1. INTRODUCTION: Before the Rani Channamma University came into being in 2010, Karnataka University KRCPG Centre of Karnataka University, Dharwad was functioning at Belagavi. The said Karnataka University PG Centre was established at Belagavi in the year 1982, to provide an opportunity to develop access to the students for higher education hailing from North Karnataka Region. In the year 1994 the PG centre was shifted to the present campus of 178 acres of land located at Bhutramanahatti adjacent to the National Highway – 4 at a distance of about 18 kms from Belagavi city. Karnataka University PG Centre has been declared as Rani Channamma University in the month of July, 2010 with the jurisdiction of Belagavi, Vijayapur, and Bagalkot districts. It is catering to the needs of the people of North Karnataka by providing excellent opportunities for higher education. University conducts PG programs at the main campus and around 2500 students are pursuing their PG in 18 departments being located here. As the campus is located in the rural area of Belgaum city. we need to provide Office Table to different departments of the University, to run the office work systematically and smoothly we provide Revolving Chair to all the teaching and Non-teaching staff of the University. So we have to purchase Revolving Chair to the campus. The interested prospective Bidders who fulfill the terms and condition set out in this Tender document may respond to this Tender.

2. INVITATION FOR TENDER: 2.1

Tender documents may be downloaded from Government of Karnataka e– Procurement website https://eproc.karnataka.gov.in under login for suppliers. After login to suppliers, please scroll down to the right side bottom to see list of tenders. The Tender can be downloaded in the Portal as per the prescribed date and time published in the Portal. Only interested Bidders who wish to participate shall remit online transaction fee for the Tender after registering in the Portal. The transaction Fee is non-refundable. Prospective Bidders must submit the Technical Bid and Financial Bid, item wise for Revolving Chair. Bidders, who wish to participate in this tender, need to pay Earnest Money Deposit (EMD) as mentioned below for the following items;

This shall be paid online through e-Procurement Portal using any of the following Payment Modes: 1. Credit Card, 2. Direct debiting, 3. National Electronic Fund Transfer (NEFT), and 4. Over the Counter (OTC). The Bidder shall ensure the credit of Tender processing fee and EMD in a single Transaction payment in the respective receiving bank accounts of eprocurement on or before last date of Bid submission. In any case if the bidder makes entire payment in multiple parts, Bid is liable for rejection. The Earnest Money Deposit (EMD) of the unsuccessful Bidders will be refunded within a reasonable period of time without any interest. The EMD deposited by the successful Bidder will be retained towards Security Deposit for the fulfillment of the contract but shall be forfeited if the successful Bidder fails to fulfill the obligation as per the Tender norms. 2.4

Bids must be electronically submitted (online through Internet) within the date and time published in e-Procurement Portal. Technical and Commercial Bid covers of the Bidders will be opened at the prescribed time and date as mentioned. Bid Processing Fee: Each Bidder shall pay Rs. 550/- (Rupees Five Hundred Fifty Only) as bid processing fee through any of the four e-Payment options, namely: 2.5.1 Credit Card 2.5.2 Direct Debit 2.5.3 National Electronic Funds Transfer (NEFT) 2.5.4 Over the Counter(OTC)-designated ICICI bank branches located across the country The payments submitted through cheque or demand draft or in any other forms shall not be accepted. For further details regarding e-Payment, e-Procurement etc., the website- www.eproc.karnataka.gov.in may be referred.

3. TECHNICAL EVALUATION OF BIDS: The University, at its discretion, may form Technical Evaluation Committee or appoint external agency to scrutinize the Bids submitted by the prospective Bidders to the Tender. University will examine the Bids to determine whether they are complete, whether any computational errors have been made, whether required sureties have been furnished, whether all the documents/ declarations/ supporting evidence have been submitted, whether the documents have been properly signed, and whether the tenders are generally in order. To assist in the evaluation of Bid submitted by bidders, University may, at its discretion, ask any bidder for clarification of its Proposal. The request for clarification and the response thereto shall be in writing. The Technical Evaluation Committee shall look into the fulfillment elsewhere from the prospective bidders. Page 5

The Bids will be evaluated in the following manner: 3.1 Responsive Bids (with respect to Tender fee, EMD, Sample, Technical Bids response with respect to eligibility conditions including supporting documents, declarations, annexure or any other documents / response as required to be submitted as per this Tender Conditions) which meets all condition of the Tender will be considered as “Responsive Bid” and will be taken for evaluation. 3.2 Non Responsive Bids: If any of the Bid (Tender Response) is not complied with (with respect to Tender fee, EMD, Sample, Technical Bids response with respect to eligibility conditions including supporting documents, declarations, annexure or any other documents / response as required to be submitted as per this Tender Conditions), such Bids shall be considered as non-responsive and out rightly rejected without assigning any reason and such Bids will not be considered for evaluation. 3.3

All the responsive Bids will be evaluated technically by the University. The essence of this tender is to select the best fit constituents and accordingly University shall evaluate responsive Bids and determine the best fit constituents. If documents / declarations / annexure / samples to the technical Bids proven to be false or incomplete or dot not meet the Tender requirement condition, such responsive Bids will be liable for rejection. The responsive Bids with supporting samples and documents and meet all the condition of the Tender will be qualified for next processing.

4. ELIGIBILITY CRITERIA: The prospective Bidders should meet the following pre-qualification criteria. The bidders who do not comply with said criteria will not be evaluated and rejected out rightly without assigning any reasons. Firms/Companies intending to participate shall fulfill the following eligibility criteria: 4.1 Bidder must be Registered company / Establishment /other Registered Firms (Self attested copy of Certificate of Incorporation must be attached along with Technical Bids), 4.2 Bidder must have completed at least two financial year as on 31st March 2016 ( a self-declaration must be attached along with the Technical Bid), 4.3 The prospective bidders must have minimum Rs. 4 Lakhs turnover per annum for last two years. 4.4 Bidder must have successfully executed at least two turnkey projects for the said items as per the Specification mentioned in the Appendix-IV to at least one state owned University in India. (A copy of Work Order/Purchase Order/ Agreement along with the satisfactory completion certificate from the customer must be attached along with the Technical Bids). 4.5 Bidder must have valid GST registration Certificate (Self attested copies of registration certificates must be enclosed with Technical Bid).

4.6 Bidder must have valid PAN number (Self attested copy of PAN certificate must be enclosed with Technical Bid). 4.7 Bidder shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka. (A self-declaration must be attached along with the Technical Bid) in the tenderer letter pad. 4.8 The Bidder shall submit the sample piece of the Revolving Chair before the date of opening of Technical Bid. any samples submit after the due date shall not be considered for opening of Technical bid. 5. SCOPE OF THE WORK: The scope of the work includes following activities. The successful Bidder is expected to perform all the activities as listed below: 5.1 Supply of Revolving Chair. 5.2 Commissioning of Revolving Chair. 5.3 All cost including transportation, loading & unloading, installations and testing on the site of the purchaser. The price to be quoted should be inclusive of all expenses. 6. ESTIMATED QUANTITIES:

7. GENERAL TERMS & CONDITIONS: 7.1 The Bidders may modify or withdraw its Bids after the tender’ submission, provided that return notice of the modification or withdrawal is received by the University prior to the deadline prescribed for submission of Bids. 7.1 No Bids may be modified subsequent to the deadline for submission of Bids. 7.2 No Bids may be withdrawn in the interval between the deadline for submission of Bids and the expiration of the original period of Tender validity specified by the Tenderer on the Tender Form. Withdrawal of a tender during this interval may result in the tenderers forfeiture of its earnest money deposit. 7.3 The Bidder shall upload duly filled, signed, sealed Technical Bid Formats along with supporting document as per Appendix –I. 7.4 The declaration as per Appendix–II 7.5 The Bidder shall upload duly filled Appendix-III to be attached. 7.6 The Bidder shall upload duly filled, signed Price Contract Format as per Appendix – IV for all the Materials, half filed will be rejected. 7.7 The Bidder shall upload only those documents that are required according to this tender document and redundant documents shall not be uploaded. 7.8 The successful bidder shall not sublet or assign or franchise the responsibility to any other agency either in whole or in part. Upload a self-attested certificate in this regard. 7.9 The Bids prepared by the Bidders, as well as all correspondence and documents relating to the tender exchanged by the Bidders and the University shall be written in English language. Supporting documents and printed literature furnished by the Bidders may be in another language provided they are accompanied by an accurate translation of the relevant passages in the English language in which case, for purposes of interpretation of the Tender, the translation shall govern. 7.10 The University reserves the right to reject any or all proposals and to waive infirmities and minor irregularities in proposals received if deemed in the best interest of the University to do so. 7.11 The Bidder firm shall be responsible for the costs towards travel/stay, daily allowance and/or any other allowances with respect to their staff deployed with respect to the execution of this project before or after the award of the contract. 7.12 If any prospective Bidder wishes to seek any clarification regarding this Tender document, they may do so by submitting a written letter addressed to the Registrar, on the official letterhead of the company, duly signed by its authorized signatories and accompanying a valid company CIN Number/ TIN Number/ PAN Number, within 7 days of publishing this Tender. University reserves the right to respond to only those clarifications/questions of Bidders which University, in their sole discretion considers to be relevant and necessary. Nothing in this section shall be taken or read as compelling or requiring University to respond to any questions to provide any clarification. No extension of any deadline will be granted on the basis or grounds that University has not responded to any question or provided any Clarification. Page 8

7.13 Any effort by the firm to influence the University personnel in the process of evaluation or comparison, it may result in the rejection of the firm’s proposal/bids. 7.14 At any time prior to the deadline for submission of tenders, University may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Bidders, modify or cancel any of the Tender condition or add any additional conditions by amendment or cancel the entire Tender. 7.15 The Bidders are expected to examine all instructions, forms, terms, and specifications in the Tender documents. Failure to furnish all information required by the Tender documents or submission of a Tender not substantially responsive to the Tender documents in every respect will be at the Tender in rejection of its Tender. 7.16 An individual who is authorized by the company must sign all the pages of the Technical Bids with firm’s seal. 7.17 Any Bid submitted with certain conditions shall summarily be rejected. 7.18 The Bidders should furnish a certificate that all the terms and conditions of the Tender document where read and understood by him and ready to abide by the same without any variation. 7.19 The University reserves the right to accept or reject any Bid or reject all Bids at any time. 7.20 Notwithstanding anything any conditions mentioned here in the rules contained in KTPP Act will prevail unless otherwise modified/added by the University. 7.21 Bidders are requested to note that their offer must be valid for acceptance minimum for a period of Ninety Days from the date of opening of Tender. Offer with less validity period will be rejected. Silence in this regard will be considered that the offer is valid for ninety days from the date of opening. 7.22 No alteration should be made in any of the terms and conditions of the Tender by scoring out. No alteration or overwriting is permitted in the rates. No alteration will be allowed after the Tender is received by this office. No variation in the conditions shall be admissible. Any conditional offer with the word such as ‘subject to’, ‘prior sale’ will be ignored. Ambiguity must be avoided in filling the Tender and the language used in filling the Tender forms must be clear and precise. Bids not complying with these conditions may be rejected. 7.23 The Bidder shall provide any technical services at free of cost during the life time of the secured stationery. No separate maintenance charges for updates, maintenance, bugs fixing, problems solving shall be given. 7.24 The disputes shall be subject to the jurisdiction of Belagavi, Karnataka. 7.25 Security Deposit 5% of the order value to be released after successful completion of the one year warranty period from the date of erection & completion and one year maintenance should be made.

APPENDIX –III Penalty in case of the default

1.

The event of failure on the part of the supplier to execute the work according to the schedule at agreed in the agreement and to the satisfaction of the University shall be dealt with by the University by imposing a penalty. For the delay in the supply the University shall deduct an amount @ 1% (subject to maximum limit of 10%) of total cost per day from the default supplier’ get the work done by any other Supplier at the cost & risk of the Supplier under such circumstances.
