Background Under the general guidance and supervision of the Chief Technical Officer, the Communications Associate shall be responsible for information capture, exchange and networking among a wide range of partners and participants in the implementation of the SDS-SEA, including countries of the region, UN and international agencies, regional programmes and projects, non-governmental organizations and the public at large. He/she shall also ensure the maintenance and delivery of services related to the PEMSEA Website, PEMSEA Gateway (databases), and dissemination of publications to the participating countries. The incumbent will also be responsible for all aspects of production of various knowledge products and multimedia materials required by implementers of the SDS-SEA.
Duties and Responsibilities In collaboration with concerned sections and staff at PRF, develops communication strategies to increase image and usefulness of PEMSEA amongst its partners, stakeholders and target groups; Manages the preparation, production and dissemination of PEMSEA’s information materials, including traditional and electronic publications, marketing, distribution and circulation of such materials to identified internal and external target audiences in a timely manner; Oversees the writing, encoding, editing, layouting, preparation of graphics, correction of PEMSEA information materials; Oversees the maintenance and updating of PEMSEA website and linkage with partners, projects and other organizations; Liaises with authors, editors, printers, libraries and other publishers for copyrighted materials, etc., including the mailing of documents, setting up editorial policies and guidelines to be disseminated to inhouse staff and external auditors of the various PEMSEA documents; Mobilizes and manages support networks which may consist of consultants and suppliers ensuring consistency with the overall communication strategy;
Ensures timely production of all documents and assists in the control of quality of PEMSEA published outputs; Undertakes and/or supervises preparation of scripts for video production; and Prepares press releases and provides newsworthy articles on PEMSEA activities for the press.
Required Selection Criteria Competencies Working knowledge of development organizations; Working knowledge of website development and database management; Good organizational and planning skills; and Good interpersonal skills; ability to deal with all kinds of personalities and to inspire cooperation and team work. The selected candidate will be responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. Education/Experience/Language Bachelor of Arts in Mass Communications, Journalism, English or other related discipline; At least seven (7) years of experience in communications and advocacy, as well as media relations; Excellent writing and oral communication skills in English.
