Subject: Traffic Calming Measures on Hopkins Ave between El Camino Real and Alameda de las Pulgas

Dear Resident: Redwood City’s Complete Streets Advisory Committee will consider approval of the Hopkins Avenue Traffic Calming Plan at a special meeting at 6pm on February 20, 2018 at City Hall (1017 Middlefield Road). Redwood City identified the Hopkins Avenue corridor between El Camino Real and Alameda de las Pulgas as a priority location for traffic calming. The City conducted a traffic analysis, reviewing the current conditions and collecting data on how many cars drive on the street and how fast they go. The City also completed a public process to develop and refine the proposed design through a mix of community meetings and online feedback. A survey was administered to gauge neighborhood support for the conceptual design in December. A majority (63%) of the respondents (223) supported the conceptual plan. The survey included a space for feedback, and some small adjustments were made to the plan based on feedback received. These changes did not significantly change the nature of the plan. Examples of the modifications include: • Adding marked crosswalks on all four sides of the intersections at King and Lowell streets • Adding a marked crosswalk at Elwood • Shifting the location of several median islands • Adding in a second median island between Grand and Fulton • Adding centerline delineators near the Duane intersection The revised plan is available for review on the project website (www.redwoodcity.org/hopkins) or at City Hall. If you would like to provide additional comments on the project and/or plan, please attend the 2/20/18 meeting of the Complete Streets Advisory Committee. The first part of that meeting will be a joint session with the Planning Commission in Council Chambers. Once that item is complete, the committee will move to Conference Room 1A to continue the rest of their agenda (including the Hopkins item). If the Complete Streets Advisory Committee recommends approval, it will then go to the City Council for consideration. If approved, engineering staff will hire an engineering firm to complete the design and to develop the construction drawings. Further refinements may be made to the plan to reflect site constraints.
