ii) Postswhich have beenlying vacantfor long periods and for which no indentshave placed been and are no longer required to be filled up as per current needsshould also be included in this "Pool of SurrenderedPosts" and taken out from the Book of Sanctions(BOS) by issuing surrendermemorandumas mentioned above. All these posts shall be maintained in the "Pool of SurrenderedPosts". Recruitment action againstthesepostsshall not be initiated. iii) This exercise should be completed in respect of all departmentsand categories controlled by the Division/Railway, within the first month of the financial year i.e by 30* April every year. iv) A similar exerciseto identifu the vacanciesshould be continuously undertakenin the PUs also and posts identified which are no more required, either due to phasing out/modernizationof production line or outsourcing. Theseposts should also be taken out from BOS and shown in "Pool of Surrenderedposts" and concurrent sunender memorandumissuedas mentionedabove. The money value of theseposts can also be utilized io create the posts in safety/operational categories for new assets/new PUs/expansionof existing PUs in the samemanneras explainedat para ( C ) below. v) While identifying "Pool of SurrenderedPosts" as above, it may be ensuredthat promotional prospectsof the existing employees,who are having avenueof promotion to thesepostsas per recruitmentrules, are not adverselyaffected. vi) Once identified, certification of "Pool of SurrenderedPosts" and revisedBook of Sanctionsalong with issueof surrendermemorandumas mentionedabove will be done by Personneland Accounts officers. . vii) A Registerlisting postsin the 'oPoolof SurrenderedPosts"shouldbe maintained, duly indicating therein the Division/Unit, Department,Category/designationof the post, Pay Band, Grade Pay, the date of credit to this Pool and date of debit from this Pool, by way of wilhdrawallredesignationalong with suitable remarks and signed yearly by the Personneland Accounts Ofiicers. The format for this registeris enclosedas Annexure.
(B)
9r.eationof Supernumerarv Posts The postswhich may be manned,but which may not be neededor will not be neededin the near future, should also be identified and converted into supernumeraryposts. Supernumeraryposts should be createdfor not more than 6 months and the surplusstaff should necessarilybe re-deployed within this 6 month period. For such of the supernumeraryposts, where surplus staff are re-deployedwithin this 6 months period, the substantiveposts can be put in the " pool of surrenderedposts" and other posts may be createdonly in Safety'Operationalcategoriesas are neededfor new assets,without routing it through the vacancybank as per procedureindicatedin para (C) below.

Utillsation of o'Poolof Sur,renderedTosts" and Supernumerarv Pgpts The posts included in the "Pool of SurrenderedPosts",can be usedto createsafety D categoryposts neededfor new assetsonly. In no casecan it be usedto createnon-safety category posts. Posts cannot be withdrawn from this 'Pool', to meet statutory requirementsor for Vigilance or Security organizationsetc, as Rallway Board alirne is competentfor creationof posts in thesedepartments.

Safety categoryposts or other operationalposts which are to be createdout of this - ii) gurrenderedpool can be done in the pay band and grade pay as that of the surrendered posts or other posts in different grade pay as per equivaleni money value basis at any given point of time. The money value of both iunender and creation will be calculated simultaneouslyand at the time of creation only as per currently applicablemoney value and not the historical costswhen it was pu! in the pool of surrena"i*a posts. iii) In a Division, utilisationof pool of surrendiredpostsas per 'A' and ,B' aboveand creationof new posts in various gradesas per requirementwithin a unit or from one Unit to anotheror from one Departmentto another,can be done by DRMs with concurrence of associateFinance. This will now not require GM's approval, as was requiredby Board'sLetterNo.E(MPQ naa3lllgt dated05.04.2a06(RBE No.45l2006). iv) Utilisation of posts included in "Pool of Surrendered posis,, from one ' Division/Workshop to another Division/Workshop can be permitted by GM with concurrencdof associateFinance. v) Board can also order transfer of money value by sunender of posts from,,pool of SurrenderedPosts" from any Zonal Railway/PU to another,when Board decidesthat the Reoipient zonal Railway/pu is in needof the samefor creation. vi) Requirementof posts for new ProductionUnits and Workshopswhich have come up recently,will be met from VacancyBank of the Railways as ideniified and orderedby the Board. vii) Posts identified for surrenderby Railway Board or identified for surrenderdue to WPrk Study Reports, shall not be used for meation on the basis explained in para (C) herein. On surrender,their money value shall continue to be crediied to the Vacancy Bank as per extant orders with21o/osharegoing to Railway Board. viii) The accountalof the posts in the "Pool of Surrenderedposts" will be maintained by the CPO for the-ZonalRailway/PUand the ST.DPOfor the Division, as the .ur. ruy be. The proposals_shallbe processedby the Personnel branch and routed througir AssociateFinanceat Divisions/zonallevelsas the casemay be. (D) GENERAL The *.ognized unions/staff councir may be kept informed. I ii) This issues with the concurrenceof Finance-Directorate of the Ministry of Railways.
