DEPARTMENT ORDER NO. 12-01 May 10, 2001

To improve the monitoring systems on all communications/documents from the Office of the Secretary endorsed to other offices within the Department as well as to its attached Bureaus and agencies and ensure that all communications are acted upon promptly and expeditiously, a Document Routing Sheet (DRS) shall be attached to these referred documents. The DRS shall establish the movement of the said document, the date and time of said movement, the office(s) to which said document were endorsed, and a summary of the actions taken, The DRS shall serve as a complete history of the movement of the document insofar as the action/s taken are concerned and shall form the basis for establishing the accountability of those offices to which said documents were endorsed to for implementation of a specific instruction. Under no circumstances should the DRS form be detached from the Detachment of said form shall be subject to document/s being endorsed. administrative sanction. Likewise, all concerned should not accept documents from the OSEC without the attached DRS. Further, it is likewise directed that copies of issues, rules and regulations emanating from bureaus, offices and agencies under the Department of Finance signed and/or approved by the Secretary of Finance be furnished the Central Records and Management Division for proper filing and easy reference.

This order shall take effect immediately and all administrative issuances inconsistent herewith are hereby revoked or modified accordingly. For guidance and strict compliance.
