Inauguration of Cyber Library, TISS, Mumbai

Dr Muttayya Koganuramath, Organizing Secretary, ILA-TISS 2008 welcomed the dignitaries and delegates of the conference. He briefly narrated how the idea of holding this conference was mooted and crystallization of Conference themes and sub-themes were arrived at. He also emphasized the role of information in the development of society and its equitable distribution to all sections of the society. He called upon the Library and Information professionals try to reach the unreached in providing the information.

Cyber Library at Tata Institute of Social Sciences, Mumbai was inaugurated by Dr. Leena Kashyap, Deputy Director on 12th November 2008 at 9.30 am. This Cyber Library has excellent State-of-the Art facilities with 100 workstations available to the user’s community round the clock 24 X 7.

MoU with Mahasarakham University, Thailand

The International Conference of the Indian Library Association (ILA) on the theme "Knowledge for all: Role of Libraries and Information Centres" was started with a customary institutional song of TISS followed by lighting the ceremonial lamp by the dignitaries. Mr D.V Singh, President, Indian Library Association gave a brief report about the Indian Library Association, its roles, responsibilities and activities towards development of librarianship in the country.

Prof. S. Parasuraman, Director, TISS signed MoU with the delegation from Thailand led by Dr Sujin Butdisuwana, Dean, Faculty of Informatics, Mahasarakham University, Thailand for exchange programs with TISS Library.

Launching of PGDDL and MA (LIM): On this occasion, TISS launched MA in Library and Information Management course and PG Diploma in Digital Library Management. These courses were inaugurated by Prof C.R. Karisiddappa, Professor Emirates, Department of Library and Information Science, Karnataka University, Dharwad. Prof. Karisiddappa spoke about the courses, eligibility, selection procedure and course content.

Affairs Section, US Embassy explored the various fellowships available for the library professionals in USA and the possibilities of restoring USEFI Fellowships for Indian LIS professionals in the coming years. While Prof. Alessadndro Agostini, Department of Computer Science, University of Trento, Italy spoke on this occasion relating the theme of the conference with respect of logic and semantics. Dr. Satish Kanamadi, Assistant Librarian (Sr.), TISS compeered the program and proposed vote of thanks.

Release of Conference Proceedings Volume The Conference volume containing 110 research papers was released by Dr Sujin Butdisuwana, Dean, Faculty of Informatics, Mahasarakham University, Thailand. During this occasion, he emphasized the role of libraries and librarians in meeting the information needs of the users and society at large.

Technical Session I: Role of National Knowledge Commission (NKC) Prof. Kalpana Dasgupta, Chairperson, Working Group on Libraries, NKC, India chaired the session.

Prof. S. Parasuraman, Director, TISS reiterated the importance of information in the knowledge society and its pertinence to the conference. He also emphasized the need for collaboration among various institutions in India and abroad in bringing the excellence in the courses offered by the institute.

Director, ISEC, Bangalore presided over the function. Speaking on the occasion, Dr Kiran Bedi emphasized the setting up of Libraries at rural areas and jails and asked to donate the books of high value to the prisoners. She also requested the ILA to institute awards for Best Children Library and Best Government based Library.

Knowledge

There was a lively discussion on the National Knowledge Commission report by the panel members: Prof. Kalpana Dasgupta, Chairperson working group on Libraries, National Knowledge Commission, India; Prof P.B. Mangala, Former Professor, Department of Delhi University and Dr ARD Prasad, DRTC, Bangalore. The members of the panel enlightened the participants about the recommendations of NKC in Libraries and its present status. They strongly advocated for setting up of National Research Institute of Library and Information Science. They were quite optimistic about the NKC recommendations and its implementation.

ILA - Kaula Best Librarian Award 2008 ILA- Kaula Best Librarian Award - 2008 shared between Dr. B.S Kademani, Scientific Officer (F), Sceintific Information Resource Division, BARC, Mumbai and Dr A.L Moorthy, Director, DESIDOC, New Delhi in recognition of their dedicated services to the library profession. While receiving the award, Dr Kademani expressed his gratitude to ILA. He said “I am humbled and honoured by this award”. On this occasion, he remembered the elders and great teachers in the profession who helped to shape his career and personality – Late Prof M.R Kumbar, Prof. C.R Karisiddappa, Prof B D Kumbar, Prof N Laxmanrao and the persons encouraged and inspired him – Dr. Vijai Kumar, Dr M. IFLA and Asia Oceania Library Associations Meeting A meeting was conducted to discuss and explore the possibilities of co-operation among the IFLA and Asia Oceania Library Associations. The meeting was moderated by Prof Ashu Shokeen, Kurukshetra University, Prof C.R. Karisiddappa (Co-moderator) and other members present were ILA office bearers, ILA past presidents and representatives of Thai Library Association. The arrangement modalities were very impressive. The ambiance of the conference is excellent. The auditorium has all the modern facilities. Some of the presentations were quite interesting and thought provoking. I liked the food very much.

Dr. Viaji Kumar emphasised the importance of reaching information to all sections of the society. He gave an example of providing information on Yoga to maid servants and labours to overcome stress and strain.

The proceedings of the day two began on time with the Technical Sessions. There were four technical sessions lined up for the day with a large number of technical papers and a few commercial presentations. There was a overwhelming response by the delegates who participated actively in the deliberations. The conference hall was full to its capacity.

Dr. N. Jayaram expressed his happiness for SDTM Library, TISS getting the Best University Library Award. He also spoke on the importance of information in the digital age citing the example of digitisation of the journal Sociological Bulletin carried out at SDTM Library, TISS.

Technical Session-III: Open Archives and Access issues Dr. Devika Madalli, DRTC, Bangalore chaired the session.

Impressions of Participants I liked the conference very much. The proceedings volume is very impressive and well edited. There are lots of good presentations and some of the presentations have to be shortened due to lack of time. Besides, there are good stalls of books and product presentations by various vendors were quite impressive and informative.

Mr. Abbas Khan, National Urdu University, Hyderabad was the Rapporteur for the session. There were in all 8 papers to be presented, out of which only 5 papers were presented in this session. The Chairperson in her opening remarks talked about the Open Access Movement and its importance. She also briefly mentioned the effort made in India to push for a national policy on Open Access. software for the digitization and also strategies involved in managing the digitization projects. An overview of ICT facilities and services at virtual learning resource centre and digital library offered by a university as case study was also presented. One of the papers especially emphasized the need to create awareness among the end-users and the training of the library staff.

papers presented in this session highlighted various open access resources such as, DOAJ, DOAR, IRs , Open Archives, Open-J Gate, Open Courseware, Learning Repositories etc. and their role in enhancing the scholarly communication. The session ended with a few question and fruitful discussions.

At the end of this session, the Orient Black Swan and Balani InfoTech made their commercial presentations highlighting the company profiles and their products and services. Technical Session-V: Digital Libraries (Part-II) Dr. ARD Prasad of DRTC, Bangalore chaired the session. Mrs. Shweta Shroff, Librarian,Centre for Environmental Education, Ahmedabad was the Rapporteur for the session.

Technical Session-IV: Digital Libraries (Part-I)

This session had 12 papers to be presented out which only 8 were presented and most of these presentations were the case studies relating to setting up one or the other types of digital libraries using open source software. The session also included few papers which talked about standards for interoperability and long term preservation. One of the papers in the session was on comparison of three open source software which highlighted the various features.

This session on Open Access was followed by a session on Digital libraries. Since there were more than 22 papers on this theme, this session was split in two sessions. Prof. Harsha Parekh, former Librarian & Professor, SNDT University, Mumbai, chaired the session. Mrs. Shweta Shroff, Librarian,Centre for Environmental Education, Ahmedabad was the Rapporteur for the session.

Technical Session-VI: Web Resources Prof. B. Ramesh Babu, University of Madras, Chennai chaired the session.

There were 10 papers to be presented, out of which only 5 papers presented in this session. The emphasis of most of the presentations was on digitization and development of e- resources. Digitization of art Images and archival materials were discussed in detail, to give the audience an insight into the challenges being faced in the process of digitization. Some of the presentations hinted at the use of open source

Dr. Anil Kumar Dhiman, Information Scientist, was the Rapporteur for the session. The Chairperson presented the invited theme paper entitled “Web Resources Credibility and Evaluation: Role of Librarians” wherein he talked about evaluating the quality of resources available on web and various

criteria to be used for evaluation. He also emphasized that there is a greater role for librarians for identifying, evaluating and providing access to high quality resources. In this session there were seven papers to be presented, but only two papers were presented. Paper dealt with both theoretical and practical aspects of the growing World Wide Web. One paper was on the Deep web and retrieval of scholarly information and the other one described the importance of using software for providing single point access for effective searching of e-resources subscribed in a library.

With regard to Role of Library Associations, there were four papers listed out of which three papers were presented including the theme paper by the Chairperson of the session. All the papers presented in this session highlighted the challenges faced by the professionals and also suggested the new initiatives. Eight Papers on Web Resources were listed but only Six papers were presented by the respective authors present in the sessions. Most of the papers were the case studies highlighting selecting, collecting and organizing the web resources in specific areas of interest. Some papers have covered Deep Web and also applications of the RSS Feed.

Cultural programme: A Musical Programme “Golden Moments” was organized by the ILA-TISS 2008. M/S Raju Gimonkar Orchestra regaled the audience for over two hours. Melodious songs from old and new movies from Hindi and Marathi were performed by the artists. There was also an amazing show of “Balance and Timing” by Mr. Hemant Jain. After a full day of hectic technical sessions, the delegates were relaxed to the soothing effects of the music, fun and frolic of the musical event. Delegates, invitees and everyone else actively participated in the musical extravaganza and enjoyed every moment of it. This was followed by Dinner.

DAY THREE: FRIDAY, 14th NOVEMBER, 2008

The programme on Day Three started with lighting the lamp to mark the National Library Week and paying floral tribute to Dr. S. R. Ranganathan by the past Presidents of ILA and other dignitaries which was followed technical sessions. Technical Session-VII & VIII: Role of Library Associations and Web Resources This technical session was a combined session of 7 and 8 sections where papers on Role of Library Associations and Web Resources were presented.

In this particular session there were in all 10 papers listed, but only 4 were presented. All these papers presented discussed various technological tools and systems available for managing the knowledge in both corporate and academic organizations. Couple of

papers in this sessions were on Ontological Semantic mapping and alternative classification models. Technical Session-X: IPR in the Digital Age There was a separate session held on a very important theme which is relevant to the current generation of librarians who are handling the electronic resources. Dr. A. L. Moorthy, Director, DESIDOC, chaired the session. Dr. N S Shokeen, Head, LIS, Kalpana Chawla, Govt. Polytechnic for Women, Ambala City acted as Rapporteur.

The post lunch session on the day third was on ‘Public, School and Corporate library and information systems’. Out of Ten papers listed for presentation in this session, seven papers were presented. Of these, three papers were on public library system and two were on school libraries and rest were on special libraries and learning resource centers in the corporate sectors. The papers on Public libraries highlighted the recent trends in public library system in Indian States and papers on School library presented various factors that contribute for enhancing the success of the school libraries. A suggestion was made by one of the authors to form a Association for School Librarians as division of the ILA to serve the cause of school libraries and librarians in India.

Dr. A. L. Moorthy, Director, DESIDOC, presented his theme paper where he listed number of challenges faced by the professionals who are handling information in the digital format. He presented a clear agenda listing copyright related matters to be taken up by the professionals at the highest level. There was another paper on the similar topic covering the specific IPR issues faced by the corporate sector.

At the end of this session, there was a commercial presentation by 3M RDG Microelectronics Pvt. Ltd., Mumbai which is into library security system. Technical Session-XII: Networking and Resource Sharing Dr. R B Gaddagimath, Librarian, Gulbarga University, Gulbarga, chaired the session.

After these two presentations, the session was briefly open for the discussion, where couple of questions were taken up.

The Chairperson of the session introduced the theme of the technical session. He highlighted the need for and significance of networking system for better resource sharing among libraries. Further, he shared his personal experiences of Gulbarga University Library, setting up good interactive networking system using modern state of the art technology.

Cultural Programme: On the eve of Children’s Day, ILA-TISS had organized a cultural programme at 6:00 PM on 14th Nov., 2008. Children from “Mulund Dance Academy” enacted Music and Dance items. Popular music like Lavni dance were played to the full auditorium. Children from TISS campus also participated in several events. This stirring performance by children made this day memorable for all the delegates of ILA-TISS 2008 conference.

In this session, 10 papers were received for presentation, out of which 5 could were presented by the respective authors. Two papers were mainly concentrating on networking of public library system in the state level to interconnect the district and local libraries. Another paper suggested the development of web portal for resource sharing and networking of LIS professionals. Technical Session-XIII: Librarianship in the Internet Age Prof. A.C. Tikekar, former Librarian & Professor in LIS, from University of Mumbai, was chaired the session. Dr.(Mrs) Pratibha Gokhale, Reader, Dept. of LIS, University of Mumbai, Mumbai was the Rapporteur.

There were totally 8 papers listed for presentation, out of which only four papers were presented. One of the papers presented an analytical study of LIS Research covered by LISA during a specific period. Rest other three papers presented in the session focused mainly on the changes brought about by ICT and highlighted the challenges faced by libraries.

DAY FOUR: SATURDAY, 15th NOVEMBER, 2008

Technical Session-XIV: Information Literacy Prof. Jagtar Singh, Punjabi University, Patiala and Prof. I. V. Malhan, University of Jammu, chaired the session. Mr. Rakesh Kumar, Librarian, AIR, New Delhi was the Rapporteur for this session. There were 6 papers listed for presentation for this session and only 2 were presented. Prof. Jagtar Singh presented his theme paper and highlighted the importance of Information Literacy in the emerging knowledge economy. Another paper was on the impressions of the teaching information skills, that author has gathered from India and Germany. At the end there was a commercial presentation by Informatics India Pvt. Ltd.

Valedictory Function: The curtain came down on the fourth day with the closing ceremony in the afternoon. The valedictory function was chaired by Prof. S. Parasuraman, Director, TISS, Mr. Navellie Tuli, CEO, Osian’s, Mumbai was the Chief Guest. Dr. M. M. Koganuramth, Organising Secretary welcomed the dignitaries and the delegates. Mr. D. V. Singh, President, ILA gave an emotional and touching speech citing many Sanskrit Shlokas and thanking each and every person who helped to make this conference a great success. education and the Library services, It is strongly felt to resolve to recommend all the national library association to launch their web sites and updating it regularly, so as to make it visible to the entire fraternity. It is also resolved to bring out a news letter, bulletin, rep[orts of the periodical service , memoranda for bringing the library legislations, apart from conducting continuing the education, curriculum development and collaborative research and linkage with the international association to reap the benefits for the development of the profession.

He also read the following recommendations: 1. The conference got to know of the enormous intellectual exercise involved in preparing a historical document of NKC in the context of libraries. Acknowledge the great concern of the common the entire conference univocally agreed and appreciated, the kind concern towards the libraries Formation of National Mission for libraries and revamping LIS Education and Research in the contemporary context after having, brainstorming discussions, the conference unanimously resolved to recommend NKC to speedup the process of translating the spirit of recommendations approved by the Prime Minister of India into the reality at the earliest. Further, the conference, reiterated the confidence on the commission to take up the process formation of national Information Policy and designing the roadmap for establishing the university and research libraries in the changing scenario of digital environment.

5. The conference, evaluated the aspects discussed under the purview of National Knowledge Commission with regard to different types of libraries, and found that, there is hardly any emphasis on school libraries. Reintegrating the need for developing library culture in the formative age. The conference opined that, there is urgent need for promoting and revitalizing school libraries so as to supplement and compliment the primary education as well as inculcating library culture in the young minds. Therefore, the conference unanimously resolved to recommend to NKC to setup, sub group to workout the road map for developing the school library system. It is also further resolved that ILA should vested with responsibility of preparing norms and standards for school libraries.

2. Considering dynamic role WWW and internet and also noting down seriously the fast developing Open Access Movement , the conference felt that , the proper measures, should be taken to developers and promote the creation of contents and make it available to the large user community. So as to enhance the objective productivity of the research out put of par excellence. Further, the conference has been fully convinced of the importance of providing Open Access to the research output of publicly funded organization / institutions.

6. Considering the appeal of the experts, the conference, analyzed the pros and cons in the light of deriving the benefits through establishing the custodial libraries. It is resolved to recommend to the appropriate bodies to give a serious thought and workout the modalities to establish the libraries in prisons, slum areas, disadvantages and deprived groups of society.

3. The conference took the note of fast developing digital initiatives all over the country, at a different levels and strongly felt the need for creation and maintenance of digital libraries collection in order to exploit the knowledge resources which otherwise ignore . Therefore, in order to rejuvenate and reorient the traditional knowledge in its use includes the tacit knowledge, the conference unanimously resolved to recommend to appropriate authorities to work out an action plan with the help of high power body to develop digital libraries in different spheres of activity useful for total development of the intellectual capital.

He said “ I returned to India after 25 years living in the West, choosing to devote my endeavours towards the fulfillment of my vision to build a holistic educational infrastructure for arts and culture which would not only be financially self-sufficient and rooted in merit to become a major driving force in national development”. He also professed “India is on a verge of fundamental metamorphosis which cannot happen without the help of intelligentia and artists. The individual has to dissolve into the institute to create an atmosphere conducive for social and economic change”. He also said that the West has capitalized successfully to transform idealistic thoughts into materialistic institutions and we should imbibe those ideas and try to build a new holistic infrastructure to convert the Indian arts, culture and education into institutions of wealth creation. He stressed upon the preservation of Indian cultural heritage by discovering the hidden treasure buried underground. He lamented the state of monuments at Bijapur in Karnataka.

While establishing the digital library care should be taken to adopt the standard which enables interoperability among the open archives. 4. Realizing vital role of national library associations in developed countries, for the overall development of library and information profession and professionals, the conference discussed the state of the art of national library Association in India and felt very strongly the visible disparity. In spite of some excellent efforts the National Library associations in India are at to come to the expectations of the professionals in catering and also resolving the ever burning issues of the profession.
