Two days out, the dust is finally settling and we’re taking a good look at the election results here at the GOAL office. Our former Governor Mitt Romney lost in a somewhat surprising fashion as he was easily defeated by the incumbent, President Obama. It was surprising because many of the experts, pollsters, insiders and talking heads had Governor Romney winning, some by a landslide. As it turns out that was not meant to be, and we shall see what this means going forward. Based on President Obama’s first four years, and on things he spoke about during the debates, the Second Amendment rights community is going to have some work to do. As always we will work with the NRA and will let our membership know if, when and how to take action.

There are also 11 House Legislators with an “A” rating, 19 with a “B” rating and 2 newly elected who took the time to fill out one of our candidate questionnaires and scored 90% or higher. Over the last two legislative sessions GOAL has focused mainly on our effort to completely reform the Massachusetts gun laws. This push was done through our Civil Rights and Public Safety legislation commonly referred to as the MassGunLawReform. Just drafting the bill several years ago was a project that took months. The drive to elect what we all thought of as one of our own was overwhelming and proved to be so on election night. I can still remember being at the Shot Show dinner with 2000 people when my wife texted me that Coakley had just called Brown to concede the race. A cheer of excite-

The explosion of anger from our members was immediate and devastating to Tisei’s campaign. Both GOAL and the NRA immediately dropped support. Looking at the results of such a tight race, which as it turns out Tisei eventually lost, it is clear that the 2A community could have put him over the top. This was yet another case

We have a lot of work to do in the upcoming legislative session. As always there will be plenty of bills that we will file and support, most likely there will also be many more that we will have to fight. We know that we can always count on our members to let people know where we stand, even if that means firing an old friend! Now is a time to be resolute. We must insist that the media hold this president accountable for potential high crimes and failing to uphold his oath of office. This is also a time to be vigilant about any creeping erosions of our civil rights. The radical Islamists are trying to push through a UN resolution that would make it a crime to speak out against Islam – a backdoor imposition of Sharia law on our own Constitutional right to freedom of expression enshrined in the First Amendment. Let us not forget that the president stood before the United Nations Assembly, in the wake of the Benghazi disgrace, and boldly stated “The future must not belong to those who slander the prophet of Islam.” A Sharia hypocrisy, as Islam is allowed to slander or denigrate any other religion it sees fit. We must also be vigilant to stop any incremental limitations on our other liberties. As gun owners and law abiding citizens, it is our duty to keep the people who serve us, we the people, from infringing on our rights to own firearms of our choice, not what the government permits us to own.

I am late writing this month’s column as I wanted to wait and see the result of the election yesterday. My greatest fear was that Obama would fool enough of the population to grab another four year term as president of The United States. That worst fear has been realized and now we, the other half of the nation that did not vote for him, have to watch as the next four years unfold. So how will the next four years look? The past four years have been a disgrace to this nation I love so dear. Record unemployment, seven trillion dollars added to the national debt and our reputation overseas besmirched by the apologizerin-chief who bows and scrapes to foreign leaders and apologizes for American exceptionalism to radical Islamists. He denies Americans the opportunity to drill for oil at home, but uses our taxpayer’s dollars to fund drilling in Brazil and other South American nations, telling them we will be in line to buy their product. At home, he has not yet turned his attention to one of the thing we hold dear – the Second Amendment – but that will change in his next terms. If you recall, he made it clear in the third presidential debate that he wanted, among other gun control measures, to reinstate the assault weapons ban. That is code for a more insidious move to ban all semi-automatic firearms, which in turn will only act as the grease under the skids of registration and confiscation.

As an American, I must face my bitter disappointment at the fifty percent of my fellow citizens who ignored the facts of the past four years and determined that Obama’s performance had been worthy of another term. While I disagree with their choice, and the logical process they went through, or not, to arrive at that decision, I cannot complain. This is our electoral system. This is our country, and our men and women in uniform fight and sometimes make the ultimate sacrifice to protect our right to vote. It is up to us, the American people, to hold our elected officials accountable for their deeds so that the sacrifices of so many are not squandered.

Why am I so concerned? Because nothing in the past four years of this administration has demonstrated anything but a photo opportunity mentality on the part of the Narcissist-in-Chief. Osama Bin Ladin is dead, al-Qaeda is on the run, the motor industry was saved and he apologized to the Arab world for our actions after 9/11/01. I’m also worried that our Commander in Chief - a man that has never been comfortable around this nation’s military brass – is a man so egocentric that he would leave four brave Americans to die in a concerted attack on our consulate and CIA compound in Benghazi and then lie God Bless America about it to the country.

NRA News - National Stories November 9, 2012 The dust is still settling from Tuesday’s voting, but one thing is clear: NRA-ILA’s 2012 election effort was one of the most sophisticated and targeted endeavors in our history. Though President Obama was able to secure a second term, pro-gun voters did turn out to the polls in significant numbers, making the difference in several down-ballot races and ballot measures. Prior to Tuesday, our country had an antigun president, a questionable U.S. Senate majority, and a pro-gun U.S. House majority. Today, America still has an anti-gun president, questionable U.S. Senate majority, and pro-gun U.S. House majority. As Ronald Reagan once famously said: “Status Quo is, you know, Latin for the mess we’re in.” Here is a breakdown of other results from Tuesday’s contests: We won a significant pro-Second Amendment constitutional amendment in Louisiana. Louisiana now has the strongest state constitutional protection of the right to keep and bear arms in the country. We will use this as a template to pass similar constitutional amendments wherever we can. This amendment was approved by a 74% majority. Voters in Idaho, Kentucky, and Nebraska passed meaningful right to hunt constitutional amendments. We hired 25 Campaign Field Representatives in 13 battleground states, who in turn marshaled thousands of volunteers, who participated in precinct walks, volunteer phone banks, and marshaled support at gun shows. Fred Barnes, executive editor of the Weekly Standard, singled out the NRA’s work in a coalition of organizations as having “put together a massive GOTV effort focused on swing voters in key states” which “averaged 1.8 million phone calls per day in recent days.” In the races in which a CFR was deployed, we were victorious 70% of the time. U.S. Senate Nine of NRA-PVF’s 20 endorsed U.S. Senate candidates won their races (Arizona, Mississippi, Nebraska, Nevada, Tennessee, Texas, Utah, West Virginia, and Wyoming). In addition, we saw pro-gun upgrades in Indiana, North Dakota and New Mexico. The only pro-gun downgrade was in Virginia. And yet, the gloating media has seized on one claim that there was a low “return on investment” for NRA-ILA and NRA Political Victory Fund spending in this election cycle, a conclusion at which you could only arrive if you had negligible integrity and a distinct bias. It also shows a lack of attention to fact, as the authors of the study, the Sunlight Foundation, falsely claimed that the NRA-PVF financially supported Indiana U.S. Senate candidate Richard Murdock over Joe Donnelly in the general election when a simple check of a variety websites would have shown that we did not. The study that purportedly demonstrates our low “return on investment” uses a fundamentally flawed process which is based on the percentage of a group’s campaign expenditures that were spent on winning candidates, versus those who were defeated. Even if the Sunlight Foundation had all the facts correct – which it does not – this methodology creates a skewed picture of campaign effectiveness, as we can see with a simple thought experiment. Consider groups A and B. Group A spends $1 on a long-shot candidate and $99 on an unopposed incumbent. The Sunlight Foundation study would say group A got a 99 percent “return on investment” even though it probably wasted 100 percent of its money. Group B spends $1 showing support in a somewhat contested race, but spends $99 on a challenger in a tight election where everyone agrees $99 could help make a difference, though in the end the challenger loses narrowly. The Sunlight Foundation study would give Group B a 1% “return on investment” even though Group B did the right thing. In this election cycle, NRA is more like group B, spending money where it counted in amounts that could have made a difference. We invested heavily in races where there was a Contd. Page 15

In our approach for the upcoming two year legislative session 2013/2014 we are drafting a series of “Micro Bills”. Knowing the legislature has no stomach to take on a full reform package, we are going to offer them the opportunity to pass a number of very short specific pieces of legislation we have nicknamed “Micro Bills”. These bills are designed to be less than two pages long, most are even less than one page. They are only a few sections long as well. Each bill is drafted to approach a specific issue that we have targeted as being a priority. They are easy to read and comprehend, their intent and purpose is clear and should not take any time at all to go through a committee process or a vote in either House or Senate.

These numbers come directly from the state government, not GOAL or the NRA. They clearly outline a complete failure of the 1998 Massachusetts Gun Control Act to reduce any kind of gun related crime. During our MassGunLawReform tour we were able to clearly outline how the 1998 law was an ill-conceived social experiment with disastrous results. Keep in mind that the numbers were not gathered over a few months or a year or two. The evidence is now over a decade, thus the phrase we used to describe the 1998 bill – The Decade of Disaster. GOAL and its members did a very good job educating the public on the massive problems with the current gun laws. We were very successful in bringing those arguments to Beacon Hill. The problem then became that the State House saw the legislation as just too daunting of a task. Legislators throughout the building were publicly acknowledging the problems that lawful gun owners were facing in our attempts to wade through the incomprehensible quagmire of laws. Further, they are realizing that the laws have done nothing to regain in gun related crime, but instead have increases gun crime for over a decade. The issue was the size of the task to reform it. Time and again I would hear on the Hill that they knew something had to be done, but there was no appetite in leadership to handle a gun bill of that size. Recent tragic events around the country certainly didn’t help either. Too bad that sentiment wasn’t around in 1998. One thing we have certainly learned from the 1998 law is that on the Hill bad things can happen very fast, but it takes forever to fix it. That is why

The GOAL staff has already drafted several Micro Bills that will be ready to file in January of 2013. Quite possibly there will be more added to the list. Below is the short list of those that are already being drafted. They are in no particular order of priority. I hope that these Micro Bills are much better received by the legislature and look forward to completing the list over the next two year session.

#4: An Act Relative to Firearm License Disqualifiers: This bill puts language in the FID and LTC laws: “When determining the status of a prohibited person in regards to convictions, the determination shall only be made using the penalties and sentences in place at the time of conviction.”

#1: An Act Relative to Constitutional Rights: This legislation creates a new section of law that provides a presumption that the right to keep and bear arms is an individual civil right. It also provides protections against other government entities in the state from passing laws and regulations restricting that right. #2: An Act Relative to Equitable Firearm License Fees: This bill drops the current license fees for FID and LTC to $40. $20 goes to the state and $20 goes to the city/town.

#5: An Act Relative to Non-Resident Second Amendment Civil Rights: This bill cleans up the nonresident LTC language making it a “shall issue”, extending the license to six years, establishing a prohibited person, etc. #6: An Act Relative to the Term of Firearm Licenses: This bill would remove the term of an FID or LTC and make them valid unless revoked or suspended. #7: An Act Relative to Youth Firearm Training and Competition: This bill breaks up the current Section 130 dealing with legal aliens and youth and creating two separate sections of law. Here are some more facts, once again from the NSSF. • Nearly half (44 percent) of MSR owners are current or former military or law enforcement members. • 30 percent of all MSR owners purchased their first rifle in 2009 or 2010. • 99 percent of all MSR owners owned some type of firearm prior to their first MSR purchase. • The typical MSR owner is 35-plus years old, married and has some college education. Now let’s take a look at some crime numbers.

Here are some facts about these rifles. Thanks to the National Shooting Sports Foundation (NSSF) for some of the facts below: (note that the NSSF has labeled these rifles “Modern Sporting Rifles” (MSR). Also note: there is an estimated 100 Million lawfully owned rifles of all types in the United States.

GOAL News - Print Edition • In the last year reported - 2009 there were a total of 13,636 murders in the United States; this reflects a total drop of 59% from 1980. • Rifles of all types were used for less than 2.5% of the total murders. • Of this >2.5% it is not known how many included MSR’s as that is not reported. Based on simple math we can conclude that approximately 25% of all rifles owned in the U.S. are MSR’s. Therefore we can guesstimate that number at approximately .625%.

The Clinton Ban was a failure. In 1994 President

Clinton initiated a Federal Assault Weapon Ban that lasted a decade, sunsetting in 2004. Since the sunset of the Clinton ban rifle related homicides, along with all other homicides have dropped, in the year 2000 the center point of the AWB ban, rifle deaths in the U.S. were 14.4% higher than they were in 2009. Since 2004 and especially since 2008 there has been a nationwide MSR sales boom; they have literally been flying off of the shelf. As noted above, nearly 30% of all legally owned MSR’s have been purchased since 2009. During this time period the almost non-existent crime rate has continued to drop. Early crime statistics released for 2010-2011 show another 18+% drop in homicides committed with firearms. The axiom once again holds true, more MSR’s = less crime. Millions and millions of MSR’s have been sold to lawful owners across the country and are in common use on a daily basis. They are used for the action sports, target shooting, plinking, hunting, and legal defense inside the home.

The Term “Assault Weapon” was coined by Violence Policy Center head Josh Sugarmann. The term was invented so politicians could categorize and objectify the firearms they wanted to ban.

Over the last few months there has been a lot of talk about renewing the “Assault Weapons Ban”. The chatter started anew moments after the smoke cleared in the Colorado movie theater and soon television sets across the country and the iternet were buzzing.

us by denying our Second Amendment freedoms were on the pulpit before grieving families had a chance to make plans for funeral arrangements. Led by Mayor Bloomberg and a host of others, they seized the moment to jump in front of the klieg lights and preach the evils of “Assault Weapons designed for the battlefield.” What they didn’t talk about though, was the “Assault Weapon” jamming early on, as that factoid would have gone against their agenda.

“But I also share your belief that weapons that were designed for soldiers in war theaters don’t belong on our streets. And so what I’m trying to do is to get a broader conversation about how do we reduce the violence generally. Part of it is seeing if we can get an assault weapons ban reintroduced. But part of it is also looking at other sources of the violence. Because frankly, in my home town of Chicago, there’s an awful lot of violence and they’re not using AK-47s. They’re using cheap hand guns.”

Truth: MSR’s were designed to be accurate, reliable and easy to shoot. They were NOT designed to kill people or “sweep streets”. Summer has turned to Fall and here we are, in the midst of what is undoubtedly the silliest election season in history. During the second presidential debate, one which was a “town hall” style in which “undecided voters” were handpicked by an “unbiased” moderator to ask questions, a woman, who as it turns out used to work for the Obama campaign was selected to ask a question. She got up and asked the candidates what their thoughts on Americans owning AK47s was. In a rare moment of honesty, President Obama had yet another of his “off the prompter” moments and said what he actually believed; “My belief is that, (A), we have to enforce the laws we’ve already got, make sure that we’re keeping guns out of the hands of criminals, those who are mentally ill. We’ve done a much better job in terms of background checks, but we’ve got more to do when it comes to enforcement.”

Once again “Assault Weapons” were all the talk, and suddenly every politician who thought they needed a few more votes was taking a stance against them. The President, in his comment was purposefully deceitful as he blended the facts about what exactly is being used by violent criminals while committing deadly acts of crime. As to the “automatic weapons on the street”, this is simply not true either as a miniscule percentage of “automatic weapons” are used to commit these deadly acts on American streets or elsewhere in America for that matter. Why are so many politicians and concerned citizen groups out to ban them? Those that oppose MSR’s purposely objectify them so that they can misdirect blame for failed social policies, failure in the war on drugs, a breakdown of the criminal justice system in the United States and many other reasons.

The Truth About “Assault Weapons”.

In the United States today Americans lawfully own an estimated 20-30 million rifles which are commonly used and often misconstrued by the media, politicians, and gun control advocates as “assault rifles”.

• AR-15 and other MSR style rifles are no more powerful than other hunting rifles of the same caliber and in most cases are chambered in calibers less powerful than common big-game hunting cartridges like the 30-06 Springfield and .300 Win. Mag. • AR-15 and other MSR style rifles are NOT “assault weapons” or “assault rifles.” An assault rifle is fully automatic and more commonly referred to as a machine gun. Machine guns have been severely restricted from civilian ownership since 1934, obtaining a permit to own one is an arduous, time intensive and expensive process. • There are many civilian variants of MSR’s that resemble the famous AK-47. Just as the AR-15 is semi-auto only, these AK type MSR’s are also semi-automatic, they are not fully automatic machine guns and are no more powerful than any other common rifle. • The AR in “AR-15” rifle stands for ArmaLite rifle, after the

First: Politicians who campaign on failed social programs and don’t want to reform our often failing criminal justice system need something to point the finger of blame at. As MSR’s bear a resemblance to military arms, it’s easy for these same politicians to blame the object, especially to a nation that for the most part doesn’t know the difference between an AR15 and an M16. By speaking with conviction in regard to banning these rifles they present themselves as being for public safety. As we know, that is disingenuous as the statistics prove otherwise. Second: There are typically two groups at work here, there is a cadre of very well funded factions of “concerned citizens” and elected officials who wish to control the population by disarming them. These are your George Soros types. The other group typically consists of people who have a direct, very negative personal connection via relationship to a victim of a violent criminal. As a coping mechanism they, like the gun grabbing politician, places the blame on the object and seeks closure via banning the object to insure that the crime is not repeated. Unfortunately this is not realistic.

There is no correlation between regulation and crime reduction.

Looking at the continued decade by decade drop in violent crime, the surge in sales, the millions of MSR’s which are currently lawfully owned, and the ever dropping miniscule % of them used in crime it’s pretty easy to conclude that there is no real issue in the United States with these rifles in regard to crime. Therefore a ban of any kind is by default needless legislation looking to solve a problem that simply does not exist. Bottom line, the numbers don’t lie, the gun grabbers do, and that is the truth.

November Schedule:

The IDPA Committee is inviting Michael Seeklander to teach a two day class in May 2013 for an advanced pistol competition skills, which will be open to the public and capped at twelve students. GOAL has agreed to handle the administration of registration for the class. More details will be made available in the next couple of weeks.

Membership:

After the indoor range is opened the IDPA club will be raising the match fees to $20.00 for Non-WPRCMembers and $15.00 for WPRC-Members.  The increase is to offset the increase in prices for targets and to further improve the IDPA club.  The costs are also in line with other local chapters.

Reports: Secretary: Pat Covelo. Pat was not present, the EBoard meeting notes for 09/19/12 were read into the record by Al Bonofiglio. Treasurer: Mike Swett. Mike provided an updated Treasurers’ report. The report was read into the record and accepted by the membership. We have a positive Cash Flow for this month. . Dues / Membership: Brian Frappier. As of Thursday, October 4th, the Club membership is 691 members (not counting anyone being voted on tonight). This includes 48 Life, 639 Regular, 2 Juniors and 2 Honorary members. It is at this time of year that club members need to start thinking about renewing their membership. The Club mailed renewal notices at the beginning on this week. The E-Board has decided not to make any changes in dues for 2013. The preferred method for renewal is a check by mail. As of this meeting, 59 regular club members have renewed their membership. This number represents 15 Life renewals and 44 regular members. Part of the renewal program this year will include the issue of new key fobs for the electronic access system. 27 Members have paid for their new key fobs. We have 13 of these that the club will mail out this month. As a reminder, any member who pays for renewal between the Annual General meeting on January 3rd 2013 and the first regular meeting of the year on February 7th 2013 will be required to pay a $25.00 late fee. Any club member who does not renew by February 7th will be dropped from the club rolls. Once dropped from the roll, any club member who wishes to re-join the club must pay a $95.00 reinstatement fee. This fee is over and above the annual renewal fee.

Competitive Shooting: Pistol Team: Paul Kaminski No Report Pin Shoots / Balloon Shoots - John Cunningham: We hosted our most recent Pin Shoot on Sunday, September 30th. We had a low turn-out due to the weather, but did have a great match. The September match champions were Shaun Schlichte in the first and second matches. Pete Saniuk won the third match. The Pin Shoot Committee would like to thank Bob Flumere for his excellent work in re-building the match tables. There are now two remaining Pin Shoots for 2012. The next shoot is October 28th and the final match of the year is on Sunday November 18th.

The Club will host the next orientation class on Thursday January 31st 2013 at 1900.

Registration for the Pin Shoot starts at 1200, the mandatory Safety briefing is at 1215 and range set-up / first rounds are at 1230. Shooters can use any caliber handgun (semi-auto or revolver) is acceptable. We use open sights only for the match. This is an open match and we ask for a $7 match fee from non-members and a $5 donation from club members.

IDPA - Mike French: The last IDPA Match was held on 9/8/2012 and we had 57 shooters competing on five stages. The September match director was Jon Green and always puts together a fine match and September was no exception. The IDPA chapter has purchased a new prop called a “Max Trap” for the up and coming 2013 season and we should take delivery sometime in October. The members of the Nominating Committee for the 2013 elections are: Tom LaRoche, Don Brickman and John Root Bill Hardell recently worked the GOAL booth at the Topsfield fair. While on duty, he met with Officer Rob Roy MacGregor of the Massachusetts Environmental Police. Officer MacGregor asked that we remember that Environmental crime is just as important as “regular” crime. He asked that WPRC members remain aware of potential criminal activity especially during the upcoming hunting season. The phone number for the Environmental Police is 1-800-632-8075. Bill Hardell requested approval to extend our lease on the temporary storage locker. We will need to store our club materials for an additional month or two until the renovation is complete and we can move our trophies and plaques in to the club in an orderly manner. This was approved by voice vote. Tom LaRoche asked permission to speak to the club membership regarding the upcoming elections. Tom reminded all members of the importance of getting out the vote. There are several key local, statewide and the National race to consider. Tom specifically requested club members to contact U.S. Senator Scott Brown. As gun owners we need to let Senator Brown know we will support him. However, we also need to hold him accountable for his failure to support HR

General Meeting 10/04/12

Fallen Members: Brian Frappier reports that WPRC member Gerard Poirier passed away on October 3rd. He was 89 years old. Gerard was a Life Member of the club and had been a member of the club for 63 years. He leaves 5 children and 9 grandchildren. He was an Army veteran of WW II and served in the 14th Medical Depot Co. in China, Burma, and India. Gerard was co-owner of J & D Judo Club, taught judo to the Worcester Police Dept., and at the YWCA. He was a Black Belt in Judo. He was a Worcester County Deputy Sheriff and was an honorary member of the Blue Knights Motorcycle Club. Gerard was an avid horseback rider as well. In addition to his membership with WPRC, he was also a member of the pistol team at Heald Machine Company.

822. This bill required all States to have reciprocity for Firearms Licenses and require them to recognize Lances from other States. Good and Welfare / Safety - John Hinson: (Our Resident CRSO Instructor) recently observed a club member handling a firearm on the Rifle Range while other members were down-range. All members need to remember our basic safety rules. We do not handle firearms on the range while anyone is down-range. The club renovation is still on-going. All members will need to watch for the safety of the construction personnel working on site. The contractors working on our club are very safety conscious when it comes to job safety. They may or may not know all the rules of Firearms safety. Club members must be extra vigilant when the contractors are on site. Good and Welfare / Building Committee - Al Bonofiglio: Provided an update on the renovation project Construction is moving along on backstop ¾ finished and ceiling baffles ½ done. City Welding is doing a good job and they have a great attitude. They are working very hard to get this project completed and they have been a big help. The interior sheet rock should be finished soon. Our Gas & Water limes are in. Going forward, we will be working on the new doors, interior painting and the ventilation system. At this point the tentative completion date for the renovation will be in the first part of November. We will be issuing the new key fobs at the club. The issue days are December 15th and 16th. Brian Frappier will be at the club from 0900 to 1300. The fee per key fob is $5.00. We are asking that any member who can make it to the club on either day do so. You will have an opportunity to get used to the new system. The Access control system will be ready to go live soon, with this system, members will use key fobs to open the door into the clubhouse. This will replace the sign in/sign out procedure currently in place. Guest will still need to be signed in. There will inevitably be some hiccups with the roll out and we ask that everyone be patient and understanding with this. We will work to make it as convenient as possible for everyone concerned. Next E-Board: The next E-Board meeting is on 10/24/12. Al Bonofiglio will host this at his residence. If you wish to attend, please contact Al Bonofiglio or Bill Hardell. How much can I save by reloading?

The short answer is, “a lot”.   Exactly how much you save will depend on the caliber(s) you will reload.   The table below shows the typical savings that you can realize on some common (and not-so-common) handgun calibers by buying good quality jacketed bullets (except where indicated) and other components in bulk, using your own brass, and loading them yourself.
