminate the hassle of involving BC Soccer for anyone who wanted a badge. This idea was given an ‘A’ grade.
