Automatic creation of posts of staff for introduction of new assets,serviceson the Indian Railways-reg' {
The extant instructionsprovide that the Group'C' posts intheZonal Railways etc., can only be createdwhen equal number of posts are surrenderedfor maintenance of newly created assetsand or manning of new services.With these stringentconditions being observedon the Zones etc., staff shortagein major categoriesmore particularly in the safety and public image categories,has been alarmingly causing adverse impact on the functioning of the system compromiiing safety and efficiency standards. Time and again, Federationhas urging upon the Railway Board at various fora, to consider the necessity to review the extant policy for automatic creation of posts for new assetsand services delinking the same from the condition of mandatory matching surrenderof equal value. Federation feefs glad to note that in the Board meeting held on 08ll2l2ol7,the recommendationof Task Force on Safety(RecommendationNo. 4.4.5.5)as below has beendeliberated:"The stipulation of matching surrender for new assets,new services and new facilities should be withdrawn. New assets,servicesand facitities require additional manpower''. Federationunderstandsthat during the meeting,it was decidedthat the issueto be examined on file urgently.NFIR, therefore,requeststhe Railway Board to considerthe subjectmatter and issue instructions to the Zonal Railways etc., to create new posts against n"* urr'.t, or new services without linking to matching surrender for efficient functioning of the systems. A copy of the instructions issuedmay be endorsedto the Federation.
