ABSTRACT: The purpose of this Energy Efficiency Refrigeration Study was to record the energy usage by office refrigerators in town buildings (excluding schools) and to try to decrease the amount of power used by replacing especially old, inefficient units with new, Energy-Star certified refrigerators using a cost-benefit analysis. This study resulted in a list of 22 refrigerators to be replaced, which would cost the town $7,818 to purchase. These units have an average payback time of 7.3 years if replaced. If replaced, the town will reduce emissions by 6 pounds of nitrogen oxides, 15 pounds of sulfur dioxide, and 7,812 pounds of carbon dioxide, and save 9,587 kWh of electricity, and $1,516.79 per year.
INTRODUCTION: This study was undertaken in an effort to try to reduce Andover’s expenditures on energy associated with office refrigeration. With an investment now into several newer, Energy Star certified units, the town could save a significant amount of money (around $1,500/year) on refrigeration. It also served to make sure that units are being used well, and that if units are replaced, they are exchanged with a unit of the most appropriate volume possible, or discarded completely in an environmentally sustained manner if deemed unnecessary. In the upcoming 2015 fiscal year, Andover will be paying 16 cents per kilowatt-hour of electricity, and if this study were to replace every selected unit, the town would save $1,516.79 annually in electricity costs. This study chose to try to replace those over 10 years old and with less than 10 years’ payback time. Since refrigerators may last up to 20 years, the savings over the life of the new units would likely exceed $30,000.
METHOD AND MATERIALS: 1. Under the supervision of a building custodian, search each unit in town-owned buildings (apart from kitchen appliances) to try to find a model number and serial number. 2. Using a camera or a sheet of paper attached to a clipboard record these. Observe what type of unit it is (if a freezer is present or not), and record this as well. Keep track of refrigerators using brand and location. 3. With the recorded model and serial numbers, research online using the Energy Star Refrigerator Calculator or Kouba-Cavallo Associates’ “Refrigerator and Freezer Energy Rating Database” the approximate year, size, and energy usage of the unit.
3
4. Record these and place into spreadsheet, noting the brand, model and serial numbers, year, style, volume, location, cost per year, energy usage per year, and the freezer usage. 5. Find comparable, modern units of about the same volume and style. In compliance with the town’s Green Community goals, only Energy Star certified units were considered. 6. Estimate the payback time on these new units, using the list price of the new unit divided by the amount of money saved per year by replacing it. 7. Through discussion and analysis of payback time and budget, choose those most costineffective and replace with Energy Star certified fridges. This study chose to try to replace those over 10 years old and with less than 10 years’ payback time.
RESULTS: This study surveyed 53 refrigerators in town buildings. It found that Andover is currently spending $4,711 per year in refrigeration for these units for the 29,437 kWh they use. If every unit was to be replaced with a newer, more efficient unit, the cost per year for all 53 units together would be $2,658 and the energy usage would be 16,750 kWh of energy. This means that $2,116 would be saved and 12,717 kWh of energy. The cost to replace all would be $19,434. Energy cost calculations used the rate of energy to be paid by Andover in the upcoming 2015 fiscal year- 16 cents per kWh. Instead, it chose 21 units, selecting those which were the oldest and least efficient. Every unit selected for replacement was over 10 years old. Replacing the selected 21 refrigerators with Energy Star certified units of similar size cost $7,818. As a result, annual electricity costs for refrigeration in these units would drop from $2,634 per year to $994. This is a saving of $1,517 per year. They also currently use 16,462 kWh/year of energy, which would drop to 6,905 kWh/year. This is a saving of 9,587 kWh per year. Payback time is a commonly used calculation made to determine whether inefficient equipment should be replaced. The cost of the new equipment is divided by the energy savings per year in dollars. The result is the number of years it will take to recoup the cost of the upgrade. The lifespan of the equipment is also a factor. The lifespan of the refrigerators used in Andover often exceeds twenty years. The upgrades of the 21 refrigerators selected have an average payback of 5.8 years. The Town of Andover will realize almost 15 years of savings from these purchases.

DISCUSSION: The T purpose of o this study y was to iden ntify the apprroximate annnual cost of each refrigeerator in use in offices and lounges in to own building gs (excludinng schools). W We utilized the Energy S Star Refrigeraator Calculattor, availablee on the inteernet at https ://www.enerrgystar.gov , and 16 cents (per kilow watt hour off energy) as the t rate whicch Andover will be payinng in the upcoming (20115) fiscal yeaar. The study y covered 10 0 different to own buildinggs-- the Tow wn Offices, C Center at Punchard d, Youth Serrvices, Old Town T Hall, Memorial M Haall Library, P Public Safetyy Center, Sppring Grove Ceemetery, Red d Spring Road, Town Yard, and Waater Shop- w we were guideed by emplooyees, and searcched for mod del and seriaal numbers on o or inside aall refrigerattors. We founnd 53 refrigerattors, excludiing commerccial kitchen and a laboratoory units. Byy obtaining thhe brand, moodel and seriaal numbers, it i was possib ble to find th he approximaate year of m manufacture and volume. The location of o each refriigerator was recorded forr reference. Then the infformation w was placed intto the Energ gy Star calcu ulator, with 16 1 cents as the t cost per kkWh, and wee obtained aan estimated cost per year. For units which did nott appear on th he Energy S Star website, the study ussed an alternnative website, a “Refrigeraator and Freeezer Energy Rating Dataabase” from Kouba-Cavaallo Associaates, p://www.kou uba-cavallo.ccom/refmodss.htm) . An eestimate wass given of thhe energy usaage Inc. (http in kilowaatt-hours from m this other calculator, then t the estim mated cost pper year wass obtained byy multiplyiing kWh by $0.16. The T Kouba-C Cavallo Asso ociates’ site was w not as reeliable and pprovided lesss informationn than the Energy E Star Refrigeratorr Calculator,, and the cosst per year off a few unitss had to be estimated d using, insteead, comparrably sized units u manufacctured arounnd the same time on the Energy Star S site.

Several units, which have been purchased in recent years, have “N/A” in their “Years To Repay Cost” column because they are already extremely efficient and do not warrant replacement. The Sanyo refrigerators seemed to become especially inefficient over time. Several units (see Addendum 1 comments 2, 5, 6, 9) were all under ten years old but had a payback time of under 10 years. A conclusion was reached that these units were not Energy Star certified, and that they may have cut manufacturing costs at the expense of energy efficiency. This led to a decision not to purchase any new Sanyo refrigerators, and this study would suggest that Andover should not consider Sanyo when buying refrigerators in the future. Frigidaire refrigerators, on the other hand, seemed to be far more efficient. Several (see Addendum 1 comments 7, 8, 10, 14) were over 10 years old but were still efficient enough not to warrant replacement. Payback years for these units were over 10 years, and their annual cost was not enough to indicate that it would be cost-effective to purchase newer replacements. Kenmore also had a few especially efficient units-- (see Addendum 1, comment 3) -- and we found that these refrigerators were actually manufactured by Frigidaire. Kenmore is a brand owned by Sears, and they use other companies to construct their products. Those which were especially efficient from Kenmore, we found, were those made by Frigidaire. The website http://www.appliance411.com/parts/sears.shtml was also used as a resource in looking at Kenmore units to find their manufacturers. Frigidaire refrigerators made in the early 2000s were Energy Star certified, or if not officially holding that title, were manufactured in a way in which they fit Energy Star qualifications. Frigidaire units thus could be considered reliable refrigerators to purchase in the future, and a few are suggested to replace the larger eligible fridges in our study. Older refrigerators have the tendency to use more energy than those purchased in recent years because of the development of more efficient technology. For example, the development of pumps that allow companies to use less refrigerant. Energy Star approval ensures that products that are purchased in recent years utilize these innovations. Some examples of such technologies include tighter insulation, more efficient lightbulbs and a lower amount of refrigerant present in the unit. The refrigerators that warranted replacement were selected by data analysis during this study. Replacing every unit would not only be expensive but also unnecessary in many cases, where running the newer fridge would cost more money per year than the current one in use. This was the case for many of the refrigerators under 5 or 10 years old (see Addendum 1). As a result of this, our study chose to focus on those which were especially costly for Andover to continue using. After analysis of available budget and what made sense in terms of payback time, it was chosen to try to replace those over 10 years old, with a “Number of Years to Repay Cost” under 10 years. 7
As a result of this study, we conclude that very little refrigeration space was being wasted. Upon investigation of the refrigerators, many were in heavy use or required the entire volume of space during certain seasons or times. It was also important to note that the visits always occurred after lunchtime, in the late afternoon, and the fridges at that point were in lighter use than prior to employees’ lunch time. Another interesting conclusion which was drawn as a result of investigation was a disconnect between higher town budget and newer, efficient units. Many of the Public Safety Center refrigerators warranted replacement, despite the recentness of the building’s construction and its high budget. On the other hand, Andover’s spending on Old Town Hall is much lower, but only one out of five fridges in this building were deemed ready to be replaced. The Town Yard also receives lower funding but contains all recently purchased refrigerators and none of them seemed necessary to swap out. The 21 selected units were chosen for purchase from a local vendor, and the payback time was calculated using their prices. This study was designed with sustainability in mind, and local sourcing is very logical, if a vendor close by is able to offer comparable prices to larger corporations for the units which are proposed to be replaced. The choice in this study was Appliance Corner in Lawrence. Not only is this business located in the next town over, but they offer good prices and a warranty in case a unit fails to work. Our goal in the disposal of older units was to keep environmental sustainability principles in mind. Quotes from several vendors were obtained, and those promising to recycle as much material as possible were considered to be more favorable. If all 21 units proposed units are replaced (those listed in Addendum 2), Andover will invest $7,818 into this project. The town would then pay $994 per year in electricity on these 21 units instead of $2,634. This would allow Andover to save $1,517 per year. The town would also be using 9,587 kWh less annually. On average, these units take 5.8 years to repay their cost in saved energy dollars. Based on these statistics, replacement is recommended. According to these calculations Andover will be profiting from this investment by 2021. The proposed plan for replacing units was accepted by the majority of participants. Some, however, had requests for the disposal of unwanted refrigerators or the addition of a different refrigerator than was specified. For example:
Ed Ataide requested the reduction of the number of refrigerators at Spring Grove Cemetery. The Town Manager’s Office requested a smaller unit than the proposed comparable one, which not only decreased the payback time but cut the spending in the program. 8
Kathy Urquhart, at the Center at Punchard, proposed a different plan for the replacement of the three eligible refrigerators there. She asked for one of the refrigerators to be disposed of entirely (In Red Room), and the freezer in the Storage Room to be replaced with a larger unit.
This study was a success, and all eligible refrigerators will be replaced or removed. The prospect of a newer, more efficient refrigerator to replace an older one at no cost to the department appealed greatly to participants. As a result of this study, a new policy was drafted through this report and was signed by Town Manager Reginald “Buzz” Stapcynzski on January 12, 2015 in Andover, requiring new noncommercial-grade refrigerators in town-owned buildings to be Energy Star certified.
FUTURE RECOMMENDATION: A similar study on HVAC units would be interesting and could cause further energy and financial savings.
ACKNOWLEDGEMENTS: We would like to extend our gratitude to several Andover employees for their help in conducting this study. Felix Melendez, Custodial Foreman at Plant and Facilities, was a great aid in guiding Carly and providing access to the Town House, Memorial Hall Library and the Public Safety Center. Joe Favreau, Superintendent of Vehicle Maintenance at Andover Plant and Facilities helped show her those in the Town Yard and at Red Spring Road. Linda Bredbury, Custodian, showed her around the Town Offices and the Center at Punchard, and we are especially grateful to her for helping show a single, forgotten unit again in the Town House. Finally, thank you to Kathy Grant, Executive Secretary at the DPW/Water Treatment Plant, for showing Carly refrigerators in that building.

But don’t be afraid of that it is just a question we must reveal. If it is taken it must leave the Town buildings. It cannot remain plugged in or be added to the Town inventory. Hi Janet, Thank you for your efforts with regards to the refrigeration study. I am proud to see participation by an Andover High School Student, Carly Drooff, as part of her Environmental Sustainability Internship Course. I found the study results informative and realized that we tend to dismiss refrigerators when it comes to energy savings – or simply take them for granted. I would welcome the opportunity to replace the existing model in the Accounting Office with a newer, energy saving unit ,whose cost be borne by the Town’s energy conservation program. Please sign me up for the program and as such I (the Accounting Department) willingly accepts the replacement unit as described in your 11/17/2104 memo. My best wishes to Carly Drooff and congratulations on her efforts . You too should be commended on your mentoring skills.

I would prefer the larger freezer (which measures 32 x 70 x 31) which would require that the 2 small cabinets mounted on the wall be moved (or removed). With them in the present position we’re about 1” short of the needed space.

Please let me know your thoughts. If we “chip in” some moneys towards this purchase does that sway you to “yes”? I think this is a great project. I’m curious, are there funds available to offset some of the costs for replacing with more energy efficient units? I think this is a great program and we would most certainly like to participate. I do have one request and a couple of questions regarding issues that weren’t clear to me. 1. The unit in the storage room is a freezer only; it is listed as refrigerator only. Rather than replace the unit in Red 1 (you can just take it out), can the freezer in the store room be replaced with something a little larger which is what we actually need? http://www.appliancecorner.com/products/Frigidaire/frig/ffh17f7hw.html http://www.appliancecorner.com/products/Frigidaire/frig/fkfh21f7hw.html here are a few options for freezers a bit larger than the storage room freezer that are Energy Star and Frigidaire brand. I have replaced the fridge with freezer in the report. I think that disposing of the one in Red 1 and replacing the one in the storage room will save us money, and it is a good idea. Kathy, please verify that by saying “you can take it out” you mean that we can eliminate that refrigerator altogether. Is that what you mean? If so, I agree with Carly and please look at her options linked above. Carly please get dimensions and update the sheet with power usage with the two fridges (Red 1 plus this one vs. new bigger one). We need to know we are cutting use still. Also we need dimensions to make sure this will fit. (janet) 2. Was the small refrigerator in our office checked? I don’t see it on the list. Yes, it was. It did not qualify for replacement though, since it is fairly efficient. OK 3. The refrigerator/freezer in Senior Connections would have to open the other way than what is shown in the picture and it’s not clear if this unit has reversible doors. Also the FRT18G2PS is no longer available on Appliance Corner. I can replace them in the spreadsheet with the closest thing. There are other 18 cu ft Frigidaires that are closer to the $600 mark. The one that I am looking at is here: http://www.appliancecorner.com/products/Frigidaire/frig/ffht1817lb.html , looks very similar to the original 18, and does have a reversible door. Sounds like a good idea. Kathy Katherine Urquhart Director, Elder Services 36 Bartlet St,. Andover MA 01810 phone:978-623-8321 fax: 978-623-8330 e-mail: [email protected]
