The subject matter was discussedin a meeting held between DG/RHS and the two Federationson 07* December,2016(11:00hrs) in the DG's chamber. During the meeting, the DG/RHS gave a paper showing the presentstatusand the future plan relating to the augmentationof the facilities at Indian Railway CancerInstitute, Varanasi.A copy of the said paper is enclosed.On perusalof the paper,it is felt that the Railway Ministry's intension is to open up Railway Medical Infrastructureand assetsto outsidersas a follow up action to implement Bibek Debroy Committee'sReport towardspivatization of Railways Health care system. NFIR seeks suggestionsfrom affiliates after due consultationswith the stake holders early for taking further action. DA/As above(3 pages)

Present status of CRf /Varanasi -CRI Varanasi is having 107 indoor beds including 6 ICU beds within its campus of around 2acres manned by 13 Doctors ,One Physicist 4nd 96 Parar.nedical staff ,fqr treating cancer and its .related problems of Railwa5r Beneficiaries \Mith facilities of Radio therapy. , As per the advice of CRB, an introductory meeting was held on 97.06.2016 at Vej.ranasi with Officials of Tata Medical Centre, Kolkata in fresence of DG(RHS), CMD/NER, MD/CRI/Varanasi, and ED(H) RaiXway board on ttre above m.entioned subject, During the rneeting DGRHS hlvised TMC authority to submit their proposals at,the earliest, but till date no such proposal was recejved.TMC authority instead advised some revamping over e-mail to MD/CRI on OS103/2016. MDI CRI responded the same very next day. With reference to the previous meeting TMC Authorities has stated, 'through video conferencing that they are keen to have a coliaboration Railways for up-gradation of present CRI Varanasi facilities yspsdaian dfr{ transforming it to a Satellite Cancer Centre for advanced management of cancer patients. i ./
They have also apprised of the following facts that the facilities availabie at CRI Varanasi presently are td be revamped completely through follo;n'ing steps: a) Rgvamplgg gf !h*retrapsforyping it as per the necessity Wh,o-19-burld-iqg, of a modern Cancer Institute like the standard of Tata Memorial Centre, Kolkata with facilities of Central Air Conditiohing, modernization of O.T, and I.C.U etc. b) Obtaining fresh approVal of AERB (Atomic Enbrgr Regulatory Board) for installation of Linear Accelerator {which is already sanctioned}.

c) Arrangement of training of CRI MD {General Medicine) Doctors in the field of Medical oncology at least for a period of six months at TMC. d) Provision of in-house Biood Bank. e) Capacity building of Doctors and Paramedical of CRI Hospital at TMC fnr

For all this, TMC Authority need the exact foundation plan of the whole building along with all civil engineering drawings and dimensions with floor plan for consultation with their engineers to prepare a DPR after getting a Need-BaseAssessment of the whole project. After hearing their deliberations, Hon'ble Minister of state (ICf for Power, coal, New & Renewable Energy and Mines, has advised the following; a) Fund will be provided by CIL, Kolkata as a part of CSR. b) Engineers and Medical Representatives of TMC as well as Engineers and -Authorities of CIL, Kolkata will immediately visit CRI Varanasi on 19.O8.2O16 for a thorough inspection of the site and existing facilities at CRI along with, MD/CRI, DRM/Varanasi along with his team of engineers to finalize the "Need Base Assessment" and DPR instantly. c) Phase-I of the up-gradation work for procurement of . modern equipments, capacity buiiding, and revamping of the bu_ilding with development of O.T., I.C.U,, General Wards, Central Air Conditioning facili-t5retc. should be started immediately utilising CSR Fund of CILy Kolkata with the help of their engineers to be finished by end of De ce mb e r2 0 1 6 . d) He also advised CIL, Kolkata to do necessary tendering for procurement and construction work for revamping by their authorities with due permission of Raiiway authority. e) Hon'ble Minster has also mentioned that after commissioning of the Modernized Cancer Centre, the facilities of the same wiil be open for general public also along with railway beneficiaries. Accordingly, CMD/NER and MD/CRI has already been advised over telephone for arranging necessary steps for the visit of TMC and cll., Kolkata team. They have also been advised that necessary arrangements
should be made so that DRM/Varanasi along u,ith his team of engineers of concerned departments should be present during the tripartite inspection. .
The then status was submitted to Board for appraisal. DG(RHS) remarked that at present there is no policy for allowing general Fubtric t:'eab:nent in $.ailv;ay Hospitals except in case oi ernergencyi accidents. Hence this also needs to be viewed. Member Staff invited the comments from ME and Member(Traction) in referenceto para'd'above.-Arso in regard to,e,above, he opined to frame a specific policy, involving all stake holders. Member Engineering remarked that only in case of RoB, Railway permits construction by Non Railway agency, so in this case, deviation will be processedr"t soliciting administrative approval of Honible MR. "f Member Traction has also agreed with the viern,of Member Engineering. Finance Directorate remarked that opening an existing a Raiiway hospital to public in an unconditional *u.rn"i would po"."p.oblems to Railway employees/ families who are taking treatment *om that hospital now. The modalities of opening part facilities to public have to be worked out. The federations are also to be taken into confidence before processing this for Hon'ble MR. Accordingly a letter No.2o 16lF,DHlcRI/Misc. dated 1g.10.2016 addressed to CMD/NER, MD/NER was issued to send a consolidated proposal on this issue and to hold deliberation with the Federation at their level. In reference CMD/NER vide letter No. 2016lM edl 5- 13l3( Misc.) dated 25.1I.2016 has forwarded an initial pr oposalof MD/CRI dated 9l 11l 16.
