Special Programs Data & Support Specialist

REPORTS TO:

Director of Special Services

PURPOSE This employee performs a variety of administrative duties in support of special program functions; provides support for the Special Programs staffing and allocation process; processes personnel actions in conjunction with the Human Resources department; maintains current and accurate records and files; provides information and assistance to employees, administrators, job applicants, and the general public regarding Special Programs functions, policies and procedures. SUPERVISION RECEIVED AND EXERCISED Receives direction from Director of Special Programs. May exercise supervision over assigned

secretarial/administrative support staff. QUALIFICATIONS            

A minimum of a Bachelor’s Degree or combination of education and experience pertinent to the position Excellent written and oral communication skills Excellent organizational skills Excellent computer skills, including word processing, spreadsheets, and other skills and applications Knowledge of efficient office procedures and practices Ability to take the iniative, to work independently, and follow directions Flexible and adaptable to changing activities and work load Knowledge of Special Programs laws, policies, and regulations Knowledge of State and Federal laws regarding Special Programs such as IDEA, Title lll, FMLA, ADA, Title X, and Section 504 of the Rehabilitation Act Maintain integrity of confidential information Ability to work harmoniously with others Ability to translate technical terminology to public and staff with proficiency

ESSENTIAL RESPONSIBILITIES   

Manipulate and analyze data to prepare required State and Federal reports Create, balance, and maintain budgets and the budget process related to Special Programs/ELL, grants, ESD credits, ELD, SHARE Center, etc. Function as the liaison with the NWRESD regarding the Student Services’ database. Train and support employees who use the Student Services database. Prepare, track, and consult with Fiscal Services on Intergovernmental Agency and Temporary Employee contracts for tutoring, First Steps, and other additional services for Special Programs Develop and maintain district legal records and required documents for litigation and audits Create and audit district SPED manuals, SPED documents, correspondence, etc. Audit IEPs and provide staff feedback of legal SPED requirements including Standardsbased IEP/Common Core alignment; Maintain student database to ensure legal compliance Compile statistical data and prepare reports. Advise Learning Specialists, SLPs, School Psychologists, and Instructional Assistants in emergency or crisis situations relating to legal requirements, paperwork, or student needs Collaborate with outside agencies including, but not limited to: ODE, NWRESD, school districts, and community organizations Perform staffing functions which may include allocations, staffing assignments, and processing of school change of placements Develop spreadsheets of SPED employee placements, high-cost disability data, private school services, tutoring and employee SPED release time Manage district-level archiving system for State requirements related to student files
