The said instructions were issued pursuant to the discussionsheld with the Federations on 23'd Apil2014 o.t ]{FIR'r PNM item No. 59/2012 to maintain status-quoas per provisions mentioned in Para 633 of IRMM-VoI-I, Edition 2000 and the eligibility for Railway employeesfor special wards shall be decided as per the same pay as equivalent to new Pay Commission (6th CPC). However, on perusal of Railway Board's instructions dated 2*d Dec 2016, it is noticed that the entitlement of various types of accommodation in hospitals has been revised arbitrarily (para 5 of the draft agreementin Annexure- 1.7) which action is improper and violative of earlier instructions issuedvide Board's letter dated 2510812014in consultationwith the Federations. to fhe Also the Federation conveys that stipulations have been laid down in Board's letter dated 2311212016 Board's Railway the Federation' to un-acceptable and is also arbitrary disadvantage of patients which action attention is also invited to NFIR's letter No. II/13(A) dated 0510912016to the Hon'ble MR, pointing out various deficiencies in the CTSE and urging for withdrawal of the Schemefor the pu{pose of formulating a realistic one with the consent of Federations. While no initiative has been taken by the Railway Board for revamping the CTSE duly involving the Federations, the Railway Board have surprisingly issued policy instructions vide letter No. 2016/Hli11l6gftospital Recognition dated 2311212016which are being resented not only by the Railway employees in generalbut also Railway patients in particular. NFIR, therefore, urges upon the Railway Board to review its decisions with the objective of not causing hardshipsto the employees.This being the subject matter pertaining to the welfare of Railway employees,Federation reiteratesits view that resorting to "arbitrary decisions" is not correct and thereforeurges to convenejoint meeting at the level of DG/RHS or MS for discussions to reach consensus. It is also suggested that implementation of instructions vide letter dated23ll2l2016 may be deferred pending meeting with the Federations.
