CSU Wildland Urban Interface Center Request The CSU WUI Center is building a database to map demographic and socioeconomic characteristics of the WUI in Colorado and how it differs from place to place. Region VIII RISC Meeting in Southern Colorado June 13 is the date for the next joint meeting of the Colorado Emergency Preparedness Partnership (CEPP) and the Region VIII RISC in southern Colorado. This meeting will be both webcast and an in person meeting entitled “Energy Security in Colorado”. It was prompted by the recent revelation of a physical attack on a San Jose, California substation in 2013 that could have had widespread implications for Silicon Valley power supplies. Businesses and other organizations in Colorado face a myriad of energy security challenges, including those of a physical and cyber nature, and this panel will explore the vulnerabilities we face and the mitigation strategies that can help ensure our businesses and communities don’t become victims of widespread power outages and blackouts. Our panel includes experts from the energy community, including the Public Utilities Commission, Xcel Energy and the Colorado Springs Utilities. Whether you operate a business, work in the energy sector, an emergency responder or a concerned community member, this meeting promises to be timely and relevant. The meeting will be held at the offices of the Colorado Springs Utilities, Leon Young Service Center, Pikes Peak Room, 1521 Hancock Expressway, Colorado Springs, CO 80903. Operation Mountain SYNC: Public Safety Exercise Operation Mountain SYNC is a capabilities-based, full-scale public safety exercise scheduled to take place in the Denver metro area on Thursday, May 29. The exercise will involve over 550 first responders from 50 different agencies, and will be conducted at 4185 East 9 th Avenue in Denver (the old University of Colorado Hospital Critical Care Tower). The exercise is sponsored by the North Central All-Hazards Emergency Management Region (NCR), Denver Urban Area Security Initiative (UASI), and Front Range Metropolitan Medical Response System (MMRS). These drills are part of a Regional building-block process and the learning objectives are based on lessons learned from previous exercises along with real world events. These particular drills are designed to establish a learning environment for law enforcement, fire and EMS first responders to test their capabilities in an active shooter environment that requires the evacuation of injured patients. This series of exercises is part of a Regional Training and Exercise Plan designed to build Regional first responder capability within this critical area.

Congratulations and Kudos DHSEM Announces New Mitigation and Recovery Staff Member Sean Settle The Colorado Division of Homeland Security and Emergency Management is excited to announce a new member of the Mitigation and Recovery Section. Sean Settle recently joined the team as a Mitigation Specialist. He will be working to support our local and state partners with all aspects of mitigation including project development, multi-hazard planning, and grant management. Settle has been involved with emergency management since 1997 which includes 1,500 hours of Search and Rescue Operations and 6 years of Incident Command and planning experience throughout Colorado. His unique background in emergency coordination, multi-hazard planning, public speaking and project management makes him a great addition to the Mitigation Team. He has worked with variety of city, county, state and federal agencies for intergovernmental continuity and mass casualty planning. He earned an undergraduate degree in Aerospace Operations from Metropolitan State University of Denver and holds 10 professional certifications through FEMA. Settle previously worked for the Arapahoe County Public Airport Authority and the City of Colorado Springs before joining the DHSEM in 2014.

Educational Resource Oil Regulations Workshop/Webinar EPA's Oil Program staff will conduct a free workshop on the oil pollution regulations and the requirements for preparing and implementing Spill Prevention Control and Countermeasure (SPCC) Plans and Facility Response Plans (FRP). Plans must be prepared and implemented by facilities which store, process, transfer, distribute, use, consume, drill, produce, gather, or refine oil or oil products. The term “oil” is defined as petroleum oils, including gasoline, asphalt, kerosene, motor oil, etc.; animal and fish oils; vegetable oils; synthetic oils; and any other kind of oil. The workshop will be held on Tuesday June 3, 2014. The first session will cover SPCC and is scheduled from 8:30 a.m. to 12 p.m. The second session is scheduled from 1- 4:30 p.m. and will cover requirements under FRP regulations. This workshop is free of charge, but you must register to attend. The workshop will be held at the U.S. EPA Region 8 Office located at 1595 Wynkoop St. Denver, CO 80202. We will also have the option for participants to attend remotely. Workshop participants may sign in at the EPA Conference Center beginning at 8 a.m. A photo ID and pre-registration are required for admission. Community Emergency Response Team (CERT) Training in Larimer County Registration is now open for the June Community Emergency Response Team (CERT) class. In this 20hour training, you will learn important fire safety information, life-saving first aid, light search and rescue, and what supplies to have on hand before a disaster strikes. Major disasters have severely impacted Colorado over the past two years. CERT training will help you and your family prepare for the next disaster. Training will take place on June 13, 14 and 21 at the Poudre Fire Authority Training Center, 3400 W. Vine Dr. The training is open to all Larimer County residents 14 and over. Those under 18 must attend with a parent. There is no cost to participate in the training. CERT was developed by the Los Angeles Fire Department in 1984 to prepare citizens to assist in the event of an earthquake. National Dam Safety Awareness Day and Resource National Dam Safety Awareness Day is May 31. FEMA has created a Living With Dams: Know Your Risks booklet. Firefighter Fatality Investigation Report from West Texas Explosion Thank you to Tim Gablehouse for sharing the Firefighter Fatality Investigation report. The report provides information to the fire service through the lessons learned to prevent future loss of life and property. CELL’s Community Awareness Program The Counterterrorism Education Learning Lab (CELL), in conjunction with the Colorado Information Analysis Center (CIAC), is hosting a Train the Trainer class for the Community Awareness Program™ (CAP)™. This training will be held at the CELL’s state-of-the-art exhibit facility at 99 W. 12th Ave. Denver, CO 80204. The CAP™ is the CELL’s award-winning public safety initiative approved through the Department of Homeland Security that educates individuals on how to help prevent criminal and possible terrorist activity. The CAP has implemented across the state of Colorado and has and is being utilized by various special events such as the USA Pro Challenge, Winter X Games in Aspen, 2014 MLB All-Star Game in Minneapolis, 2015 World Alpine Ski Championships, and more. 

 

Draft Tribal Declarations Pilot Guidance On January 29, 2013, President Barack Obama signed the Sandy Recovery Improvement Act of 2013. A condition of this “Act” authorizes federally recognized Indian tribal governments to directly request a Presidential emergency or major disaster declaration independent of a state’s request for such assistance. Prior to the enactment of this law, tribal governments could only make these types of requests through officials of the state where it resides. Until the new rules are finalized under the Tribal Declarations Pilot Guidance, tribal governments will continue to use the same regulations as state governments to process and evaluate declaration requests. FEMA has developed a draft of the Tribal Declarations Pilot Guidance with input from an initial tribal listening session and continues to solicit feedback. Once the document is complete, it will prescribe the declaration request process for tribal governments and the criteria that FEMA must use when recommending to the President whether or not to authorize disaster assistance to tribal governments. FEMA will host a series of face-to-face meetings with tribal governments around the country to discuss the working draft of the Tribal Declarations Pilot Guidance. Tribal leadership is also encouraged to submit comments and suggestions at www.fema.gov/tribal-consultations. L583: Emergency Management for Tribal Leaders This four-hour EMI course is designed to help tribal leaders understand how an effective emergency management can improve the sustainability of their tribal community and better protect tribal citizens, lands, culture, and sovereignty.
