Transforming Healthcare The Government aims to provide Kenyans access to uninterrupted, quality, healthcare services regardless of their locations in Kenya by equipping 2 hospitals in each county and 4 referral hospitals with state of the art medical equipment.
Message from the President To guarantee every Kenyan’s right to the highest attainable standard of health regardless of their location, my government committed to upgrading and equipping hospitals with state of the art diagnostic and clinical care equipment. The signing of Managed Equipment Service Contracts today, marks a major milestone towards the realization of our vision of transforming the health sector to meet the existing health care challenges and lay the foundation for our development into a middle income country in line with the national economic blueprint, Vision 2030. The Government will invest KShs. 38 billion over the next 10 years to finance this innovative medical equipment service. This will ensure that Kenyans lead healthy and productive lives with dignity, equity and opportunity.

Message from the Cabinet Secretary The Managed Equipment Services project is our key flagship project that will greatly impact lives of Kenyans by decentralising specialised healthcare services from national referral hospitals to county hospitals. This is in line with the national government’s commitment and support to counties, to ensure continuous improvement of health services within the devolved health system. Managed Equipment Services Project For Level 4 & 5 Hospitals The Government of Kenya is committed to the realization of the right to health as outlined in the Bill of Rights in Article 43 of the Constitution. Under this provision, every Kenyan is guaranteed the right to the highest attainable standard of health throughout the country regardless of location. Article 21(2) further confers the obligation to achieve the progressive realisation of the rights guaranteed under Article 43 to the State.

specialised medical care, the ministry of health initiated a program to ensure that every county has two well equipped hospitals. The ministry therefore adopted the Managed Equipment Services contracts, in an effort to ensure that patients and clinicians have state of the art diagnostic and clinical services in all the 47 counties.
Managed Equipment Services(MES) project, is the outsourcing of all aspects of medical equipment to a third party company that specialises in providing the type of service. The outsourced companies provide the expertise to purchase, install, train users, manage and maintain a portfolio of medical equipment on a long-term basis.
In line with the Jubilee manifesto, the Ministry of Health is committed to ensuring that we have well equipped health facilities in every county. To determine county needs, an assessment of infrastructure, equipment and human resource requirements was conducted in level 4 and 5 hospitals countrywide by a joint team from the counties and the national ministry of health in March 2014. Innovative acquisition of medical equipment The Managed Equipment Services have been procured through international competitive bidding. The tenders were strictly restricted to reputable original equipment manufacturers and due diligence carried out to ensure that the successful bidders have the capacity to deliver on their obligations. The MES project will be fully financed by the national government through the Ministry of Health to the tune of kshs. 38 billion over a period of ten years. Counties will be responsible for the cost of utilities such as water and electricity and for putting in place the infrastructure for utilities such as the back-up generators and boreholes among others. Vendors will provide direct infrastructure for the installation of the medical equipment. The project will be rolled out over a 12 month period.
The MES providers shall be required to provide training to key users of the equipment including medical engineers, health workers, ICT experts among others. Through the project, citizens shall enjoy access to uninterrupted, quality specialised health services regardless of location within Kenya. The Health Sector will experience long term savings due to integrated service provision strategy and economies of scale. The MES project is sustainable as it allows for payments to
be staggered over a long time as opposed to upfront payment as is the case with outright purchase. This allows immediate access to state of the art diagnostic and patient care equipment and specialised services in all counties. Today therefore marks a great milestone in the MES project as His Excellency the President, presides over the signing ceremony of the first contracts with the successful bidders for the supply of the managed equipment services.
