DHSEM Update ~ May 13, 2014 Information and Updates DFPC Wildfire Preparedness Plan On May 12 DFPC, USFS and BLM officials provided Governor Hickenlooper with a briefing on the 2014 Wildfire Outlook. The 2014 Wildfire Preparedness Plan was signed on Monday.

New Executive Director Named for CDPS Governor Hickenlooper announced on May 8 that Stan Hilkey will be the next Executive Director for the Colorado Department of Public Safety. Hilkey is the sheriff in Mesa County and will bring to his new job more than 28 years of public safety experience in the criminal justice system involving areas such as patrol operations, investigations and critical incident management. Hilkey will start work with CDPS on June 16.

Kudos and Thank You Iain Hyde Congratulations to Iain Hyde. He has accepted a position with the Governor’s Recovery Office. His last day with DHSEM was May 7 and he will begin his new position on May 21.

Educational Resource Free Tool All-Hazards Planning Tool for First Responders Oak Ridge National Lab is providing a free, government-funded, GIS tool that might be useful to Emergency Managers, Citizen Corps Councils, CERTs and MRCs around the state. 

      

IMPACT is a free all-hazards planning tool for first responders. It is meant to augment, not replace, current tools you may already be using. Stepping Into Their Shoes: Gaining Senior Leadership Buy-in for Continuity This video introduces continuity professionals with tools that impart: 1) the soft skills (leadership communications/understanding) and 2) tailored facts/available resources they need to feel comfortable and knowledgeable enough to frame resonating conversations with senior leadership about continuity and its benefits. This video demonstrates how continuity professionals can take their continuity knowledge and apply it to the specific challenges, risks, benefits, and opportunities that their leaders and organizations face. This connection will help leaders understand and see the correlation of continuity efforts and their problems/needs in a way that is far more effective than basic continuity awareness alone. The primary audience is: Federal, State, Territorial, Local, and Tribal government employees responsible for managing a Continuity of Operations Program. Hash Oil Extraction Presentation The Rocky Mountain High Intensity Trafficking Area (RMHIDTA) has made presentation materials created by Sgt. Mental Health First Aid Training The Centennial Mental Health Center is sponsoring a free Mental Health First Aid Training in Limon. The course will arm the public with skills to help individuals who are developing a mental health problem or experiencing a mental health crisis. Mission Essential Functions Workshop In our efforts to provide all of the State agencies the best tools to assist in creating quality Continuity of Operations (COOP) plans, DHSEM has secured a training event that focuses on Mission Essential Functions (MEF). Coming on June 17 & 18, 2014, DHSEM is hosting a FEMA training team that will be presenting the Mission Essential Function Workshop (L-557). Register for this two day workshop by on co.train.org. New Online FEMA IS-425 COOP Planner’s Course The Continuity of Operations (COOP) Planner’s Workshop is to provide COOP training for Continuity Planners at the Federal, State, Territorial, Local, and Tribal levels of government. Federal Continuity Directive (FCD) 1 directs the Federal executive branch departments and agencies and offers guidance for non-federal, in governments for developing COOP Plans and Programs. Covers the content of FEMA 426, “Reference Manual to Mitigate Potential Terrorist Attacks Against Building” Is being offered to Federal, State, Tribal and Local officials with Continuity of Operations (COOP) responsibilities Outlines a methodology to determine the risk of a building’s critical functions and infrastructure against various terrorist threats and highlights applicable protective measures. The course considers Explosive Blast; Chemical, Biological, Radiological attacks and identifies protective measures for site and building design and layout Provides guidance on electronic security systems
