A reminder that 2015 Quarter One October -December Quarterly Report for FEMA DR-4145 is due on January 15, 2015. Reporting for the Public Assistance Program is required on all obligated Large projects on a quarterly basis. The CO.EMGrants.com Quarterly Report Form allows Applicants to submit their report for all obligated Large projects electronically. In order to assist you in this process, please see the Quarterly Reporting User Guide. As an additional reminder, permit documentation is to be routinely updated in EMGrants for all projects, large and small. Upload permits to the applicable Project Summary page in CO.EMGrants.com. If you have any questions or would like assistance in completing your Quarterly Report or uploading permits, please send your inquiries to [email protected]. Each week an update is posted to the DHSEM website with the follow information: • Mitigation and Recovery Program Report for all grant program coordinated by DHSEM. • Grant Calendar with important deadlines and training events. • Public Assistance Status Update posted to DHSEM website. • Today, Dec. 31, 2014 is the last day the FEMA Crisis Counseling grant will be administered for Disaster 4145 Colorado 2013 Flood. • Today, Dec. 31, 2014 is the last day to apply for Weld Recovers funding as a result of the September 2013 flooding.

Disaster Case Management Success Stories

As part of disaster recovery a Disaster Case Management program is provided to survivors through FEMA funding and coordinated by DHSEM. Here are a few of the success story from the program: • DCM has two bilingual/bicultural case managers who have been doing a lot of outreach to the Latino population and have helped at least a dozen very low income clients get much needed repairs to their mobile homes. The biggest success is a family with five children under the age of ten. DCM received unmet needs approval to fund a complete replacement (approximately $50,000) on their mobile home beyond repair. The roof and walls were water-saturated and the particle-wood floor so compromised that they had a piece of plywood to keep the water heater from falling through. • DCM has a client whose house was completely destroyed. The case manager recently secured over $25,000 in unmet needs funding to pay for construction expenses not covered by FEMA, NFIP, etc., and to replace personal possessions so that the family could move back home by Christmas.

DHSEM Update



Through DCM outreach to FEMA maximum grant clients, a case manager found an elderly couple in their 80's whose home was completely destroyed and who had to move to a different community. They reached out for help in the early days after the flood but couldn't find anyone to help them. By the time the case manager came on scene in August, they had given up hope and were quietly trying to get by as best they could. The case manager was able to get them rental assistance to help offset some of the costs incurred by the flood, and she put them in touch with a number of social service resources in their new community so they would be less isolated and better connected. The statement to the case manager was “You made us believe in Santa Claus again!" • Today, DCM is working on a case that was transferred yesterday afternoon from another organization whose case manager left in October. The client has a number of serious issues and his housing expires tonight, so we are working on finding emergency housing through the weekend until we can find something more stable after that. Thank you for the hard work of the case managers working in the Disaster Case Management program.

Register for 2015 Colorado Emergency Management Conference

Registration is now open for the 2015 Colorado Emergency Management Conference. Register online at www.cemacolorado.com. The conference will run February 24-26, 2015. The location has changed this year to the Hyatt Regency Denver Tech Center at 7800 East Tufts Avenue, Denver, Colorado.

New Child Abuse and Neglect Hotline Launched

The Colorado Department of Human Services (CDHS) launches a new statewide child abuse and neglect hotline on January 1, 2015. It is 1-844-CO-4-KIDS. It is designed to provide one, easy-to-remember phone number for individuals to use statewide to report suspected child abuse and neglect, the hotline serves as a direct, immediate and efficient route to Colorado’s 64 counties and two tribal nations, which are responsible for accepting and responding to child abuse and neglect inquiries and reports. All callers will be able to speak with a call-taker 24 hours a day, 365 days a year. For more information visit the CDHS website.

Congratulations to new DHSEM Accountant Kathleen Dalton

Please join DHSEM in welcoming Kathleen Dalton to the division’s grants and finance sections as a staff accountant. Dalton is transferred from the Department of Revenue (DOR), where she was a tax examiner over the past three and a half years. Prior to working at DOR, she was a staff accountant in the private sector performing various staff accounting work such as month-end closing, bank reconciliations, project accounting, accounts payable, and accounts receivable. She graduated from the Metropolitan State College with the accounting degree.

DHSEM Regional Field Managers Provide Table Top Exercise for Colorado State Patrol

Great work DHSEM Regional Field Managers David Osborn and Cory Stark. They coordinated a tabletop exercise (TTX) for more than sixty (60) participants from CSP command staff (Captains and Majors) and their leadership as the Chief and four Lt. Col. participated. Additionally the regional communication center managers participated. The exercise was part of the command staff annual meeting/training at Camp George West. The TTX lasted approximately 4.5 hours, had over sixty (60) participants and was a success. This was the first time DHSEM has partnered with CSP to conduct an exercise.

FEMA Seeks Comments to Public Assistance Simplified Procedures Thresholds

FEMA seeks public comments from state, local, tribal and territorial governments, private non-profit organizations, and interested members of the public regarding the agency’s recent revision of the Public Assistance simplified procedures program. FEMA is seeking comments on specific questions to inform any future revisions to the project thresholds that are updated annually based on the Consumer Price Index. Comments are due on January 20, 2015, and may be submitted online.

Educational Resources FEMA Office of Management and Budget (OMB) super circular Stakeholder Webinar

FEMA is hosting a webinar on January 7, 2015 at 1 p.m. to discuss the implementation of the new “Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards” rule. Participants should sign in to Adobe Connect as “Guest.” This webinar will be a repeat of one that FEMA presented on December 18, 2014.

Registration Open for 2015 Fire & Life Safety Educators Conference of the Rockies

Registration is now open for the 22nd annual Fire & Life Safety Educators Conference of the Rockies scheduled for April 21-23, 2015. The early bird registration fee is $275 and lodging is only $79 per night at the host Rocky Mountain Park Inn in Estes Park, Colorado.

Training Information Public Information Officer Course – Joint Information Center Training

DHSEM will be hosting a two-day Joint Information Center training in the State EOC on February 18-20, 2015 from 8 a.m. – 5 p.m. each day. Attendance is required for both days.
