Unraveling Cathleen Black’s NYC Education Siege and Insurrection against New York State Education laws In order to understand how Cathleen Black was lawlessly granted a New York State education waiver and selected by Michael Bloomberg as NYC Chancellor of Schools, one must first understand the meaning of siege and insurrection. Siege means blockade, obstruction, barricade, obstacle and insurrection means rebellion, to work against, revolution and uprising. All of these words clearly define New York City’s current education siege and insurrection against US laws as exemplified in the Cathleen Black NYS education waiver, despite her conflict of interest Council on Foreign relations background, her eugenic supporters and her education disqualifications. In law, there is a crime titled: 18 U.S.C. § 2383: Rebellion or insurrection against the authority of the United States or the laws. When people obstruct the rule of law, in this case, education laws, they are in fact committing a crime. Below you will find the key obstructions of New York State education laws, specifically, obstruction of Education Law Section 3003 (3) and 8 NYCRR Section 80-3.110 (b) (3) (iii), which states that the “ board of education” shall make the request to the Commissioner for a superintendent’s certificate. The US laws were obstructed when the NYC Mayor made the request to the Commissioner for a NYC school district leader certificate, instead of the board of education, as required under law. The unraveling begins with understanding criminal usurpations of power. In summary, New York State education laws give boards of education school governance power. In contravention to such, in NYC, a criminal education law department cult, operating under the disguise of plausible deniability, created some manmade laws

titled Chapter 91 of the Laws of 2002. These fictional administration unauthorized laws lawlessly transferred power from the NYC school boards to the NYC Mayor. The NYC unauthorized education governance usurpations are listed under the disguise of legislation titled: Reorganization of New York City Education and Community Board. In summary, law department criminals inflicted a law department circus that dismantled education law mandated school boards. Under this phenomenon titled reorganization of school boards, the New York City’s school boards powers were dismantled, not reorganized. The education law mandated school boards powers, were lawlessly given to the NYC Mayor under this criminal insurrection against US laws titled Chapter 91 of the Laws of 2002. This education law cult criminally took away the lawful governance powers of schools via school boards and criminally, in their cult like legal circus fashion, gave this power to their Council on Foreign Relations brother, Michael Bloomberg, NYC Mayor. This was disguised as reorganization, when in fact; it was indisputable criminal education governance control usurpations. There was and is no education law that authorized the transfer of power from school boards to the NYC Mayor, yet it was done. This criminal transfer of power effectuated Bloomberg’s appointment of the unqualified Chancellor of Schools, Cathleen Black. Additionally, another example of rebellion against the laws of the US to criminally siege control and power over NYC schools is Michael Bloomberg’s unauthorized education waiver request to the Uncertified NYS Education Commissioner Steiner. Bloomberg’s unauthorized Cathleen Black education waiver request exemplifies more criminal acts such as: 31 USC 3729 False Claims Act, 18 USC 35 Imparting or Conveying False Information, and 18 USC SEC 371, Conspiracy To Offend And Defraud The United States,. New York State Education Law section 3003(3) and 8 NYCRR Part 80-3.10(b)(3)(iii) authorizes the Commissioner of Education to grant a certificate to a candidate who does not meet certain educational and training requirements but “whose exceptional training and experience are the substantial equivalent of such requirements and qualify such person[s] for the duties of a superintendent of schools.” Ms. Black does not have the master’s degree teachers are required to have. She has a bachelor’s. She has no education credentials or experience. Based on the above posted education law, Cathleen Black has no substantial equivalent training and or experience. Yet, Bloomberg, obsessed with the false phenomenon of supremacy, bold facedly lied and wrote in his request for waiver, that Ms. Black had substantial equivalent training and experience. These type of master deception mayoral practices epitomize an agenda to offend and defraud the United States. In a civilized society, the criminal education and law department cult behind these insurrections against US laws, specifically, Cathleen Black’s unauthorized appointment and waiver, Michael Bloomberg’s mayoral term limit obstructions of

Enacted on June 14, 2002, the amendments to the education law reorganize the New York City school system by abolishing the community school boards and shifting the balance of power and authority. The legislation, which expires on June 30, 2009 if it is not renewed by the state legislature:    

Endnotes The new legislation did away with the community school boards by repealing paragraph (a) of subdivision 2 of section 2590-b which had previously stated, “There shall be a community board for each community district created pursuant to this article.” The new legislation also repealed all of 2590-c, which laid out the composition of the community school boards.

The portions of 2554 that were repealed changed the power make-up of the school system by transferring powers to the Chancellor that had previously been held by the school board and clarifying that only the Chancellor now had these powers. Among other provisions, the new legislation repeals paragraph b of subdivision 13, which stated that, “the city board shall prescribe such regulations and by-laws authorizing the chancellor to exercise such of its administrative and ministerial powers as the board may deem necessary to make effectual the provisions of this chapter and for the general management, operation, control, maintenance and discipline of schools… .”

Also repealed were sections 2590-d, paragraph 2c, which stated, “that districts implement a process for community involvement in connection with the periodic recommendation of superintendent candidates to the chancellor pursuant to regulations of the chancellor, subject to the review and approval of the chancellor, and such involvement in connection with the periodic review of the superintendent's performance.”

The new legislation also amends the powers given to the Chancellor by section 2590-h of the statute, that “chancellor shall serve at the pleasure of and be employed by the mayor of the city of New York by contract.”

It also states that “[t]he chancellor shall have the following powers and duties as the superintendent of schools and chief executive officer for the city district, which the chancellor shall exercise to [1] promote an equal educational opportunity for all students in the schools of the city district, [2] promote fiscal and educational equity, [3] increase student achievement and school performance, and [4] encourage local school-based innovation...."
