VILLAGE BOARD OF TRUSTEES MEETING December 3, 2014 6:30 PM MINUTES 1. Call to Order -The meeting was called to order at 6:30 pm. 2. Pledge of Allegiance and Roll Call - Trustee Thaddeus Bates and Trustee Kyle Logsdon were absent. Trustee present were Katie Wilson, Mari Anne Curry, Tim Schultz, and Joyce Ragle. Also present were President Cheryl Smitley, Treasurer Brad Frankovich, Clerk Mary Jo Harvey and Attorney Elizabeth Megli. 3. Presentations/Comments from the General Public - none 4. Routine Matters 4.1. Approval of Regular Board Meeting Minutes of November 5, 2014 – Trustee Curry made a motion to approve the Regular Board Meeting Minutes of November 5, 2014. Trustee Wilson seconded. Motion approved unanimously. 4.2. Approval of Closed Session Minutes of November 5, 2014 – tabled. 4.3. Approval of Treasurer’s Report for the Month Ended November 30, 2014 – Treasurer Frankovich answered questions about the Treasurer’s Report. Frankovich suggested that the Board review employee status of contract workers versus part-time maintenance at the next study session. Attorney Megli suggested the Board could review the Illinois Department of Labor classifications of employees. Trustee Schultz made a motion to approve the Treasurer’s Report for the Month Ended November 30, 2014. Trustee Curry seconded. Motion approved unanimously. 4.4. Bill Payment 4.4.1. Approval of Monthly Bills for Payment – Trustee Curry made a motion to approve the monthly bills for payment. Trustee Schultz seconded. Motion approved unanimously. 4.4.1.1.Approval of Bills Received after Treasurer’s Report Preparation – Trustee Wilson made a motion to pay the bills to the Illinois Municipal League Risk Management Association in the amount of $12,571, to Staples in the amount of $136.28, to Tuscola Home Center in the amount of $13.99, and to the Village Visa Card in the amount of $438.29. Trustee Ragle seconded. Motion approved unanimously. 5. Reports 5.1. Village Clerk, Mary Jo Harvey – Clerk Harvey reported on the caucus results of December 1, 2014 for the local election to be held April 7, 2015. Tim Shultz was nominated by the People’s Party to be elected for the two year unexpired term. Katie Wilson was nominated for the four year full term by the Citizen’s party. It was noted that interested citizens may still run as independent candidates and can obtain more information from the Village Clerk. 5.2. Village Maintenance, Danny Ragle- Fred Smitley reported for Danny Ragle. Snow equipment is ready for the winter weather. Stop sign locations have been “Julied” and

weather permitting, they can be installed. Lyle Reed helped with Christmas decorations. President Smitley is concerned about expense of repair to the Village sign light at the south end of town. Ameren has given President Smitley an estimate of possible expenses for that repair. A television was dumped at Hartman Park. The village unfortunately was left to pay for disposal. 5.3. Village Building Inspector, Lyle Reed – No applications were filed this last month. Mr. Reed performed a reinspection at a new-build home on Elm and a garage on Locust. 5.4. ESDA Coordinator, Rob Russian – no report 6. Old Business - none 7. New Business 7.1. Approval of Maintenance Employee Bonuses – Trustee Schultz made a motion to approve maintenance employee bonuses in the amount of $200 for Danny Ragle and $100 for Glenn Schweighart. Trustee Wilson seconded. Trustee Wilson: Yes, Trustee Curry: Yes, Trustee Schultz: Yes. Trustee Ragle: Abstained. Cheryl Smitley voted to reach a quorum – Yes. Motion approved. 7.2. Community Warming Center - Call the Village cell phone number, 493-0208, for open hours in the event of an emergency. 7.3. Community Santa Visit – December 13, 10:00 am at the Fire House 8. Presentations/Comments from the Board 8.1. Trustee Wilson – Residents of Pesotum will receive a Village Newsletter with important seasonal information to include: open trustee positions, snow plowing, village warming center hours, ordinance changes, and new stop signs located Eastbound and Westbound at Madison, and Eastbound and Westbound at Jefferson and Hickory. 9. Correspondence - none 10. Announcements 10.1 Next Village Board Meeting, Wednesday, January 7, 2015, 6:30 pm 10.2 Next Study Session, Wednesday, December 17, 2014, 6:30 pm 11.
