Request for Proposals (RFP) for: Century Village WPB Community WiFi Network

I.

EXECUTIVE SUMMARY

This Request for Proposal (RFP) is for a turn-key installation of professional grade wireless access points, controllers, switches, network cabling, and installation services necessary to implement a fully functional, fully integrated Wireless Local Area Network (WLAN) for the residents of Century Village in West Palm Beach, FL. The Century Village Community WiFi Network will be deployed to provide a method of broadband access to Century Village Internet users. This network will provide a means for offering converged services to end users that spans the typical triple play set of data, voice and video services. The requested proposer may use community assets, including existing streetlights, ornamental lighting and building assets. The proposer will have to account for the unique challenges of foliage density and building construction while delivering quality service to each user.

II.

INTRODUCTION

A.

Purpose

This RFP is offered to solicit proposals from qualified vendors to install a Wireless (WiFi) Network to provide broadband Internet access for all residents of Century Village in West Palm Beach, Florida. In order to receive consideration, the proposed system must meet the requirements as herein described. B. Proposal Submittal Howard Obrien, UCO Treasuer, will accept sealed proposals labeled “Century Village WPB Community WiFi Network Proposal”, no later than time 5:00 p.m. EST on August 1, 2014 at the United Civic Organization Inc., 2102 West Dr. West Palm Beach, FL 33417; telephone: (561) 683-9189. All RFP’s must be in accordance with the conditions and instructions provided herein. Proposals must be submitted via certified mail, return receipt requested. C. Schedule    

RFP released – 5/1/2014 Closing date for proposal submittal – 8/1/2014 Oral presentations and system demonstration – (to be scheduled if needed) Evaluation completed and vendor recommended – 10/1/2014

This schedule is intended as a guideline for the timing of various events in this effort. Unforeseen factors may cause certain of these dates to vary from original intentions; however, in no event shall the deadline for proposal submittal be changed.

III.

GENERAL CONDITIONS A. Conformity with RFP

All Proposals must conform to the requirements presented in this RFP. Proposals not in conformity may be rejected. Exceptions to any requirement must be clearly noted in vendors’ response. B. Uniformity of Proposals

D. Contract The selected vendor WILL BE REQUIRED TO EXECUTE A CONTRACT WRITTEN FOR AND BY UCO or UCO may execute the vendor’s standard contract. All Proposals should contain a statement indicating the vendor’s willingness to accept a written contract. The vendor should indicate if this RFP and the vendor’s written material could be included in the contract. Any exemptions to this requirement must be noted in the vendor’s response. E. Right to Reject Proposals UCO reserves the right to reject any or all proposals, to waive technicalities or informality and to accept any proposal deemed to be in the best interest of Century Village. F. Maintenance/Support Vendors must supply the names and addresses of all service organizations that will provide support and maintenance on all products proposed herein. Vendors must also specify the maximum time to elapse between the time a service call is received and the time a service representative arrives on site. G. Systems Responsibility Notwithstanding the contents of the RFP, it is the responsibility of the vendor to verify the completeness, accuracy, and suitability of the vendor’s proposal to meet the requirements of UCO. The vendor without claim for additional payment shall provide any additional equipment required after installation to meet UCO’s requirements, even if not specifically mentioned herein. It is understood that a complete plan for the Century Village network, which operates effectively and to the satisfaction of UCO, and the Board of Directors is required. The successful vendor will be obligated to provide a plan that meets all guarantees in their proposal for the price contained therein and that all products provided operate in accordance with the performance standards set forth herein. Phased-in Project Installation

The project will be phased-in with the initial work to begin in an area to be selected by the United Civic Organization (UCO). This first phase will include the most challenging type of building structure in terms of interior location, multiple floors and reinforced concrete construction. The vendor contract will be structured such that the first progress payment to the vendor will not occur until the successful

implementation of this first phase based on demonstrated network signal strength throughout the selected zone. H. Disclaimer and Cancellation UCO reserves the right to waive any informality received where such acceptance, rejection, or waiver is considered to be in the best interest of UCO also reserves the right to reject any proposal where evidence or information submitted by the Vendor does not satisfy UCO, that the vendor is qualified to carry out the requirements of the contract documents. This RFP does not commit UCO to any specific course of action. UCO reserves the right to not select any vendor or purchase any goods or services resulting from this RFP.

IV.

SELECTION PROCESS

The selection of a provider for the Networking Expansion by UCO will involve both objective and subjective elements. The process to be used to make this selection is outlined below. A. Request for Proposal (RFP) The RFP is intended to provide interested vendors with uniform information concerning UCO requirements for a community network serving the residents of Century Village. B. Requirements 1. Three (3) copies of your completed proposal should be submitted. 2. The scope of this project is to install a network infrastructure that provides seamless connection and standard network devices. Examples of such devices include (but are not limited to) laptops, tablets, notebooks, WiFi-enabled handheld units (e.g., smart phones). Due to the complexity and amount of knowledge required for successful placement and configuration, UCO is seeking a plan covering everything, but not limited to, from the equipment acquisition through the complete installation and management of the NOC, (see III F). 3. Detailed Specifications a. Documents and Diagrams (proposal should include the following) 1) Network architecture description 2) Network specifications and diagrams 3) Capacity plan 4) RF plan and measurement methods 5) RF coverage maps 6) List of equipment mounting sites 7) Operational Support Systems (OSS) plan 8) Bill of Materials including inventory and location of each asset 9) Project timeline 10) Cost breakdown by material and labor b. d. The proposer must account for two distinct categories of network traffic when designing the network: 1)

Variable Bit Rate data – This includes typical data applications such as web browsing, email, file transfers, and low-speed, highly compressed, streaming audio and video. This includes buffer able video (e.g., Netflix)

Voice – This is typically constant bit rate traffic that carries voice encapsulated in IP packets.

e. The network must be capable of offering multiple network identities (ESSIDs) enabling the network operator to tailor security, bandwidth, quality of service and account management to the needs of users associated with each ESSID. Once defined, the security, bandwidth, QoS and account management settings associated with each group may be configured at the NOC and dynamically adjusted if needed. Details as to security measures that would be in place are to be specified. f.

The network must be designed to be managed and monitored from a single Network Operations Center (NOC). The NOC should be able to answer, record and respond to customer service calls on a 24 by 7 basis

g. The proposer must have the capability to report on all aspects of the systems operation including, but not limited to, bandwidth consumption per user, per access point, per gateway and per Internet backhaul. Proposer must also be able to provide a monthly report of all problem tickets along with the affected user(s) and associated resolution. h. The proposer must be able to provide guest access with an optional captive portal (walled garden) if requested by UCO. i.

The vendor proposal will take into account all costs, technicalities, planning, hardware, software, miscellaneous needs, and necessary labor required to provide a complete “turnkey” installation. Itemization of equipment cost and placement (interior or exterior) must be included. Any equipment that is to go inside individual units are to be in a separate pricing list.

UCO requires that vendors are fully certified and knowledgeable in regards to the physical cabling, installation, and configuration of all items required by this RFP.

Vendor will fully comply with all building codes, as well as address all concerns raised by officials (either local, state, or federal). Installation changes made to fulfill these concerns are the financial responsibility of the vendor.

Vendor must provide satisfactory proof of insurance in regards to the requirements of this RFP. Any subcontractor used by the vendor will be considered an authorized representative of the vendor. Said subcontractor must carry all assurances, certifications, insurance, and other listed requirements of this RFP or other applicable laws.

m. The proposed contract will include warranty specifications on all aspects of this RFP. This includes warranties on all equipment and items associated with the installation, operation, parts and labor. n. The proposal will include a contract for proposed services. If the vendor does not wish to submit an actual contract with the proposal, a sample contract may be submitted with the proposal. o. Proposal must include pricing elements for all required and all available services including the broadband connectivity at point of origin. Vendor must be prepared, at the discretion of UCO, to connect to a broadband pipe, provided by others to a specified demarc. p. Proposal must include list of all permits required including estimated cost. q. Proposal must include: 1) Company Information - List your company’s legal name, address, and telephone number. Include parent or partner company information if applicable. 2) Vendor Authorizations - Provide appropriate company authorizations. 3) Technical Support Details - Provide normal support hours relative to Eastern Standard Time. Provide description of support options, maximum and minimum response times and appropriate details relative as to how to initiate and use support options. Provide technical certifications of all staff members. 4) Dunn and Bradstreet Number

EVALUATION CRITERIA

A number of factors will influence the UCO decision in vendor selection. These factors (in order of importance) include cost, vendor qualifications and experience and the proposed technical solution. These factors include a technical evaluation based upon the vendor’s ability to deliver these services in a timely manner. Equally important is a vendor evaluation based upon vendor reputation, past performance with similar projects, service and support resources, etc. Please note UCO will evaluate cost-effective plans based on features, functionality, implementation difficulties, as well as cost, and is not obligated to select the lowest price bidder. 5

SOLUTION PRESENTATION

Should presentation of proposal solution be desired by UCO the presentation shall be arranged in advance at a location acceptable to UCO in order to most effectively accommodate the scheduling requirements of UCO officials and personnel. Vendor presentations should not exceed two hours in length and vendors should focus on equipment and software as similar as possible to that proposed for UCO.

VII.

SELECTION PROCESS

Following the evaluation process described above, UCO will make all decisions regarding selection of finalists, contract negotiation and the award of the contract, if one is to be awarded. The decision of UCO will be considered final. VIII.

COSTS OF PROPOSAL PREPARATION AND PRESENTATION

Neither Century Village nor UCO is liable for any costs incurred by vendors for the preparation and presentation of a quote in response to this RFP. All such costs, including travel and related expenses, shall be the sole responsibility of the vendor submitting a proposal. IX.

PROPOSAL FORMAT

Proposals should be written in a concise, straightforward and forthright manner. Superficial marketing statements and materials should be avoided. Proposals should be organized in the following manner. A. Describe the proposed solution. Be very specific relative to how the solution addresses the requirements listed in Section IV.B. Justify and describe any variance from the requirements listed in Section IV.B. B. Proposal costs will be itemized as follows: a. Infrastructure – equipment and installation costs b. Maintenance support services costs c. any additional costs; all costs are to be disclosed. Price quotations are to include the furnishing of all materials, equipment, maintenance, shipping cost, delivery, installation, and the provision of all labor and services necessary or proper for the completion of the work except as may be otherwise expressly provided for in the contractual documents. UCO will not be liable for any costs beyond those proposed herein and awarded. Time and materials quotes will be unacceptable, with a not-to-exceed amount for the entire project. C. Estimated time frame for delivering the proposed plan. D. Describe the solution’s technical support scheme. Specifically itemize all categories of support available (e.g., telephone, email, on-site, etc.) and list hours of availability and any potential associated costs above and beyond the proposed solution. E. Provide a list of Three (3) references of similar size and scope currently serviced by your company. Provide the organization’s name, address, and name and telephone number of contact person.

The vendor must label the envelope with the Proposer name and Project Title. Proposers must submit their Proposals in sealed envelopes which must be sent certified mail, return receipt requested to and or received or hand delivery (by firm or express courier) no later than 5:00 p.m., local time, August 1, 2014, to the following address: Howard O’Brien, Treasurer United Civic Organization 2102 West Drive West Palm Beach, FL 33417
