PUBLIC WORKS COMMITTEE MINUTES Rapid City, South Dakota August 30, 2016

The Public Works Committee meeting was called to order by Charity Doyle at 12:30 p.m. (MDT), August 30, 2016, in the Council Chambers of the City/School Administration Building. Roll Call and Determination of Quorum A quorum was determined with the following members answering the roll call: Alderpersons: Doyle, Estes, Drew, Salamun, and Nordstrom. The following arrived during the course of the meeting: None. The following were absent: None. Staff members present included: Dale Tech, City Engineer; Joel Landeen, City Attorney; Tim Behlings, Fire Department; Jeff Biegler, Parks and Recreation Department; and Brenda Hafner, Administrative Assistant. (NOTE: For the sake of continuity, the following minutes are not necessarily in chronological order. Also, all referenced documents are on file with the Master Agenda.) Adoption of the Agenda Estes moved, second by Salamun to approve the adoption of the agenda. Motion carried unanimously. CONSENT ITEMS – Items 1 – 15 Public comment was opened. Public comment was closed. The following items were removed from the Consent Items: 10)

PW083016-09 – Authorize Staff to Seek Proposals for a Utility Rate Study, Project No. 16-2191 / CIP No. 50935. Estimated Cost $200,000.00.

Drew moved, second by Salamun to approve Items 1 – 15 as they appear on the Consent Items with the exception of Item 10. Motion carried unanimously. APPROVE MINUTES 1)

PW083016-09 – Estes moved, second by Salamun to Authorize Staff to Seek Proposals for a Utility Rate Study, Project No. 16-2191 / CIP No. 50935. Estimated Cost $200,000.00. Estes wanted to know what rates this study covered and how long it has been since the last study. Tech stated that this study is for water and sewer rates and the study will ensure that the funding is legally defensible. Tech said that the last rate study was done in 2007. Motion carried unanimously. On consent calendar

ITEMS FROM ALDERMEN AND COMMITTEE REPORTS 16)

PW083016-13 – Concourse Drive, Turbine Drive, and Homestead Street Area Sidewalks – Brad Estes. Estes wants to see sidewalks in the entire industrial park. Tech explained the process of ordering in sidewalks. Tech said that staff is looking at different areas of town to see where sidewalks are needed and will report back to the Public Works Committee. There was discussion on sidewalks, waivers of right to protest, and when sidewalks should be installed. Drew moved, second by Estes to acknowledge the discussion. Motion carried unanimously. PW083016-14 – Elk Vale Road Safety Concerns – Lisa Modrick. Estes moved, second by Nordstrom to have Date Tech invite the SDDOT to attend a future Public Works meeting to discuss the recent warrant study for a traffic signal at the intersection of E. Minnesota Street and Elk Vale Road. Tech stated that Elk Vale Road is under the jurisdiction of the SDDOT and they will not allow a traffic signal to be installed until warrants are met. PW083016-15 – Estes moved, second by Nordstrom Deny the Request from James Tiltrum for a Variance to Waive the Requirement to Install Sidewalk per City Ordinance 12.08.060 along Century Road, Rapid City. Motion carried unanimously. On consent calendar

PW083016-16 – Nordstrom moved, second by Drew to Approve Introduction and First Reading of Ordinance No. 6139, an Ordinance to Clarify Requirements for Installation of Sidewalks by Amending Chapter 12.08 of the Rapid City Municipal Code. Landeen explained the reason for this ordinance change. Motion carried unanimously.

ADJOURN There being no further business to come before the Committee, a motion was made by Estes second by Salamun to adjourn the meeting at 1:11 p.m. Motion carried unanimously.
