DHSEM Update ~ May 15, 2015 Information and Updates One Month Left to Apply for SBA Disaster Loans
U.S. Small Business Administration’s (SBA) Disaster Field Operations Center - West today reminded Colorado small, nonfarm businesses in Bent, Crowley, Kiowa, Las Animas, Otero and Pueblo counties of the June 15, 2015, deadline to apply for an SBA federal disaster loan for economic injury. These low-interest loans are to offset economic losses because of reduced revenues caused by the hailstorm in Otero County that occurred July 16, 2014. Businesses primarily engaged in farming or ranching are not eligible for SBA disaster assistance. Agricultural enterprises should contact the Farm Services Agency about the U.S. Department of Agriculture assistance made available by the Secretary’s declaration. Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure website at https://disasterloan.sba.gov/ela. Disaster loan information and application forms are also available from SBA’s Customer Service Center by calling (800) 659-2955 or emailing

Public Hearing Notice for Haz-Mat Industry Tier II Facilities
Attention Hazardous Materials Tier II Facilities, LEPCs, and interested parties. The Colorado Emergency Planning Committee will conduct a public hearing to gain industry and interested party input on the concept of the READYColorado Website having Tier II facility information. A public hearing is scheduled for July 8, 2015 at 1 p.m. The meeting will be held at 9195 East Mineral Ave, Suite 200, Centennial, Colo., 80112 in the Policy Room at the east end of the second floor. The meeting is also broadcast by teleconference at 1-877-820-7831; 822898# for the PIN.

Required FEMA Procurement Training Courses
The FEMA Disaster Procurement Assistance Team (DPAT) will be conducting procurement training the afternoon of May 27th and the morning of May 28th. Based on DHS OIG audit findings to date for Public Assistance Program in Colorado, procurement not following federal regulation is one of the key issues we have. Attendance is MANDATORY for all Hazard Mitigation Grant Program (HMGP) applicants conducting procurement as part of their project. This training will cover essential Federal procurement guidelines to be applied to DRs 4067, 4133, 4134, and 4145 and future disaster events. If you or a member of your team has already attended previous iterations of this training, please send other representatives from your organization that will benefit. If you can’t make the session specific to your program, you may attend the other session. The training on Wednesday, May 27, 2015 from 1 – 5 p.m. will focus on Hazard Mitigation Grant Program (HMGP). The training on Thursday, May 28, 2015 from 8 a.m. – 12 p.m. will focus on Public Assistance (PA). The training courses will take place at the State Emergency Operations Center located at 9195 E. Annual Governor’s Wildfire Outlook Briefing
Today the annual wildfire outlook briefing and news conference were held in Centennial. The Governor signed Executive Order (EO) D 2015-003. The EO implements the Wildfire Preparedness Plan for 2015 and designates moneys in the Wildfire Preparedness Fund for wildfire preparedness activities. Colorado Division of Fire Prevention and Control (DFPC) Director Paul Cooke announced a below average wildfire outlook through June and then an average wildfire outlook. Congratulations and Kudos
DHSEM is happy to announce that Bill Archambault (Arch) has returned and now works in the Grants & Finance section. Many of you know him from his previous eighteen-plus years of working with the division. Archambault’s new title is Business Unit Systems Manager. He will be working with the EMGrantsPro system as the system administrator. One of his primary project goals is to expand EMGrantsPro's use to be the grants management software for all of the DSHEM grants, rather than only disaster grants. He will also be the fiscal liaison to the Mitigation and Recovery Section.

The HHEPC is offering multiple events to assist home health agencies with a variety of emergency preparedness topics. By registering for the workshop, the institution commits to supporting the attendee(s) to achieve the workshop's disaster preparedness goals.
