Division of Homeland Security and Emergency Management Update ~ November 26, 2013 Information and Updates Colorado Emergency Management Association (CEMA) Awards This year Colorado endured significant back-to-back natural caused emergencies and disasters and throughout the performance of the professional emergency management community was nothing short of exemplary. As it does annually, the CEMA wishes to recognize those whose service throughout the year demonstrated the highest levels of excellence. View the CEMA awards packet and nomination form. From now until December 6 the CEMA will be accepting nominations from its membership, partners and cooperators for the following annual awards:    

Presentation of the awards will be made at the 2014 Colorado Emergency Management Conference to be held during the week of February 24, 2014. Waste Tire Fire Prevention Fund Grant The Colorado Department of Public Health and Environment, Hazardous Materials and Waste Management Division has remaining grant funds available for fire agencies through the Waste Tire Fire Prevention Fund Grant. The Waste Tire Fire Prevention Fund Grant can be used to purchase equipment and supplies for waste tire fire response. Please review the attached Request for Application (RFA), application, and Frequently Asked Questions (FAQ) for further information about this grant. Safety and Security Plans for Class 3 Hazardous Materials Transported by Rail, PHMSA FR Notice Pipeline and Hazardous Materials Safety Administration (PHMSA) and Federal Rail Administration (FRA) are issuing a safety advisory as a follow-up to the agencies' joint safety advisory published on August 7, 2013 and FRA's Emergency Order No. 28 published that same day, both of which relate to the July 6, 2013, catastrophic accident in Lac-Megantic, Quebec. In this safety advisory, PHMSA and FRA are reinforcing the importance of proper characterization, classification, and selection of a packing group for Class 3 materials, and the corresponding requirements in the Federal hazardous materials regulations for safety and security planning. In addition, we are reinforcing that we expect offerors by rail and rail carriers to revise their safety and security plans required by the Federal hazardous materials regulations, including the required risk assessments, to address the safety and security issues identified in FRA's Emergency Order No. 28 and the August 7, 2013, joint Safety Advisory. Comment Period Open until December 2 for Recovery Policy and Donated Resources This is an existing policy that is scheduled for review to ensure that Recovery Directorate policies are consistent with current laws and regulations. The proposed policy establishes the criteria by which applicants will be credited for volunteer labor, donated equipment and donated materials used in the performance of eligible emergency work (Categories A and B). A proposed change to the policy will allow the value of mass care and sheltering activities provided by a voluntary agency to be applied to the non-Federal share as a donated resource even when those activities are part of the organization's mission. The proposed policy does not have the force or effect of law. FEMA seeks comment on the proposed policy, which is available online at http://www.regulations.gov in docket ID FEMA-2013-0044. Based on the comments received, FEMA may make appropriate revisions to the proposed policy. Although FEMA will consider any comments received in the drafting of the final policy, FEMA will not provide a response to comments. When or if FEMA issues a final policy, FEMA will publish a notice of availability in the Federal Register and make the final policy available at http://www.regulations.gov. The final policy will not have the force or effect of law. FEMA and Partners Release Post Disaster Reunification of Children Framework The Federal Emergency Management Agency (FEMA), National Center for Missing & Exploited Children (NCMEC), United States Department of Health and Human Services (HHS), and American Red Cross (ARC) recently released the Post Disaster Reunification of Children: A Nationwide Approach. This document reflects our Nation’s first attempt to establish a baseline foundation and whole community approach for reunifying children separated from their parents or legal guardians in the aftermath of a disaster. To ensure that this initiative was truly comprehensive, whole community partners from across the country were engaged in the development of the Post Disaster Reunification of Children: A Nationwide Approach, to include governmental partners, a multitude of voluntary & faith based organizations, children’s organizations, disability organizations, pediatric experts, and other applicable stakeholders Colorado Division of Homeland Security and Emergency Management Division Update

and advocacy groups. The overall objective of this initiative strives to: 1. Assist state, local and tribal governments in determining processes, communication lines, and the identification of roles and responsibilities necessary to facilitate the expeditious reunification of children separated as a result of disaster; 2. Encourage stakeholders and community leaders to develop and build upon existing and predisaster relationships; 3. Establish an understanding of how all parties (leading and supporting) can work together to support each other’s missions, and; The Post Disaster Reunification of Children: A Nationwide Approach can be applied to new or existent emergency preparedness plans and/or reunification procedures for educational, child care, medical, recreational and juvenile justice facilities. Additionally, the National Center for Missing and Exploited Children (NCMEC) recently launched the Unaccompanied Minors Registry (UMR), our country’s first national repository created to support the NCMEC’s ability to collect, store, report, and act on information related to children separated as a result of disaster. The UMR is available during all disasters (not only Presidential) and can be accessed on the following link http://umr.missingkids.com. Continuity Guidance circular 2 Revision The National Continuity Programs, Continuity of Operations Division is pleased to announce that the Continuity Guidance Circular 2 (CGC 2) revision was officially approved and released, effective October 2013. You are encouraged to visit the FEMA Continuity of Operations Division Website at http://www.fema.gov/continuity-operations, which is constantly being updated to provide you with valuable information and assistance with your continuity plans and programs. Continuity Guidance Circular 2 (CGC 2), Continuity Guidance for Non-Federal Governments: Mission Essential Functions Identification Process (States, Territories, Tribes, and Local Government Jurisdictions), was updated by the Continuity of Operations Division and approved October 2013, by Damon Penn, the Assistant Administrator for National Continuity Program, Federal Emergency Management Agency. In this update, new guidance and clarifications to the existing ones are provided in order to improve continuity Business Process Analysis, Business Impact Analysis, and risk assessment that will identify essential function relationships, interdependencies, time sensitivities, threats and vulnerabilities, and mitigation strategies. FEMA Assistance to Firefighters Grant Period Closes December 6 The primary goal of the Assistance to Firefighters Grant (AFG) is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical service organizations. Since 2001, AFG has helped firefighters and other first responders to obtain critically needed equipment, protective gear, emergency vehicles, training and other resources needed to protect the public and emergency personnel from fire and related hazards. Kudos and Congratulations Mike Gavin, City of Fort Collins Emergency Manager The International Association of Emergency Managers (IAEM) recognized Mike Gavin, Emergency Manager for the City of Fort Collins for his leadership within the Emergency Management profession at their annual conference in Reno Nevada last month. The official honor received from IAEM recognized Mr. Gavin “for outstanding commitment and service to the International Association and specifically for the betterment of emergency management in IAEM USA Region 8.” The International Association of Emergency Managers, which has more than 5,000 members worldwide, is a non-profit educational organization dedicated to promoting the "Principles of Emergency Management" and representing those professionals whose goals are saving lives and protecting property and the environment during emergencies and disasters. Letter of Gratitude from the Boulder County Commissioners for Flood Assistance The Boulder County Board of County Commissioners sent a letter of gratitude for the support and assistance shown to the county during the flood and recovery operations. Emergency Management & Planning Degree and Certificate Programs at Red Rocks Community College The Red Rocks Community College Spring semester starts on January 21, 2014. Students can earn an Associate of Applied Science Degree or a Certificate in Emergency Management Planning. All courses are offered online. To complete our Associate of Applied Science Degree in Emergency Management and Planning requires the completion of 60 credit hours of courses, including 15 hours of General Education courses, 15 hours of Electives and 30 credit hours (ten courses) of core EMP courses. This spring we will be offering EMP 101, EMP 105, EMP 107, EMP 242, EMP 247, and EMP 291. Floods, tornadoes, hurricanes, train wrecks, terrorist attacks and hazardous chemical spills are examples of emergencies in which life and property are endangered. The EM professional’s ability to perform essential work in a disaster requires skills in emergency operations and management. How well a community or an organization prepares for and deals with these and other kinds of disasters can affect not only their economic viability but people’s lives.

Flood Information and Updates Northern Colorado Flood Recovery Assistance and Resource Fair on Dec. 16 Colorado State University Extension is hosting an informational meeting for farmers, ranchers and landowners affected by the recent floods. A wide variety of information regarding technical assistance for recovery will be presented. The meeting will be useful for landowners and agricultural producers with flood-related damage to infrastructure - land, soil, pasture, fencing, and related concerns. The Northern Colorado Flood Recovery Assistance and Resource Fair will be held from 1 - 4:30 p.m. Monday, Dec. 16, in the McKee Building at The Ranch, Crossroads Boulevard and I-25, in Loveland. The event is free and open to the public; no pre-registration is required. Information on debris removal, soil, pasture and land reclamation resources, and water quality will be presented.
