LEADING OFF: Federal Spending Bill Fully Funds PILT, Reauthorizes SRS There is good news for Colorado counties in the $1.3 trillion federal spending bill Congress passed last week. In addition to funding the federal government through September 30, 2018, the bill fully funds Payment in Lieu of Taxes (PILT) at $530 million (an historic level for the program) and reauthorizes Secure Rural Schools (SRS), giving counties the money they need to provide vital emergency services, school construction, and road maintenance. U.S. Senator Michael Bennet praised other aspects of the bill which he believes address some of Colorado’s most pressing issues. Specifically, he cited ten years of funding the Forest Service fire suppression budget, and increased funding for the Land and Water Conservation Fund (LWCF) and reauthorization of the Federal Land Facilitation Transfer Act to support conservation projects across the West. The bill also funds long-term water quality monitoring for the Animas River and directs the Environmental Protection Agency to disperse all the payments they are legally permitted to for the Animas River claims; increases funding for the National Renewable Energy Laboratory (NREL) located in Golden; provides $600 million for a new rural broadband pilot grant/loan program targeted to areas that currently lack access to broadband service; provides over $4 billion to combat the opioid crisis; and funds a study on the health effects of per-and polyfluoroalkyl substances (PFAS), chemicals that have contaminated drinking water sources near military bases across the nation, including around Peterson Air Force Base in Colorado. For the National Association of Counties (NACo) analysis of the spending plan, click here. NEW AND IMPORTANT: CDHS Crafts New Plan for Counties to Pay for WWK Recruiters

The Colorado Department of Human Services (CDHS) has crafted a new payment option that allows counties to expand their number of Wendy's Wonderful Kids (WWK) recruiters who find permanent placement for the state’s most difficult to place youth. CDHS’s original recommendation involved a “hold out” of funds, which counties rejected. Under the new proposal, CDHS will simply bill counties their cost share on a periodic basis. To operationalize this agreement, CDHS will create a new contract with DTFA (State – DTFA Contract) that will begin in the next state fiscal year (beginning July 1, 2018). For those counties that participate and can contract with CDHS prior to July 1, 2018, a county-CDHS contract will be crafted through which counties agree to pay their cost share amount to CDHS (through periodic billing), and CDHS will provide those funds to DTFA on behalf of the counties. After July 1, 2018, CDHS can add and amend county participation in this contract using option letters that can be attached to the pre-existing State – DTFA Contract. This new payment option has no effect on the MOU process that is already underway between counties and TAE. The MOUs are agreements between counties and TAE regarding how TAE and counties collaborate and how WWK recruiters interact with identified youth. Separately, the payment option outlined above refers to a contract to operationalize the payment agreement between the counties and CDHS. Rocky Mountain Crisis Partners Will Host Hope Theater on April 26 Rocky Mountain Crisis Partners (RMCP) has announced plans for its third biennial Hope Theater on April 26, 2018, at the Wellshire Event Center in Denver. Guests will engage their network on a virtual platform while enjoying live performances and dinner. RMCP is a statewide, 24/7, year-round, community-based system of crisis intervention services from which people experiencing a mental health and/or substance abuse crises can be assessed, safely and effectively stabilized, and efficiently linked to appropriate follow-up care and services. CCI NEWS: Nine Steering Committees Will Meet on Thursday, April 12 To avoid a conflict with state party assemblies, CCI has moved its April legislative steering committee meetings to Thursday, April 12 (previously it was April 13). The meetings will run one right after another starting at 9 a.m. and ending at approximately 3 p.m. As currently scheduled, the order of meetings is: Health & Human Services, Public Lands, Land Use & Natural Resources, Agriculture, Wildlife & Rural Affairs, Justice & Public Safety, General Government, Tourism, Resorts & Economic Development, Taxation & Finance, and Transportation & Telecommunications. Additionally, one-hour legislative conference calls are scheduled for April 20 and April 27 from Noon to 1 pm. The General Assembly is scheduled to end its regular session on May 9. APPOINTMENT OPPORTUNITIES: Commissioner Needed for All-Hazards Senior Advisory Committee CCI is accepting applications for appointment to the state Homeland Security and All-Hazards Senior Advisory Committee (HSAC). The 21-member committee was created in 2012 and CCI has one board-appointed member on the committee. The committee’s mission is to assist the state in becoming better able to prevent, protect, mitigate, respond and recover from threats and hazards posing risk to Colorado. Commissioner Sought for Service on the Special Highway Committee CCI is now soliciting for a commissioner to serve on the Special Highway Committee (SHC). The SHC is a cooperative effort between CCI and the Colorado Municipal League that makes recommendations to CDOT on federal off-system bridge fund awards to local governments. The SHC meets once a year (in the late fall) to review applications from municipalities and counties and prioritize projects for funding. There is one spot open on the Special Highway Committee and the CCI Board of Directors will make the appointment later this spring. In an effort to conscientiously prepare our state in moving forward with the requirements included in the FFFPA, a work group of key stakeholders will be created consisting of county commissioners and program staff, Colorado Department of Human Services (CDHS) (including the Division of Child Welfare and Behavioral Health), Colorado Department of Health Care Policy & Financing (HCPF), and representatives of the Judicial Branch of state government.
