Pursuant Sec. to 7 (e) Rule X of the Civil Service Commission Rules Implementing Book V of Executive Order No. 292 otherwise known as the Administrative Code of 1987, the following guidelines on the grant of the Loyalty Award to deserving employees are hereby established: 1.
A Loyalty Award in the form of cash bonus of P500.00 per year of service shall be granted to employees of the Department who have completed at least ten (10) years of continuous and satisfactory service in the government as of June 30, 1992;

Continuous service includes employment on a permanent, temporary, casual or contractual basis or a combination thereof, provided that such employment in government agencies other than the Department is duly supported by the following: a. b_

Service Record certified by agency concerned; or Authentication/Certification/Accreditation of appointment by the Civil Service Commission;
In the computation of the total number of years of government service contemplated herein, the actual number of days for the following shall be excluded: a. b.
Leaves of absence without pay; and Administrative sanctions, such as suspension meted out for an administrative case that has become final and executory.

Those who have received this award for the first ten years shall, upon reaching their 15th year or every fifth year thereafter, receive only the cash equivalent to the preceeding five years served, as follows:
