The Royal Government of Cambodia (RGC) represented by the Ministry of Economy and Finance has received financing from the Asian Development Bank (ADB) towards the cost of the Flood Damage Emergency Reconstruction Project-Additional Financing (FDERP-AF). Part of this financing will be used for payments under the contract named above. This contract will be jointly financed by Government of Australia Department of Foreign Affairs and Trade (GoA DFAT). The eligibility rules and procedures of the ADB will govern the bidding process.

The Project Implementation Unit-3 of MOWRAM (the Employer) now invites sealed bid from eligible Bidders for Tender No. FDERP-AF-MOWRAM-CW08 for the “Emergency Reconstruction Work of Trapaing Thmor Irrigation System at Banteay Meanchey Province” (the Works). The construction period is five hundred and forty Eight (548) days. The works comprise, but are not limited to the following:

At Trapaing Thmor embankment dam construction of a clay cut-off trench, and gabion wave protection over a length 4,600 m, provision of a wave wall over a length 5,000 m, restoring the embankment dam crest level and provision of Laterite pavement over a length 10,600 m, installation of 768 m of galvanised steel hand rail.
Replace the hoisting systems at eleven vertical lift irrigation gates. Retrofitting hand cranked wire rope hoists to two malfunctioning automatic counterweighted tilting gates of automatic gates. Renovation of concrete slab pavement at FWUC building and adjacent public access areas at the dam. Slope protection both banks downstream of three canal/drains downstream from dam over a length 467 m. Widening existing gated structures of main canal/drains at seven locations. Provision of three multiple cell inverted siphons to pass Prey Mon canal below drainage flows paths downstream from bridges along National Road No.6. Repair the wet stone masonry protection at upstream and downstream of a check structure. International competitive bidding will be conducted in accordance with ADB’s
Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4.
Only eligible bidders with the following key qualifications should participate in this bidding:

Experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years prior to the applications submission deadline; Participation as contractor, management contractor, or subcontractor, in at least one contract within the last five (5) years with a value of at least US$ 4.0 million that has been successfully or are substantially completed and that is similar to the proposed works;
Experience in similar works such as dams, irrigation channels and hydraulic structures, as well as implementation of an Environmental Management Plan (EMP) or an equivalent strategy to mitigate environmental impacts of the works (Lead Firm only).
Minimum average annual construction turnover of US$ 6.7 million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years;
Financial resources, in terms of at least the bidder’s latest year’s working capital and lines of credit, will be adequate to cover the Bidder’s Bid Price and current work;
All pending litigation shall be treated as resolved against the Bidder and so shall in total not represent more than seventy five (75) percent of the Bidder’s net worth;

Bids must be delivered to the address given on or before to the above office (as stated in paragraph 5) 10:00 hours (local time) on 15th December 2015 and must be accompanied by a Bid Security in the amount as stated in the Bidding document (Bid data Sheet). Late bids will be rejected. Bids will be opened immediately after the deadline in the presence of the bidders’ representatives and other interested person who choose to attend. For the purpose of determining the equivalent amount of the required bid security in a freely convertible currency, the exchange rate published by the National Bank of Cambodia prevailing on date 28 days prior to the deadline for bid submission shall be applied. Any bid received by the Employer after the deadline for submission of bids prescribed in the above-mentioned date will be rejected and returned unopened to the bidder.

When comparing Bids, ADB Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

MOWRAM will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation of Bid.
