May 3, 2011 The I-70 Mountain Corridor remains a top priority for the Colorado Department of Transportation (CDOT). As such, CDOT is seeking expert involvement in a week long Mobility and Operational Assessment for the segment between Silverthorne and Morrison. This week long event is scheduled for May 23-27, 2011. CDOT has been working to improve the efficiency and safety of this corridor in recent years and has implemented a number of improvements. The objective of this event is to understand and develop new ideas to maximize the existing capacity and explore ways to further improve operations on the I-70 Mountain Corridor. This effort will not explore major capital improvements but low cost or no cost solutions. CDOT is seeking technical expertise in the following areas to participate in this event: • • • • •
Enforcement Slow Moving Vehicles and Truck Traffic Traveler Information Maintenance and Operations (including tunnels) Travel Demand Management
The most valuable experts will be those who have some familiarity with the I-70 mountain corridor or corridors with similar congestion characteristics. The structure of the event will be: Monday May 23rd - all groups, together with interested stakeholders, meet to understand the issues and concerns on the corridor as well as the challenges. Tuesday, May 24 through Thursday, May 26 – Sub-groups will learn about the techniques that CDOT is already considering (Example: left lane heavy vehicle restrictions), and brainstorm new ideas. Each sub-group will develop and quantify the benefits of new ideas (Example: Traveler Information - development of predictive travel times to be used on an updated mobile application, based upon conditions, historic data, and live traffic counts). Friday May 27th the groups share their ideas with each other and develop a blended menu of strategies. Presentation schedule subject to change. All consultants, contractors and other private and public-sector experts are invited to submit resumes for consideration as a participant in this session. Experts must be available in Denver from 9:00 a.m. on Monday, May 23, 2011 through 3 p.m. on Friday, May 27, 2011. From the resumes received, CDOT will select experts who best represent the needs of the session, as well as those who provide for a technically-diversified team. Selected experts will be notified of CDOT’s final selections by May 16th. Experts will be expected to provide innovative ideas, estimated costs, expected results and implementation details. A final report will be prepared and made available to all by mid June. Anything included in the final report will become the property of CDOT.
CDOT will compensate all selected participants in the form of a $1,000 stipend per participant, if appropriate. This stipend will be considered full compensation for all time and expenses incurred by each participant to participate. Travel expenses as per state fiscal rules will be paid for those selected from outside the Denver metro area. No contract will be executed with any participant and/or their firm/contractor for their participation. Additionally, selection for participating in this visioning session does neither guarantee, nor preclude any future involvement and/or contracts with CDOT for any future projects along this corridor. This Assessment is another innovative approach to solve complex issues on the I-70 Mountain Corridor, and we are excited to share this opportunity.
