Pandharkawada Forest Division implements various activities under the Working Plans and Man-Animal conflict crises in the Forest Division. It is proposed to utilize Geographic Information System to plan, implement and monitor ongoing Human – Tiger Conflict and other activities. For this purpose, it is intended to obtain services of GIS Specialist to accomplish the tasks listed in the agreement form.

2. Qualifications & Experience:Applicants shall be qualified in the relative field, shall possess the post graduate degree in Geoinformatics or equivalent relevant post graduate degree dealing with GIS, surveying, etc. Applicants shall be well versed with the open source QGIS, geo-referencing, watershed mapping & treatment planning etc Applicants shall have experience in handling GPS receivers, preparing maps using GPS receivers, contour mapping, etc 3. Remuneration:-

Consolidated lump sum amount of Rs 18,000 per month will be paid. No separate daily allowance, tour allowance, or any other allowance shall be payable. Taxes if any shall be deducted at source as per the legal provisions. 4. Time Period:-

The period of service to be provided GIS Specialist shall be 4 months from the date of signing agreement. During this time period, the GIS Specialist shall complete the tasks assigned to him/her. 5. Submission of Applications:(1) Applications in prescribed format shall be submitted to the following address. To, The Deputy Conservator of Forests, Pandharkawada Division, Pandharkawada. The applications shall reach this office on or before 27-3-2018 during office working hours. This office shall not be responsible for any delay in postage or courier etc. On the top of the envelope containing application, the words “Application for GIS Specialist” shall be written.

All costs and expenses incurred by the Applicants in any way associated with the submission of applications including but not limited to the attendance at meetings, discussions, demonstration, etc. and providing any additional information required by The Deputy Conservator of Forests, Pandharkawada will be borne entirely and exclusively by the Applicants. The Applicants shall bear all costs associated with the preparation and submission of applications, attending interview, presentation etc. The Forest Department shall in no case be held responsible or liable for these costs, regardless of conduct or outcome of the selection process. 8. Each Applicant having submitted an application in response to this notice, acknowledges to have read, understood and accepted the selection & evaluation process mentioned in this document. The Applicant ceases to have any option to object against any of these processes at any stage subsequent to submission of application thereof. An Applicant shall, by responding to this tender notice, be deemed to have accepted its Terms and Conditions. The Applicant will be required to attend interview to assess the suitability. Applicants who get minimum of 50 marks shall be included in the panel. The person scoring highest marks will be given appointment as GIS Specialist on contract. If the selected Applicant does not join, the next process in the panel on per merit will be appointment on contract. 9. Additional Information:The Deputy Conservator of Forests, Pandharkawada may in his absolute discretion, seek additional information or material from any of the Applicants after receiving the applications, such information and material provided must be taken to form part of the
application. Non-submission of required details in time may render such Applicants disqualified.

The selected Applicant shall sign an agreement in the form annexed to this document, within 05 days from the date of issuing appointment letter. The agreement shall be executed on stamp paper of Rs 100, this expenditure shall be borne by the Applicant. A penalty of Rs 200 per day shall be paid by the Applicant for delay in signing the agreement. The Applicant shall sign on all the pages of the agreement. At the time of signing the agreement, the Applicant shall also append signature on all the pages of notice document and it will become part of the agreement.

1. Definitions Contract Agreement – is the Agreement between the DCF and the GIS Specialist ( his /her application) and it includes the notice dated................... DCF – is the party who employed the GIS Specialist to carry out the tasks defined in this agreement Government – is the Government of Maharashtra. Notice is the notice no.Desk-/PKD/WILDLIFE/5254/2017-18/DATE-19/03/2018. Starting date – is the date of signing this contract agreement Tasks – are listed in this agreement 2. Period of Contract:-
(1) This contract shall come into force and effect on the date of signing the agreement. The GIS Specialist shall complete the tasks in 4 months period. This agreement shall be in force till the date of successful completion of the tasks. The Employer may extend time considering the difficulties and limitations. 3. Remuneration:Consolidated lump sum amount of Rs 18,000 per month will be paid to the GIS specialist. No separate daily allowance, tour allowance, or any other allowance shall be payable. Taxes if any shall be deducted at source as per the legal provisions. In case of travel to some places as required for performing the prescribed tasks, the GIS Specialist shall be paid the travel expenses incurred for travelling by state transport buses and 3-tier AC railway fare.
4. Qualifications & Experience (1) Applicants shall be qualified in the relative field, shall possess the post graduate degree in Geoinformatics or equivalent relevant post graduate degree dealing with GIS, surveying mapping etc. to perform the tasks of GIS Specialist (2) Applicants shall be well versed with the QGIS, geo-referencing, watershed mapping & treatment planning etc (3) Applicants shall have experience in handling GPS receivers, preparing maps using GPS receivers, contour mapping, etc (4) GIS Specialist shall be able to communicate in Marathi language / Hindi Language. 5. Tasks Digitization of micro plans under Shyama Prasad Mukharji Scheme. Preparation of MCP of individual tiger / tigress under this territorial division. Digitization of Human – Wild animal conflict zone and prioritization of Zones based on sensitivity. (4) Real time monitoring of problematic animal using the field area. (5) Preparing treatment maps of coupes and plantations as per Working Plan. (6) The maps shall display natural features such as streams, cart tracks, 100x 50m grids, fire-lines, boundary pillars, contour lines in some cases etc. (7) Utilizing open source software QGIS for the above applications (8) Training field staff, at least 3 persons in a range, two persons in divisional office to utilize QGIS applications, preparing treatment map using QGIS, using GPS receivers, preparing polygons & maps etc (9) Using GIS applications for plantations, coupes etc to facilitate monitoring, using QGIS; at range and division. (10) Monthly Progress Report by 5th of every month. (11) These tasks shall be completed in 4 month time period. (12) The GIS Specialist shall complete the tasks in 3 months period from the date of signing the Agreement. In the 4th month, the GIS Specialist shall monitor the use of GIS applications by the field action and staff. GIS specialist shall impart orientation training to the staff to use the GIS applications.

6. Ethics And Professional Standards:-

The Agency shall maintain the highest professional standards regarding ethics, quality, services and integrity while executing the Project. The quality of out-put, commentary, drawings, visualization, exhibits etc. shall be very high and of telecast quality HD. Monitoring and Reporting:-

GIS Specialist shall submit Monthly Progress Report (hard copy) before 5th of every month, regarding status of performance of tasks. Failure to submit the Monthly Report in time will result in imposition of a penalty Rs 500 in each case. GIS Specialist shall consult and discuss the issues pertaining to the Tasks. It is necessary that the GIS Specialist meets the DCF every fortnight to discuss & appraise the progress. 8. Costs To Be Borne By The GIS Specialist:All the charges- lodging, boarding, travel, stationery, equipment, pen drives, DVDs, etc shall be borne by the GIS Specialist.
9. Insurance:For the safety cover of the equipment and himself, the GIS Specialist is advised to provide appropriate insurance cover. The DCF shall not be liable for any loss or damage to the equipment in any way what so ever or any injury or any untoward incident affecting the GIS Specialist or their equipment.
10. Penal Action:The GIS Specialist shall be liable for appropriate penal action in case of submission of false documents, or any illegal activity committed with reference to the tasks.

Any dispute or difference as controversy of whatever nature, out of or in relation to this Agreement between the parties and so notified in writing by either party to other in the first instance shall be attempted to be resolved amicably. Any dispute which is not resolved amicably shall be finally settled by Arbitrator i.e. Additional Principal Chief Conservator of Forests (ITP), Nagpur, the decision of the Arbitrator shall be binding on both the parties. The applicant shall not be ------- for an experts incurred in the process of arbitration proceedings.

13. Termination of Agreement:-

In case the output/deliverables are not up to the full satisfaction of the DCF, or the quality of the output is low or if the GIS Specialist failed to make necessary improvements in the output to the satisfaction of the DCF, then, the DCF has the right issue notice for termination of agreement.

In case the quality of the performance of tasks is not satisfactory and delay in execution of tasks, DCF may initiate the process to terminate the Agreement, by serving 15 day notice to the GIS Specialist. GIS Specialist shall be given reasonable opportunity to improve the performance and expedite the completion of the tasks. If there is no improvement even after sufficient caution and notice, and after passage of 15days notice period, the DCF may proceed to terminate the Agreement. Upon the termination of the Agreement, the GIS Specialist shall not be eligible for any payment. The DCF may blacklist the GIS Specialist, if deemed necessary. 14. Any dispute shall be within the jurisdiction of Courts in Pandharkawada (kelapur) Tahsil.
15. Amendment:No amendment and modification hereto shall be valid and effective unless agreed to by the two parties hereto and evidence in writing.
16. Accommodation of the Forest Department:During the Agreement period, for the purpose of completion of the tasks, the rest houses / inspection huts of the Forest Department (except cities and district places) may be made available to the GIS Specialist depending upon the availability.
