DHSEM Update ~ January 27, 2015 Information and Updates Deadline Approaching for Small Business Administration Loans
U. S. Small Business Administration’s (SBA) Colorado District Office reminds small businesses of the February 16, 2015, deadline to apply for an SBA federal disaster loan for economic injury caused by the Red Mountain Pass Rockslide in Ouray County that occurred January 13 - June 12, 2014. Small nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size may apply for Economic Injury Disaster Loans (EIDLs) of up to $2 million to help meet working capital needs caused by the disaster. These low-interest federal disaster loans are available in Gunnison, Hinsdale, Montrose, Ouray, San Juan and San Miguel counties in Colorado. The interest rate is 4 percent for businesses and 2.625 percent for private nonprofit organizations with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition. Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure Web site at https://disasterloan.sba.gov/ela. For owners of these impacted small businesses, disaster loan information and application forms are also available from SBA’s Customer Service Center by calling toll-free at (800) 659-2955 or e-mailing

Apply for the School Emergency Management Regional Contract Opportunity
Colorado Department of Education is accepting applications to support the implementation of the state’s School Emergency Management Project funded by the U.S. Department of Education. A maximum of seven applicants will be selected to coordinate trainings in partnership with the Colorado School Safety Resource Center. The trainings are designed for school safety teams to develop high-quality emergency operation plans. The focus is on serving rural school districts, charter schools and non-public schools. The projected amount per regional contract is $54,000. Applicants must be a governmental agency as funding will be distributed through an Interagency Agreement with CDE.

Resource Management
The State Logistics/ Resource Management program has announced the rebuild and launch of the new State of Colorado Connect Colorado Resource Database. Entities who are interested in entering Private Sector Resources can do so by registering at http://Connect.state.co.us. Government Resources will still go through the CRRF Process and will be stored in WebEOC.
Lessons Learned: 2013 Colorado Floods
Communities, local governments and state agencies have all learned a tremendous amount from the flood and fire incidents that impacted the Front Range in 2013. This panel discussion series will identify lessons learned, challenges and other valuable experiences taken from the response to, and recovery from, these large disasters. The three discussion panels will help communities and local governments understand how to prepare institutionally and financially for disasters and how to prioritize mitigation planning. Big Burn Documentary
On Tuesday, February 3 at 9 p.m. ET, PBS will be airing “The Big Burn” an hour-long documentary about the fires of 1910. The film is based in part on the book, The Big Burn: Teddy Roosevelt and the Fire that Saved America by Timothy Egan.

Certified Burner / Introduction to Agency Burn Boss
The Certified Burner / Introduction to Agency Burn Boss is a 20-24 hour course is designed to enable attendees to receive basic introductory training in the planning, design and implementation of low complexity “pile” burn projects. Topics include a fundamental review of basic wildland fire behavior, project design, smoke management, legal liability, implementation techniques and the development of site specific burn plans with risk management and project complexity as a foundation. Private entities, upon successful completion of this course will be enabled to initiate a task book certification process through the Colorado Division of Fire Prevention and Control (DFPC) as a Certified Burner Level B Trainee. Once certified, private individuals may receive limited liability protection from the State of Colorado in the event unforeseen and undesirable events occur on a burn project. Local, county, state and federal agency attendees, upon successful completion of this course will be encouraged to seek a task book certification through their respective agency as a Burn Boss Type III. Prerequisites: None for private attendees. Agency attendees must have an NWCG agency currency as FFT1 or ICT5 as well as successful completion of the Intermediate Wildland Fire Behavior (S-290) NWCG course. • • • • •

Fully Involved Training Event
West Metro Fire Rescue is proud to announce that Mark von Appen will be speaking at the West Metro Training Center February 11th and 12th. Mark, a Captain from Palo Alto, California, will present his leadership program titled Fully Involved which is designed to help the officer reach common goals with those that they lead. There will be two presentations each day. February 12th afternoon session is currently full. The other 3 sessions are about 50%. Officers and acting officers will have priority on a first-come, first serve basis.
