J4-06 July 21, 2006 TAX FORCE FOR TASK A SPECIAL SUBJECT: CREATING ENHANCEMENT AS VEHICLE FOR ECONOMIC STABILITY BY INVOLVING ALL LOCAL GOVERNMENT UNITS IN THE IMPLEMENTATION AND COLLECTION OF TAXES Consistent with the government's intensified revenue collection efforts and recognizing the capacity and willingness of the Local Government Units (LGUs), including the barangays, to help the government agencies charged with the collection of taxes, which will benefit the LGUs themselves by way of increase internal revenue allotment, it is to the national interest that this Order is issued establishing and institutionalizing the involvement of LGUs with the end in view of providing more effective means of implementing and collecting taxes; Section 1. Creation of Task Force. There is hereby created a Special Task Force for the involvement of Local Government Units (LGUs), including the Barangays, in the implementation and collection of taxes under the direct control and supervision of the Secretary of Finance. Section 2. Composition. The Task Force shall be composed of an Undersecretary of Finance as the Head, the Commissioners of the Bureau of Internal Revenue, and the Bureau of Customs, the Executive Director of the Bureau of Local Government Finance or their duly designated representatives, and representatives of non-governmental organizations (NGO), as may be determined by the Task Force. Section 3. Powers, Duties and Functions. The Task Force shall have the following powers, duties, and functions: a. Formulate, initiate, establish plans, schemes, designs and strategies to effectively enlist the participation of the LGUs in tax implementation and collection; b. Coordinate with LGU organizations for their involvement in the program; c. Provide assistance to LGUs in the proper dissemination of government tax collection programs and activities;

d. Organize trainings, seminars relating to the manner and means by which LGUs could help in the implementation and collection of taxes; e. To enter into joint undertakings with NGOs and people's organizations to promote the goal of tax enhancement and related activities; f.
To recommend to the Secretary such measures as may be necessary to carry out the objectives of efficient tax implementation and collection.
9. Perform such assignments or functions as may be assigned or delegated by the Secretary of Finance; Section 4. Secretariat. The day-to-day operation of the Task Force shall be handled by a Secretariat. The Secretariat shall be composed of personnel of the Department of Finance, as well as other personnel detailed or seconded from other government agencies, as may be deemed necessary. Section 5. Term. The Task Force shall exist for a period of two (2) years from effectivity hereof. Section 6. Reportorial Requirements. The Task Force submit a quarterly report of its activities to the Secretary. Section 7. Effectivity. This Order shall take effect immediately.
