MINUTES. CITY OF GRAMBLING, GRAMBLING, LOUISIANA. Public Hearing & Monthly Meeting April 6, 2017 MINUTES OF PUBLIC HEARING Mayor Edward Jones opened the Public Hearing of the City of Grambling on Thursday, April 6, 2017, at 5:00 p.m.; the purpose of the public hearing was to get input from the citizens concerning the following: Proper notification was sent to property owners for seven homes in the city limits of Grambling to be demolished. Recommendation was presented to the City Council for demolition. The property owners are requested to be present to show just cause as to why the property should not be demolished. Only one property owner was present, Mrs. Ellis (212 Carver Street). Mrs. Ellis and her daughter stated that the property was waiting for a succession to be done. They have tried to clean up, but they cannot get a garbage container. Mrs. Ellis also stated that the paperwork was in her lawyer’s office, but she had not heard back from him and he will not return her calls. Decision of City Council: Mrs. Ellis was given 90 days from the date of this meeting to correct the condition of her property. The Planning & Zoning Committee was given authorization to proceed with the demolition process of the remaining six homes. There were no concerns/comments concerning the adoption.

The public hearing was closed at 6:10 p.m. Mayor Edward R. Jones opened the regular session of the Grambling City Council on Thursday, April 6, 2017, at 6:15 p.m. at Grambling City Hall. Mr. William Arrington offered the invocation and led the counciland audience into the Pledge of Allegiance. Present were the following Council members: Yanise Days, G. Denise Dupree, Cathy

Holmes, Roy Jackson, and Cullen Jackson. Absent: None. It was moved by Council member Cathy Holmes and seconded by Council member Roy Jackson to adopt the Minutes dated March 2, 2017. Part II. Comments, Information, and Presentation: Public Comment:To Comply with ACT No. 850 H.B. No. 1307 the Mayor allowed time for the

Public to make comments concerning any presented Agenda items. There was no comment.

There was a presentation to Mr. and Mrs. Andre Sanford, II, a check in the amount of $3,000.00. Rev. Leon Whittaker announced that he would be the chairperson for the National Prayer Day Event, Thursday, May 4th, 2017, in the city. Mr. Greg McCarter, Blue Cross/Blue Shield Agent, presented the mayor and council a spreadsheet with all the new monthly premiums effective April 1st, 2017, for the employee’s insurance. The insurance is increasing 7%. Fire Chief, Mr. Jerry Lewis, stated that there would be a lot of training over the next month. Firefighter Darryl Robertson has completed all certifications as of March 29, 2017, and he is now ready to receive the state’s supplemental pay. Chief Tommy Clark, Jr., wanted the citizens to be aware that there is a zero tolerance for speeding in the city. Mr. Mark Blake, interim City Manager, stated that there would be a smoke test in the city. The community garden will have approximately 30 plots available. Part III. Old Business: 
