MINUTES. CITY OF GRAMBLING, GRAMBLING, LOUISIANA. Monthly Meeting January 5, 2017 Mayor Edward R. Jones opened the regular session of the Grambling City Council on Thursday, January 5, 2017, at 6:00 p.m. at Grambling City Hall. Mr. William Arringtonoffered the invocation and led the counciland audience into the Pledge of Allegiance. Present were the following Council members: Yanise Days, G. Denise Dupree, Cathy Holmes, Roy Jackson, and Cullen Jackson. Absent: None. It was moved by Council member Yanise Days and seconded by Council member Cullen Jackson to adopt the Minutes dated December 1, 2016. Ms. Terri Coates, Marketing Coordinator of Primary Health Services Center, will be hosting the Healthy Community Event focusing on Insurance Education, Awareness and Enrollment under the Affordable Care Act and Medicaid, on January 14, 2017, from 10 a.m. to 3 p.m. at Grambling Community Center. Chief Tommy Clark, Jr. reminded the citizens to lock their vehicles and to remove all valuables.

It was moved by Council member Cathy Holmes and seconded by Council member Yanise Days to adopt the following: RESOLUTION A RESOLUTION PROVIDING FOR CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE SPECIAL ELECTION HELD BY THE CITY OF GRAMBLING, STATE OF LOUISIANA UNDER ARTICLE VI, SECTION 30 AND 32 OF THE CONSTITUTION OF THE STATE OF LOUISIANA OF 1974, AND OTHER CONSTITUTIONAL AND STATUTORY AUTHORITY, ON SATURDAY, DECEMBER 10, 2016 AND TO AUTHORIZE SPECIAL TAXES THEREIN.

AN ORDINANCE TO PROVIDE FOR SALE OF ADJUDICATED PROPERTIES; AND, FURTHER PROVIDING WITH RESPECT THERETO. The City of Grambling City Council hereby establishes the City of Grambling Adjudicated Property Program, which shall be administered by the City of Grambling (hereinafter “Grambling” or “City"). The City shall contract with a third party administrator or management company (hereinafter "Management Company") to administer the sale or donation of adjudicated properties in the City. The City Council hereby authorizes, pursuant to La. R.S.47:2196, the public sale of all properties adjudicated to the City since January 1, 1975, and for a period of at least three (3) years. The sale of said properties shall be governed by the laws of the State of Louisiana and this Ordinance.
A Public Hearing will be held on the Ordinance, and the Ordinance will be considered for adoption at the Monthly Meeting of the Mayor and the Council to be held at 5:30 p.m., on February 2, 2017, Council Chambers/ Courtroom, City Hall, 127 King Street, Grambling, Louisiana.

Announcement:
Mr. Douglas Porter announced that the Homeowners Association meeting will be held on Monday, January 16, 2017, at 6:30 p.m. at the Catholic Center.
The Mayor announced that beginning January 4th, 2017, garbage pickup will only be once a week in the city.
Mr. Joshua Mitchell, owner of Jodami Design and creator of Ruston Makers Fair and Railroad Makers Fair, announced and invited the city to participate in the Annual Spring Fair on April 8 in downtown Ruston.
There will be no Farmers’ Market in January.
