About the Foundation Let’s Save the Brain Foundation, Inc. (LSTB) is a non-stock, non-profit, non-government organization registered with the Securities and Exchange Commission (SEC) on January 31, 2012, and issued a Certificate of Registration by the Dept. of Social Welfare & Development (DSWD) as a Resource Agency, Auxiliary SWDA, valid from September 8, 2014 to September 7, 2017. A primary purpose for its establishment is to help improve the quality of neurological care of indigent patients of the Dept. of Neurosciences, University of the Philippines-Philippine General Hospital (UP-PGH). Another is to assist the Department in its various development projects. The Patient Welfare Fund While services are provided free at the UP-PGH, Department of Neurosciences, other needs such as medicines, supplies for laboratory tests, and procedures need to be funded. This is where Let’s Save the Brain’s Patient Welfare Fund, its primary strategy program, comes into play by providing financial assistance to indigent patients who, more often than not, cannot afford such costly medical care. Among the many life-altering illnesses of our patients are Stroke, Epilepsy, Traumatic Brain Injuries, Hydrocephalus and Central Nervous System (CNS) Infections (Meningitis, Encephalitis, Abscess and others). These are serious conditions that need proper diagnostics and medications that are often costly and barely affordable for the indigent patients of the Department of Neurosciences, UP-PGH.

THE PRESIDENT’S REPORT March 6, 2015 Pan Pacific Hotel, Malate, Manila Dear LSTB Members, At the end of yet another year, I am pleased to present the accomplishments as well as unrealized goals of our organization.

Fund Raising In 2014, we received donations amounting to Php 712,205 in cash and a value of Php 134,239.75 in kind (i.e., various medicines and supplies). Despite problems receiving donations through our website, which we are still trying to resolve, our donors have found ways to circumvent this by depositing directly to our accounts, or texting me to have their checks picked up. One of our donors from Canada even sent donations through her balikbayan sister-in-law, and another time through a friend based in Manila. Quite a number are repeat donors. One started by giving us Php 2,000 and now sends us Php 20,000 almost every month. Another has been depositing Php 50,000 for the past 3 years, usually around Valentine’s Day. And just last Wednesday, another repeat donor Dr. Leonor Cabral-Lim, Dr. Jesi Bautista and I had lunch with pledged Php 25,000 every month except in March when she intends to give Php 50,000 since it is her birth month! The ALS Ice Bucket Challenge also trickled down to us in the form of our becoming the beneficiary of Project Awesome when they held such a challenge last September 7th at the Quezon Memorial Circle. The event raised Php 2,205 but other donors such as the Dept. of Education and Ms. I. Nicolas, also made deposits in our accounts for this cause. In addition, we gained media mileage and even got featured in Mutya ng Masa! Currently, we have Php 1,348,883.47 in time deposit with Planters Bank and a combined total of Php 267,829.27 in our Unionbank and BDO accounts as of February 28, 2015.

Patient Welfare Thanks to our never running out of funds, in 2014 our assistance to 62 patients amounted to PhP 596, 384.45. Unfortunately, as was the case last year, there was one request we did not approve due to poor prognosis.

Accreditations With respect to getting our organization accredited, on September 8, 2014, the Dept. of Social Welfare & Development (DSWD) granted us certification as a Resource Agency which is valid for 3 years. To enhance our Manual of Operations, it did give some recommendations pertaining to clientele/beneficiaries, geographical coverage of operations, and financial management. We were also informed that we have to apply for a National Fund Raising Permit

given that our website solicits financial donations from the public. We will initiate steps to comply with the suggestions and requirements in the coming months. The Philippine Council for NGO Certification (PCNC) conducted its site visit on November 14, 2014. Although they commended LSTB for its efforts in improving the quality of neurological care of indigent patients in PGH, they listed 12 recommendations we have to comply with before their Board can deliberate on our application. Most of these are ready for submission and I am certain we can meet the 6-month deadline set. This is imperative since becoming a donee institution will give us access to corporations who will benefit from the tax incentives we will be able to provide. This, in turn, can fast track our fund raising initiatives, including the establishment of an endowment fund.

Venture for Fund Raising Venture for Fund Raising was instrumental in assisting us with both the DSWD and PCNC accreditation process. Since this was a major reason why we engaged their services, we felt there was no need to renew this when the Grant Agreement expired in December 31, 2014. Thisdue to fund utilization priorities. Nevertheless, Venture was generous enough to give us a No Cost Extension Agreement for one month to help us comply with some PCNC recommendations. Among this was their crafting a Job Description for a full time Program Manager and posting this in Development Sector Jobs sites. We have since received several applications that we are in the process of reviewing.

Succession Finally, during our Board Meeting last February 5th, Dr. Batara suggested that the current Board continues for one more year to better “orient”, the incoming UPFANS Board with the operations and projects of LSTB. This since 7 out of the 9 UPFANS Board members for 2015 – 2017 would just have been newly elected. The members present at the meeting were amenable to this. So I thought this would be my last President’s Report but apparently it is not yet time for me to say good-bye. These past 3 years at the helm of LSTB have been truly rewarding. Drs. Glicerio Alincastre, Martha Lu-Bolanos, Julette Batara, Philip Ramiro, Jona Handumon, Leonard Pasual, Fe de los Reyes and Grace Orteza, salamat gid for always being there when I need you and putting up with all my “kakulitan”. Leonor, you keep thanking me for my support but your dedication to the department is what inspires us to give of ourselves as untiringly as you do. Being a part of LSTB from its conceptualization until now has also made a difference in my life because, time and time again, I have witnessed the goodness and generosity of veritable strangers, as well as the tangible evidence of how much God loves the patients we care for.

PROGRAMS

Through our Patient Welfare Fund, in 2014 we were able to subsidize the medicines, laboratory tests and medical procedures necessary for the treatment and eventual recovery of 62 charity patients of the Department of Neurosciences, UP-PGH, granting a total amount of Php 596,384.45. The chart below depicts the progress of our work since we started operations.

PROCESSES AND SYSTEMS

On September 8, 2014, the Department of Social Welfare & Development (DSWD) granted us certification as a Resource Agency which is valid for 3 years. This certification is, besides being necessary, beneficial to the foundation as it gives us more credibility to operate. In addition, it gives us access to the support and assistance of the department through Area-Based Standard Network (ABSNet), an organization of DSWD registered and licensed NGOs.

It is fascinating to look back realizing how our work has notably progressed over the past 3 years. However, there is still so much to do. Having witnessed the huge number of patients who need our help inspires us to work harder and do our utmost to find new windows through which we can promote our advocacy more in order to help save these patients’ lives. Accreditation by the Philippine Council for NGO Certification (PCNC) and the granting of a Solicitation Permit by the Dept. of Social Welfare and Development (DSWD) will enable LSTB to conduct more aggressive fund raising campaigns.

Board Members

Lourdes K. Ledesma, PhD President Dr. Lourdes Ledesma is currently the President of the UP-PGH Faculty & Alumni of the Neurosciences, Inc. (UPFANS) and a member of the Board of Trustees of the Philippine League Against Epilepsy (PLAE). She is a consultant at the Section of Neurology of the Makati Medical Center and The Medical City. She likewise has her private practice at the Ledesma Center for Neuropsychological Services. She is a licensed psychologist in the Philippines as well as in the Commonwealth of Massachusetts. She was a Clinical Fellow at the Harvard University School of Medicine, Psychological Association of the Philippines, and an Honorary Fellow of the Philippine Neurological Association and Child Neurology Society, Philippines. She is also a member of the American Psychological Association and the International Neuropsychological Society.

Glicerio Cecio Alincastre, MD Vice President Dr. Glicerio Alincastre is the current President of the Quezon Medical Society and Vice President of the Faculty and Alumni of the Neurosciences (UP-FANS). He is a Life Member of the Philippine Medical Association, a member of the Philippine League Against Epilepsy and a Fellow and past President (2010) of the Philippine Neurological Association. He graduated cum laude from UP Iloilo, obtained his medical degree in the UP College of Medicine and attended residency in Section of Neurology, UP-PGH Medical Center. He also continues his practice in Mount Carmel Diocesan General Hospital, Lucena City.

Martha C.T. Lu-Bolaños, MD Secretary Dr. Martha Lu-Bolaños is the current secretary of the University of the Philippines Faculty and Alumni of the Neurosciences, Inc. (UPFANS). She is a Clinical Associate Professor at the Section of Pediatric Neurology, Department of Pediatrics and Neurosciences, UP-PGH. She is also a member of the Philippine Neurological Association, Child Neurology Philippines, Asian and Oceanian Child Neurology Association, Philippine League Epilepsy, Headache Council, PNA, Neuromuscular Council, PNA, Stroke Society Philippines, Philippine Society of Ultrasound in Clinical Medicine, Inc., Philippine Association, Manila Medical Society, and the Filipino-Chinese Medical Association.

Julette Marie F. Batara, MD Treasurer Dr. Julette Batara is a Clinical Associate Professor, Neurology consultant and the Assistant Chair for Services of the Department of Neurosciences, UP-PGH. She is also an active consultant of the Comprehensive Brain Tumor Center and a member of Executive Committee and Training Committee of the Department of Neurosciences of St. Luke’s Medical Center. She was a Postdoctoral Fellow in Neuro-oncology at the Johns Hopkins Medical Institution and attended clinical rotation in Medical Oncology at the Johns Hopkins International Medical Center in Singapore. She is the Vice-President of the Philippine Society for Neuro-oncology, member of the Executive Committee of Asian Society for Neuro-oncology, and a member of the Board of Governors of the Brain Foundation of the Philippines.

Fe A. de los Reyes, MD Member Dr. Fe de los Reyes is the Second Vice President of the Philippine League Against Epilepsy, a Founding Member of the Child Neurology Society of the Philippines, a Board Member of the Philippine Society of Neurorehabilitation and the Founder and Executive Director of HELP Learning Center Foundation, Naga City (formerly HELP Tutorial Center). She is a Medical Specialist III in the Pediatric & Adult Neurology of the Bicol Medical Center, Naga City, and also has membership in the following international professional organizations: Movement Disorder Soceity, Council for Exceptional Children, Asian Oceanian Child Neurology Association and American Academy of Neurology.

Jona C. Handumon, MD Member Dr. Jona Handumon is the only Neurologist serving as a consultant in 4 provinces in the Northern Mindanao (Misamis Occidental, Zamboanga del Norte and Zamboanga del Sur, and Lanao del Norte) since 2002. She is a Trustee at the University of the Philippines, Faculty and Alumni of the Neurosciences (UP-FANS) and CME Officer of the PMA, Misamis Occidental, Oroquieta Chapter. She is also a member of the Stroke Society of the Philippines, the Philippine League Against Epilepsy, the Philippine Medical Association, and a Fellow at Philippine Neurological Association (PNA).

Grace O. Orteza, MD Member Dr. Grace O. Orteza helped conceptualize and establish Neurocognitive and Neurobehavioral Clinic (NNC-WISE) at The Medical City (TMC), and the Center for Memory and Cognition (CMC) at the Philippine General Hospital (PGH). She is currently part of the medical staff at the Department of Medicine at The Medical City, where she held the position of Training Officer of the Adult Neurology Residency Training Program until December 2012. She is now an appointed member of the Adult Neurology Specialty Board of the Philippine Neurological Association (PNA), and board member of the UP Faculty and Alumni of the Neurosciences (UPFANS).

Jose Leonard R. Pascual, MD Member Dr. Leonard Pascual is a Consultant Neurologist at the UP-PGH, a Visiting Consultant and Project Head of the Saint Luke’s Medical Center Stroke Databank, a Visiting Vascular Neurology Consultant at the Medical City and a Consultant Neurologist at the Manila Doctors Hospital. He is also an Associate Professor II at the Department of Anatomy, UP Manila, and a member of the Philippine Neurological Association and UP-Faculty & Alumni of the Neurosciences, Inc. (UPFANS). He is a graduate of BS Psychology in the University of the Philippines Diliman and of Doctor of Medicine in the University of the Philippines Manila. He specializes in the management of people with strokes and other diseases of the brain, nerves, and spinal cord.

Philip A. Ramiro, MD Member Dr. Philip Ramiro is a physician in the Department of Neurosciences, UP- PGH and a Professor III (Neurology) at the UP College of Medicine. He is a member of the UP-Faculty & Alumni of the Neurosciences, Inc. (UPFANS), Philippine Medical Association, Manila Medical Society and Philippine Neurological Association. He is also a Fellow at the Clinical Neurology, Prince Henry Hospital and Prince of Wales Hospital, University of New South Wales, Sidney, Australia. He took up his pre-medicine course at the University of the East and finished medicine at the Sto. Tomas University. He became a medical intern and had residency training in Internal Medicine at the Medical Center Manila. Finally, he completed his residency training the Neurology Section, Department of Medicine, UP-PGH.
