SUBJECT:

CONDUCT OF REGIONAL CONFERENCES TO DISCUSS THE PROVISIONS OF THE LOCAL GOVERNMENT CODE (RA 7160) BEARING ON LOCAL GOVERNMENT FINANCE

In view of the changes brought about by the Local Government Code (LGC), the Bureau of Local Government Finance (BLGF), this Department, shall conduct two-day regional conferences starting on February 6, 1992. The provisions of the LGC affecting local treasury and assessment operations, which are embodied in the Implementing Rules and Regulations (IRR) issued by the Oversight Committee, shall be the subject of discussions during the conferences. BLGF Central and Regional Office Staff and Provincial, City and Municipal Treasurers and Assessors are hereby authorized to attend and participate in said conferences in order to keep them abreast with policy changes and amendments to existing laws as embodied in the LGC. Attendance and participation in the conferences shall be considered as on official business and, accordingly, all participants shall be entitled to conference fees, per diems, travel and other incidental expenses that may be incurred in connection therewith, chargeable against available appropriations of their respective offices, subject to existing accounting and audit rules and regulations. For the purpose, the following officials of BLGF Central and Regional Offices are hereby authorized to conduct and manage the aforesaid conferences: A.

In this connection, Executive Director Carlos and the Regional Directors concerned are hereby authorized to make arrangements and enter into contract as regards the selection of the conference venues. Any rental and other expenses that may be incurred such as meals, snacks, sound systems and reproduction of conference materials shall be chargeable against conference fees and/or BLGF Central, Regional and Project funds that may be made available for the purpose in accordance with existing accounting and audit rules and regulations. Further, Executive Director Carlos is likewise hereby authorized to assign/designate officials and personnel of BLGF Central and Regional Offices and local treasury and assessment offices to act as Resource Persons or as members of the Technical Secretariat that will perform the necessary administrative and clerical duties and functions. All Provincial, City and Municipal Treasurers and Assessors who will attend the said regional conferences shall give due notice to their respective Provincial Governors, City Mayors and Municipal Mayors before proceeding to the conference site. The BLGF Central and Regional Offices are hereby directed to disseminate the contents hereof to all Provincial, City and Municipal Treasurers and Assessors for their information and guidance.
