In the exigencies of the service, a Special Committee on Administrative Operations is hereby constituted, to wit: Undersecretary Milwida M. Guevara Assistant Secretary Ma. Eleanor F. de la Cruz Director Porfirio B. Villena, Jr.
The Special Committee shall: Review administrative systems, processes and procedures and organizational 1. set-up in place which can easily lead to dysfunctional behavior and lack of control and (a) authorities and approvals, including coordination such as those pertaining to: appointments, leave of absence, scholarships; (b) disciplinary recourse and performance evaluation; (c) allocation and control of budgets, including technical assistance; and, (d) disbursement and accounting of funds, including special projects. Recommend changes in existing policy and systems and procedural guidelines. 3. Streamline processes and set-ups and clarify delineation of responsibilities, reporting relationships and communication lines. Director Ma. Lourdes V. Dedal, Central Financial Management Office; Director Lourdes Z. Santiago, Central Administration Office, and Director Thelma A. Mariano, Legal Affairs Office, are hereby directed to lend their full support and cooperation to the Special Committee by (a) highlighting areas/issues which need attention; and, (b) providing the necessary staff and documentary support for the studies and researches. The Special Committee is hereby dt;Tcted to submit its initial findings and recommendations to the Secretary within 51ddays from issuance hereof. Thereafter, the Special Committee shall have the continuing to assess the effectiveness and adequacy of administrative systems, processes and procedures and submit recommendations to the Secretary as may be necessary.
