Michael, Thank you for contacting the Law and Legislative Reference Library, a nonpartisan office of the Maine Legislature. In response to your request for any Mainers that served in the Maine Legislature after serving in Congress, below is what we found. This may not necessarily be comprehensive, as it isn’t easy to research, but we found a lot. An * denotes that there is some information about the person’s service that we cannot confirm or that is not confirmed by all of our sources. I’ve included further explanation about those people. One disclaimer is that early on in Maine’s statehood, it may be possible that there were people who served in Congress for Massachusetts, then after statehood served in the Maine Legislature. Researching this would require a lot of extra work. We have not done this as it would take a significant amount of extra time. Another thing to keep in mind is that State Legislative Sessions were only 1 year until the early 1880s. The information that I’ve transcibred here about their Massachusetts Legislative service should not be considered complete, but is included to show that they served in Massachusetts before Maine was a state. · Hannibal Hamlin. There seems to be a couple of Hannibal Hamlins (one is referred to in our records as Hannibal E. Hamlin), but the one who eventually served as vice president seems to fit your criteria. · Reuel Willaims served in the State Legislature in 18121829, 1832, served in the US Senate 18371843 then State Legislature in 1848. · John Holmes served in Massachusetts Legislature 18131814, in Congress 18171820, then US Senate 18201827 and 18291833, then State House of Representatives 18361837. · John Chandler served in Massachusetts Senate 18031805, served in US House of Representatives 18051809, served in Massachusetts General Court in 1819, Maine Senate 1820, US Senate 18201829. · Eugene Hale served State House of Representatives 18671868, Congress 18691879, State House of Representatives again 18791880 and Congress again 18811911 · Anson Peaslee Morrill served in State House of Representatives 1833, Congress 18611863, then State House of Representatives again 1880. · Thomas Amory Deblois Fessenden served State House of Representatives 1860, US House of Representatives 1862 1863 and State House of Representatives again in 1868. · Frederick Augustus Pike served State House of Representatives 18581860, then US House of Representatives 1861 1869, the again in the State House of Representatives 18701871. · John Jasiel Perry served State House of Representatives 1840 and 18421843, State Senate in 18461847, US House of Representatives 18551857 and 18591861, then again in the State House of Representatives 1872. · Ephraim Wilder Farley served State House of Representatives 1843 and 18511853, US House of Representatives 18531855, then State Senate 1856. · Ephraim Knight Smart served State Senate 18411842, US House of Representatives 18471849 and 18511853,
State House of Representatives 1858, then State Senate 1862. · Nathanial Swett Littlefield served State Senate 18371839, US House of Representatives 18411843 and 18491851, then State House of Representatives 1854. · John Fairfield Scamman served Massachusetts House of Representatives 1817, State House of Representatives 18201821, US House of Representatives 18451847, then State Senate 1855. · Luther Severance served State House of Representatives 1829, State Senate in 18351836, again State House of Representatives 18391840 and 1842, US House of Representatives 18431847, then yet again State House of Representatives 1848. · Shepard Cary served State House of Representatives 18321833, 18391842, State Senate 1843, US House of Representatives 18441845, again State House of Representatives 18481849, again State Senate 18501853, and yet again State House of Representatives 1862. · Freeman Harlow Morse served State House of Representatives 18401844, US House of Representatives 18431845, State House of Representatives 1853 and 1856, US House of Representatives 18571861. · *Alfred Marshall served State House of Representatives 18271828 and 18341835, US House of Representatives 18411843, then again State House of Representatives 1853 (the 1853 service is only found in one source). · William Pitt Fessenden served State House of Representatives 1832 and 1840, US House of Representatives 1841 1843, again State House of Representatives 18451846 and 18531854, US Senate 18541869. · Elisha Hunt Allen served State House of Representatives 18351840, US House of Representatives 18411843, then again House of Representatives 1846, Massachusetts House of Representatives 1849. · David Bronson served State House of Representatives 1832 and 1834, US House of Representatives 18411843, then State Senate 1846. · Virgil Delphini Parris seved State House of Representatives 18321837, US House of Representatives 18381841, then State Senate 18421843. · Francis Ormand Jonathan Smith served State House of Representatives 1831, State Senate 1833, US House of Representatives 18331839, then again State House of Representatives 18631864. · *Rufus McIntire served State House of Representatives 1820, US House of Representatives 18271835, then again State House of Representatives 1836 (the 1836 service is only in one of our sources). · Edward Kavanaugh served State House of Representatives 18261828, US House of Representatives 18311835, then State Senate 18421843. · Samuel Butman served State House of Representatives 1822 and 18261827, US House of Representatives 1827 1831, then State Seante 1853. · *John Anderson served in the State Senate in 1823, in US House of Representatives 18251833. Our records indicate he may have also served in the Senate 18431844, although this is not confirmed by the Congressional Biographical book attached. It is possible that there were two men with the same name. · Jeremiah O’Brien served in the State Senate from 18211824, in US House of Representatives from 18231829, then state House of Representatives from 18321834. · David Kidder served in US House of Representatives 18231827 then served in the State House of Representatives in 1829. · *Ebenezer Herrick served in the Massachusetts Legislature in 1819, served in the US House of Representatives from 18211827, then served in the State Senate 18281829 (1829 is not confirmed in our records, but is noted in the Congressional Biographical book). · Stephen Longfellow served in the US House of Representatives 18231825 then served in the State House of Representatives in 1826. · Joshua Cushman served in the Massachusetts Legislature 18101812, served in the US House of Representatives 18191825, served in the State Senate in 1828, then served in the State House of Representatives in 1834.
· Joseph Dane served in the US House of Representatives 18201823, then served in the State House of Representatives 18241825, State Senate in 1829 and again in the State House of Representatives 18321833 & 1839 1840. · *Mark Harris served in Massachusetts Legislature in 1816, US House of Representatives in 18221823, then State House of Representatives in 1830 or 1831 (our two sources cite different years). I wanted to know if Maine has ever had a former member of Congress in either chamber who left that office and later won election to either chamber of the Maine Legislature. I'd settle for the last time that happened, but I'd love to also have a full list of the people who have made that move. Let me know what's doable on this. I have no hard deadline, but by tomorrow's end would be great. Thanks!
