The School Seal The SPAMAST seal is dominantly green representing youth and life. The stylized banca, sea, coconut tree and farmland reflect the main thrust priorities of the college. The torch represents the primary objective and mission of SPAMAST to light man’s never ending search for knowledge. The open book symbolizes wisdom to sustain national development through science and technology (microscope and gear). The rope serves as the force that binds the balance of agro industrial development our country needs.
Legal Basis Batas Pambansa Blg. 148 (February 8, 1982) converted the former Malita Municipal High School to Malita Agri-Business and Marine and Aquatic School of Technology (MAMAST). An amendment was passed through Batas Pambansa Blg. 651 (March 7, 1984), renaming MAMAST to Southern Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST).
Mandate To provide higher technological and vocational instruction and training in aquatic and marine science, agriculture, and industrial fields pursuant to the provisions of the School’s Charter Batas Pambansa (BP) Bilang 148.

HISTORICAL SKETCH Every great dream begins with a dreamer. A dream that was worked out by the dreamers — Juanita Ybarle Vda. De Salmon, together with the former Congressman Benjamin V. Bautista Sr. and the people who had the same outlook in life. It begun in 1966 when Municipal Ordinance No. 70 was passed, creating Malita Barangay High School, primarily to help the poor who could not afford to study in private schools. The school started with only 80 students in one class with no school building and chairs to sit on. The class was temporarily held under the mango tree with the students sitting on the protruded roots of the tree. Two years later, Municipal Ordinance No. 80 dated July 5, 1968 was passed converting the said Barangay High School to Malita High School with complete secondary curriculum. It was housed in a 2-hectare lot in Poblacion, Malita - donated by Mrs. Juanita De Salmon. This is where the 10-room Marcos type building was constructed with Ms. Rosario P. Dormitorio as the new High School Principal. But the dreamers did not stop dreaming. On February 8, 1982, Malita Municipal High School was converted into a state college and was named MALITA AGRI-BUSINESS AND MARINE AND AQUATIC SCHOOL OF TECHNOLOGY (MAMAST). This dream came into reality when the bill authored by Assemblyman Benjamin V. Bautista became into a law known as Batas Pambansa Bilang 148. The first president of MAMAST was ENGR. RAMON M. BARBON. The school’s vision and mission was to propagate entrepreneurship and competitiveness in the field of agriculture and fisheries. The conversion from a mere high school to a state college was impressive. Most state colleges evolved from an established tertiary school, but MAMAST was unique: a simple secondary school turned into a state college. A legacy which could never be erased because it has already been imprinted in our hearts. The noble legacy of a DREAMER, a LEADER, and a FATHER. The college was made operational in 1983. It initially offered 3 courses — Agri-Business, Agriculture, and Fisheries. To widen the coverage of the institution, MAMAST was changed into SOUTHERN PHILIPPINES AGRI-BUSINESS AND MARINE AND AQUATIC SCHOOL OF TECHNOLOGY (SPAMAST) in 1984 by virtue of Batas Pambansa 651 through the efforts of the father of SPAMAST. Beginning 1989, SPAMAST, under the leadership of the second president Dr. Francisco G. Ladaga, Sr. acquired several properties through sales and donations. It acquired an 8 -hectare land in Brgy. Buhangin, Malita, which served as field laboratory for instructional purposes and income generating projects. The school has also acquired 5.4 hectares of land in Brgy. Matti, Digos City through a donation executed by the Provincial Government of Davao del Sur in September 1992. A 2.6hectare land in Malita was purchased in May 1993, and another 1.5 hectare lot along the shoreline fronting the Malita Campus. Within the span of less than six years, SPAMAST operated in three campuses - the Malita Campus, with extension classes in Caburan and Jose Abad Santos; the Buhangin Campus; and the Digos Campus. All the campuses have general education buildings constructed for instructional purposes, classrooms and laboratories. Other areas were intended for sports development and

livelihood projects. Students’ dormitories and faculty houses were also constructed. In 1995, with the intention of creating a significant niche in the agricultural development of the province, the 28 hectare lot in Matanao was acquired. However, time and conditions of its acquisition did not warrant immediate positive outcomes in terms of having formal instruction facilities in the area. But nonetheless, production, research and extension services have been conducted there. In 1997, the institution started offering its Graduate programs in the two campuses, Malita and Digos campus. Three years after, the school offered 4 Master’s Degree programs; 7 Bachelor degrees; 2 Diploma courses; and a laboratory high school. It was also then that rationalization of programs in the different campuses was initiated; thus, the Malita campus was named: COLLEGE OF AGRIBUSINESS, FISHERIES AND MARINE SCIENCES with an external campus in Buhangin, while Digos campus was named: COLLEGE OF AGRICULTURAL SCIENCES with laboratory and production sites in Matanao. In 2001, the third president of SPAMAST, DR. ALEXANDER M. CAMPANER, was installed. Strengthening of the basic functions of SPAMAST has been given focused under his administration. In September 2003, the Fisheries program attained its first level accreditation with AACCUP, and in 2005 the Secondary Teacher Education program; both in CAFMS. To equally give due attention to the once a feeder campus, 3 programs — the Agri-Business, the Agriculture and the Secondary Teacher Education — in CAS Digos City were also accredited on December 2006. Aside from accrediting various programs, SPAMAST offered a new course — the BS Information Technology — in the two colleges, along with two short-term courses with TESDA. SPAMAST has been known as active human resource development advocate through active participation in various research and extension undertakings. The institution is a member of different research consortia, not only at the regional level but also in the national, and even in the international arena. SPAMAST had been selected among State Colleges and Universities in Mindanao as a Zonal Center to concentrate on Marine Biodiversity. With its strong linkage with CHED, there were 17 faculty members who availed of CHED scholarship in 2007. CHED, through the National Agriculture and Fishery Education System (NAFES), has awarded SPAMAST as the Provincial Institute for Agriculture for CAS and another award as the Provincial Institute for Fisheries for CAFMS. SPAMAST has expanded its extension services to more barangays in the province, and even to the municipalities and areas surrounding Davao gulf, joining collaborations with various government agencies, non-government institutions, people’s organizations, private firms and farms, cooperatives and individual entrepreneurs. In July 2010, the 4th president of SPAMAST, DR. IRVIN C. GENERALAO was installed. For more than two years in the position, a lot has been accomplished. There was an increase in enrollment in both campuses, new extension campuses were opened and new courses were offered in SY 2011-2012. The year 2011 has also seen a dramatic improvement in our institutional passing rates in licensure examinations. SPAMAST has also secured a partnership with USAID-GEM by offering the Job Enabling English Proficiency (JEEP) classes. Faculty members and staff were given the opportunities to continue their graduate studies; attend different trainings, symposia, conferences and seminars the past year; present their research papers in the different research fora and symposia, both local and global (SPAMAST has a professor who was recently selected as a candidate for a Fulbright scholarship).

For 2012, SPAMAST has established strong connections in the local, national and international scenes. The institution in its fold the esteemed institutions of University of California Riverside (UCR) and Davis (UCD), Can Tho University (CTU), Rubber Research Institute of Vietnam (RRIV), and Kyoto University. In September 13, 2012, the SPAMAST BOT approved the 6-year Strategic Plan of the institution (2013-2018) through Resolution # 660. The college has aligned itself with the direction of the plans of the Province of Davao del Sur, the Region XI, and the Philippine Development Plan, 2011-2016 of the National Government.

INTRODUCTION
SPAMAST ended year 2012 with pieces of good fortune. The institution started has been treading towards its desired status to create and contribute impact to the development of the neighboring communities, province, and country and even in the international grounds. On its 30th year, the Southern Philippines Agri-Business and Marine and Aquatic School of Technology has continuously strive to achieve and pursue its vision to become a leading institution in the fields of aqua-terrestrial and technopreneurship responsive to the development needs of Southeast Asia and beyond. The presentation of accomplishments of the college is anchored from the development plan of SPAMAST. It is categorized into different Key Result Areas namely: Curriculum and Instruction, Research and Extension Production and Income Generation, Human Resource, Student and Library Services, Laboratory, Physical Plant and Facilities and lastly, the Administration. Desired results of the individual Key Result Area is also articulated in this document. Presentation of accomplishments and progress are in descriptive, graphical, numerical and photo presentations to emphasize how achievements were carried out. This Annual Report for 2012 depicts the start of institutionalization of Planning, Monitoring and Evaluation of the newly crafted and approved Six-Year Development Plan (2013-2018) of the institution.

SPAMAST CAMPUSES MALITA CAMPUS SPAMAST has two main campuses. Its main campus is located in Barangay Poblacion of the Municipality of Malita, Davao del Sur. This sixhectare lot campus along the shore of Davao Gulf houses the Administration Office and the College of Agri-Business, Fisheries and Marine Sciences (CAFMS). CAFMS also has an eight-hectare lot satellite campus located along the national highway of Barangay Buhangin, Malita, Davao del Sur.
The CAFMS-Malita campus is composed of four (4) departments namely: Education, Fisheries and Marine Sciences, Information Technology and Laboratory High School. The fifth department of CAFMS is based in its Buhangin campus which is the Department of Agriculture, Agri-Business and Agro-Forestry. Altogether, the CAFMS offers three (3) graduate programs, six (6) undergraduate programs, three (3) non-degree courses, and a laboratory High School. Four (4) undergraduate programs are accredited by AACCUP in CAFMS, which are the Fisheries and Education programs with level 2 accredited status, Information Technology and Marine Biotechnology candidate status.

DIGOS CAMPUS
The other campus of SPAMAST, called the College of Agricultural Sciences (CAS), is located at a five-hectare lot near the Provincial Capitol in Matti, Digos City with a twenty-eight (28) hectare research and production area in Matanao, Davao del Sur. The CAS campus carries out the mandate of the institution to provide instruction in agriculture and other agriindustrial fields. Here, two (2) graduate programs, six (6) undergraduate courses, and two (2) nondegree course are offered. Last August 22-24, 2012, three (3) undergraduate programs are awarded Level II Accredited Status by AACCUP, which are the programs of Agricultural Technology, Education, and AgriBusiness. Validity is from September 1, 2012August 31, 2016. The rest of the Programs in CAS are awarded as Candidate Status with validity from September 1, 2012 – August 31, 2014. Research and Extension Office is also based in CAS. Twenty-eight (28) years after its conversion, the faculty and staff of the college continuously work tirelessly towards the realization of the vision of SPAMAST to emerge as a leading institution of higher learning in the fields of aqua-terrestrial and technopreneurship responsive to the development needs in Southeast Asia and beyond.”

I.
CURRICULUM AND INSTRUCTION
SPAMAST has seen the need to focus more on improving the delivery system of quality instruction as well as ensuring the marketability of its graduates. Priority of the institution is geared towards improving the quality of teaching and learning using appropriate delivery methods based on responsive curriculum. Likewise, excellences in both technical and academic performances, employability of graduates, quality assurance are some of the strategies that the institution wants to work on. For 2012, SPAMAST has started to concentrate on the following desired results:
a. Interestingly, 2012 marks a momentous event in SPAMAST history, as it became the first institution in Davao del Sur to have offered a doctoral program in consortium with Davao del Norte State College (DNSC). b. Performance of graduates in licensure examinations improved 1. Licensure Examination for Fisheries Technology Last October 16 and 17, 2012, the Licensure Examination for Fisheries Technology was given in Manila, Davao and Iloilo. Ninety-Five (95) out of Three Hundred Seventy-Six (376) passed putting the National Passing Rate to 25.27%. Last October 19, 2012, the Professional Regulations Commission (PRC) released the list of passers among which two (2) SPAMAST graduates in the person of Leonida Villelas Papalid and Rodrigo Bautista Muda, Jr. successfully made it to the list. Interestingly, SPAMAST got One Hundred Percent (100%) Institutional Passing Rate and surpassed the 25.27% National Passing Rate. Out of sixty-eight (68) schools, only SPAMAST and Isabela State University-Roxas got a One Hundred Percent (100%) passing rate . Table 2. 2. Licensure Examination for Teachers College of Agri-business, Fisheries and Marine Sciences (CAFMS) For new takers for AFE Majors, 13 passed out of 16 takers. For AFE re-takers and earners, 12 passed but the actual number of takers were not monitored. BSED Major in BioSci new takers got 100% passing (six out of six), re-takers have seven passers but again, number of takers was not monitored. For BSE Major in Math, three 1st takers passed out of nine and three repeaters also passed. College of Agricultural Sciences (CAS) A total of 47 new teachers passed licensure examination in CAS. Agri-Fishery Education has 26, Biological Science has 12 and Math majors have six passers. There were a total of 18 repeaters and seven were able to make it. It has been noted that the institution – CAFMS in particular has difficulty in monitoring the repeaters and earners. Earners (graduate of a particular program but opted to earn education units within or outside SPAMAST) in particular were also counted as alumni of the college. Table 3. 3. Licensure Examination for Agricultural Engineering Last August 21 and 22, 2012, the Board of Agricultural Engineers composed of Dr. Areoder C. Rico as Chairman, Engr. Juana T. Tapel and Engr. Felimar M. Torrizo as members, conducted the Licensure Examination for Agricultural Engineers upon which Two Hundred Ninety-Three (293) out of Five Hundred Thirty (530) passed the said exams. From among the two hundred ninety-three (293) passers, a SPAMAST graduate in the person of Ryan Art Montebon Tuling vested all other passers as he landed in second place garnering an average of 81.70%. SPAMAST likewise garnered an average of 50% Institutional Passing Rate, even surpassing the 47.7% National Passing Rate. 4. Licensure Examination for Agriculturists In the College of Agricultural Sciences, there were six takers with a degree in Bachelor of Science in Agribusiness and 7 in Bachelor of Science in Agricultural Technology who affected SPAMAST’s institutional passing, which is below the national passing rate.

Performance of graduates in competency-based examinations improved 1. Computer Hardware Servicing
Last April 2, 2012, Thirty - One (31) Associate of Computer Technology (ACT) students under the Information Technology (IT) Department from SPAMAST CAS and CAFMS were subjected to Computer Hardware Servicing (CHS) NC II Assessment in MINTECH, Digos City. All of the takers passed the evaluation.
2. Bread and Pastry Production On the other hand, there were also Thirty – One (31) Agri- Fishery Education students from the Education Department CAS hurdled the NC II Assessment for Bread and Pastry Production. It was conducted last October 23, 25 and 29, 2012 at Carmelo delos Cientos Sr. National Trade School (CCNTS) - Padada, Davao del Sur. 3. Animal Production II Twenty-six Agriculture Department students (4th Year BS Ag Tech and 2nd Diploma in Ag Tech) CAS gained competencies in the field of Animal Production. Likewise, 10 Agricultural Technology Department faculty members were rewarded with NC II in the fields of Animal Production and Horticulture. The assessments were undertaken last April and July 2012 by the TESDA WNAS. d. Programs Accredited Last August 22-24, 2012, an Accreditation Survey Visit was conducted in College of Agricultural Sciences in Matti, Digos City, Davao del Sur. Eight (8) programs were due for accreditation and the accreditation panel were composed of the following:

II. RESEARCH The Research unit of SPAMAST has gained its momentum in forging partnerships and linkages. Participation of researchers have even boosted the achievement in garnering recognitions, awards and patents , however, the need to focus in making research a medium to provide positive and direct impact to the communities is definitely identified. Research Unit is actively undertaking researches in collaboration with other agencies and LGUs. Presentation of the unit’s performance is organized according to the desired results.
1. Conducted and collaborated researches with other agencies are undertaken For 2012, SPAMAST was able to complete five researches in collaboration with World Fish/DOST, Xavier University, PCARRD and seaweed growers. These researches were conducted in Sta. Cruz, Digos City and Malita. On- going researches and projects count to thirteen. Sources of funds include institutional income, CHED, DOST –PCARRD, DENR AND DA-RFU XI. Collaborators are the MLGUs, BLGUs, SUC (DNSC) and other line agencies and private entrepreneurs. a. SPAMAST was also awarded as the Best Partner Member Agency and 1 st Runner-up for Best Reseach and Development Implementing Agency during the celebration of Southern Mindanao Agriculture and Resources Research and Development Consortium (SMARRDEC) last August 13-16, 2012.
III. EXTENSION The thrusts of the unit is focused in capacitating human resources to undertake extension activities; institutionalizing the monitoring and evaluation of external and institutional projects; implementing focused extension programs; increasing external funding sources; increasing number of beneficiaries reached and dissemination and utilization of technologies ensuring income generation and establishing demonstration and learning sites as show window for environment conservation. SPAMAST believes that this unit can reach out to communities and can help in the development of human resource. For 2012, the Extension activities of the college managed to increase beneficiaries reached including increasing number of extension activities. Collaboration with partners and stakeholders has also contributed to the achievements of the extension activities.

V. STUDENT SERVICES Based on the Strategic Plan 2013-2018, the desired result of the unit is to improve the delivery system of student services offered by each service unit. To realize the desired result, the following activities were undertaken:
Consulted with the physical plant and facilities in-charge in the renovation or provision of offices for each service units which includes the submission of Annual Procurement Plan for the request of necessary office equipment, facility, furniture and fixtures. In response to the pressing need in producing consistent and accurate reports for the services rendered, the office also initiated the drafting of the proposed Manual for student services with the assistance of the coordinators from each unit. As the school year begun, new faculty were designated as coordinators for each service unit to address theneed for realizing the objective of hiring qualified staff to manage each student service area.
To implement a well-organized and properly administer each program, each end of the semester, the office facilitated the conduct of evaluation for each unit as well participated in the seminar-workshop for making the action plan, accomplishment report and major final output that would guide in the implementation of the services. The following tables showed the activities undertaken by the student services units in order to improve its services rendered. Table 10. VI. LIBRARY
1. A modern library equipped with extensive collection using technology-based system service installed
Acquisition of two computer units CAFMS Malita campus and three computer units CAS Digos campus was undertaken in 2012.
2. A sufficient, qualified, and competent library staff that offers and provides quality services hired. Library staffs are maintaining statistical record of library utilization. They also conducted library orientation to all freshmen and transferees College students. This process will encourage students to patronize the library as venue for learning. Early of 2013, hopefully, a qualified and competent librarian will be hired to complete the team.

Faculty and staff development implemented As reflected in the pie chart thirty-four percent (34%) of the full-faculty of SPAMAST has a Master’s Degree while twenty-nine percent (29%) have Doctoral Degree. Twelve percent (12%) of the faculties are actively pursuing their Master’s Degree while seven percent (7%) are currently pursuing their Doctoral Degrees. The remaining eighteen percent (18%) of the faculties have baccalaureate degrees.

IX.
ADMINISTRATION
To realize the vision of the school, the Administration works on its part to strengthen and achieve the functional Planning Monitoring and Evaluation Information System in terms of comprehensive and effective linking with the Management Information System for systematic data gathering, information publications in the internet and SPAMAST website. Administrative services at the College of Agricultural Sciences shall be improved by providing a system of autonomy to facilitate needed transaction. The SPAMAST shall have implemented a refined and workable Organizational Structure in delineating line authorities among management levels for smooth operation. It shall have installed data bases for the different operational units for easy access and tracer studies to graduates in their respective professions and required information. Moreover, budget for the different department shall have been equitably allocated for implementation of procurement programs and provisions of needed facilities.

LINKAGES
In order to live up to its vision of becoming a leading institution of higher learning in the fields of aqua-terrestrial and technopreneurship responsive to the development needs in Southeast Asia and beyond, SPAMAST embarks into different linkages, both local and international, government and non-government organizations, in order to improve the quality of academic requirements, research and extension of the institution, as well to be of immense help to the community. The following are the linkages that SPAMAST entered into in CY 2012.
SPAMAST AND DNSC IN CONSORTIUM AGREEMENT FOR DOCTOR OF PHILOSOPHY IN EDUCATIONAL MANAGEMENT
Southern Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST) entered into Memorandum of Agreement in consortium with Davao del Norte State College (DNSC). SPAMAST President Dr. Irvin C.Genaralao and Davao del Norte State College (DNSC) President Dr. Jonathan A. Bayogan signed a Memorandum of Agreement for Doctor of Philosophy in Educational Management last July 25, 2012 at New Visayas, PAnabo City. The Memorandum of Agreement seeks to enhance administrative and teaching competencies for both institutions in order to ensure optimum use of their minimal resources but providing wider benefits to clienteles. The said Memorandum of Agreement was witnessed by Vice-President for Academic Affairs Dr. Nila Nanette S. Revilla and Dr. Helen W. Noel, both from SPAMAST, while Dr. Marilou Junsay, the OIC-Dean of Graduate School, Mercedita E. Floro, Chairperson of Graduate School and Dr. Edgardo M. Santos, DNSC Dean Emeritus of DNSC. It is worthy to note that there is no other higher educational institution that offers doctoral program in Davao del Sur. With this consortium, SPAMAST reached another milestone as the only institute of higher learning in Davao del Sur that offers a doctoral program.

DBM ALLOCATED ADDITIONAL Php 100,000.00 SCHOLARSHIP GRANTS TO SPAMAST The Southern Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST) was allocated One Hundred Thousand Pesos (Php 100,000.00) by the Department
of Budget and Management (DBM) as financial assistance for the implementation of Scholarship Programs for eighteen (18) students. The said amount will be creditable from the Priority Development Assistance Fund for the Fiscal Year (FY) 2012 under Republic Act (R.A.) No. 10155,otherwise known as the “General Appropriations Act.” It will cover the Financial Assistance for the Scholarship Program among various State Universities and Colleges (SUCs). Each State University and Colleges will received One Hundred Thousand Pesos (Php 100,000.00) for their respective scholarship January-December 2012

programs. The said Financial Assistance for Scholarship Program was realized through the initiative of Congresswoman Emmeline Aglipay, representative of DIWA Party list.
BFAR Allocates additional Php 3.75M to SPAMAST on “Mangrove Resource Enhancement Project” The Bureau of Fisheries and Aquatic Resources (BFAR) and Southern Philippines Agribusiness and Marine and Aquatic School of Technology (SPAMASTS) entered into a Supplemental Memorandum of Agreement (MOA), wherein the former allocates an additional fund of Three Million Seven Hundred Fifty Thousand Pesos (Php 3, 750,000.00) for the “Mangrove Resource Enhancement Project”. The said allocation was actually an additional stipulation entered into between the same parties in a Supplemental Memorandum of Agreement (MOA) entitled “Mangrove Rehabilitation Project”, in accordance with the Memorandum of Agreement entered into by the parties on dated December 23, 2011 on the effective implementation, operation and good governance of the “Aquasilviculture Project”- a government project which aims to ensure resource sustainability, to attain food security and to alleviate poverty.

SPAMAST received 5.1M on Technomart of Coco Sugar Project from PCAARD through SMAARDEC The Coco Sugar Industry is one of the fastest growing industries in Davao Region. It is therefore one of the focus commodities of the Pinoy Science and Technology Services for Farmers and Entrepreneur. It is a technology transfer modality that integrates innovative approaches of Science and Technology Based Farms (STBF) and Technomart, which is aimed to address the gaps in production through Science and Technology-Based interventions in the farmers’ field and push agro-based products from the communities to the markets. Hence, the program entitled “Development Program for Coco Sugar in Davao Region” was proposed to improve the Coco Sugar Industry in Davao Region. This program was based on the result of the recommendation of the supply chain study of Dr. Purisima Bayacag to protect the industry and to strengthen their bargaining power. Under the said program, two (2) of the projects thereof were proposed by Southern Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST), being the partner member agency in the implementation of the Science and Technology Based Farm (STBF) on improving production of Coco Sap and its products. The first project is the Science and Technology Based Farm (STBF). In the Science and Technology-Based Farm (STBF) Project, the Science and Technology Interventions are confined in the farms of Mr. Benjamin Lao in Bansalan, Davao del Sur, with funds coming from PCAARRD through SMAARDEC to establish comparison between his existing farming practice and the Science and Technology interventions. The second project is the “Community Based STBF Project on Improving Coco Sap Production and Safety Primary Processing in the Selected Municipalities of Davao del Sur.”
PHILRICE AND SPAMAST SEALED RESEARCH CONTRACT
Dr. Irvin C. Generalao, President of Southern Philippines Agri-business and Marine and Aquatic School of Technology (SPAMAST) and Mr. Manuel Jose C. Regalado, Officer-In-Charge of Philippine Rice Research Institute (PRRI), enetered into collaboration by sealing a research contract to conduct a study entitled “Genomwide Selection for Grain Yield” for 2012 wet season. The said collaborative project became effective for one (1) season beginning in May until October 2012 wet season. SPAMAST was chosen as the partner of PhilRice because it yielded highest in Region XI.

Memorandum of Agreement with Department of Agriculture (DA) Regional Office XI for the “Enhancement of Organic Demo and Training Farms for the Marginalized Seaweed Farmers in Davao Region” in the amount of Php 1.4M. The Southern Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST), represented by its President DR. IRVIN C. GENERALAO, and Department of Agriculture-Regional Field Unit XI Officer-In-Charge (OIC) and Regional Director CONSTANCIO C. MAGHANOY, Jr. entered into a Memorandum of Agreement (MOA) last June 27, 2012 at Davao City to undertake a joint project known as “Enhancement of Organic Demo and Training Farms for the Marginalized Seaweed Farmers in Davao Region.” The said project, which will have a five (5)-year duration starting from September 2012 until September 2017, is a joint undertaking between SPAMAST and DA-RFU XI. As such, SPAMAST requested for funding assistance from DA-RFU XI in which the latter eagerly agreed to provide. This is in view of the mandate of Republic Act (R.A.) No. 8435 otherwise known as “The Agriculture and Fisheries Modernization Act of 1997”. Based on the said law, the Department of Agriculture (DA) embraces food security, poverty alleviations and social equity as among its guiding principles and has considered the objective of ensuring that the poorest sector of society will have equitable access to resources, income opportunities and basic and support services to improve their quality of life. Memorandum of Agreement with CHED over Student Grant-in-Aid Program for Poverty Alleviation. A Memorandum of Agreement was entered into between the Commission on Higher Education (CHED), represented by its Chairperson Dr. Patricia B. Licuanan, and Southern Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST), represented by its President Dr. Irvin C. Generalao, for STUDENT GRANTS-IN-AID PROGRAM FOR POVERTY ALLEVIATION (SGP-PA) IN THE CHED DISBURSEMENT ACCELERATION PROGRAM, AY 2012-2013 last September 25, 2012. The said Memorandum of Agreement was signed in the presence of Dr. Raul C. Alvarez, Jr., Director IV of Regional Office XI at CHED Bldg., USEP-Campus, Loyola St., Bo. Obrero, Davao City. A total of Three Million Pesos (Php 3,000,000.00) was allocated to SPAMAST for this program. The said program was instituted by CHED in partnership with the Department of Social Welfare and Development (DSWD) and Department of Labor and Employment (DOLE) as a long term instrument and commitment to break the vicious poverty cycle afflicting the poor. This program is being undertaken for four (4) to five (5) academic years commencing Academic Year 2012-2013. The SGP-PA aims to contribute to the National Government’s thrusts in effectively addressing poverty alleviation by increasing number of graduates in higher education among poor households and to get these graduates employed in high-value added occupations in order to lift their families out of poverty and contribute to national development. Aside from SPAMAST, other grantees of the said program are Davao del Norte State College (DNSC) and Davao Oriental State College of Science and Technology (DOSCST). January-December 2012

DENR ALLOCATES Php 3.5M TO SPAMAST ON CLONAL NURSERY A Memorandum of Agreement was entered into between Southern Philippines AgriBusiness and Marine and Aquatic School of Technology (SPAMAST), represented by its President, Dr. Irvin C. Generalao, and Department of Environment and Natural Resources (DENR), represented by its Secretary Ramon J.P. Paje, last September 10, 2012 at Davao City, for the establishment of Clonal Nursery in SPAMAST. The said Memorandum of Agreement was witnessed by Mr. Marcial C. Amaro, Jr. Director of Ecosystems Research and Development Bureau of DENR. Likewise, the said Memorandum of Agreement was made possible through the initiative of Dr. Augie Fuentes. Consequently, DENR allocates Three Million Five Hundred Thousand Pesos (Php 3.5 M) for the construction of the said clonal nurseries and facilities, program on manpower development and related activities pertaining to clonal propagation technology. Aside from the said allocation, DENR will likewise assist in seed sourcing, collection and processing, provide technical guidance in the selection or profile of species to be planted, species-matching, and updates on reforestation techniques and methodologies. DENR will likewise mobilize all its bureaus, attached agencies and regional offices to provide support to SPAMAST. SPAMAST on the other hand, will set up the clonal nursery complex and its related facilities, to include ramet/hedge gardens and seed storage/seed banking. Likewise SPAMAST must oversee the establishment, maintenance and operation of the clonal nursery complex and its related facilities. It also includes providing water system, electricity, air-conditioning unit and other necessary equipment.

SPAMAST Participated in the 9 Davao Gulf Week and 2012 National Maritime Week Mayor’s Conference 1
Davao Gulf cuts into the island of Mindanao from Philippine Sea. It has an area of 308,000 hectares. It is surrounded by thirty three rivers and creeks, twelve major watersheds and eight micro watersheds. It is surrounded by five cities namely: Davao City, Digos City, Island Garden City of Samal, Panabo City and Tagum City. Davao Gulf is undoubtedly one of the centers of economic life in Davao Region. It has contributed to the economic upliftment of the local government units surrounding it. Given its immense importance in the life of the inhabitants within its vicinity, there is therefore a dire need to balance development with environmental protection for sustainability of the bay and its adjacent areas. Moreover, considering the upsurge of modernization, there are also risks of oil spills and other pollutions thereof.
It is for these reasons that stakeholders in Davao Region are cognizant of the said risk. They somehow recognize the necessity to cooperate with each other and join their efforts together to effectively monitor and respond to incidents of oil spills and other pollution within their capability and management processes as well as the need to effectively manage and maintain the high marine biodiversity and natural ecological process within Davao Gulf and its environs. Hence, a Memorandum of Agreement was entered into by these stakeholders last September 21, 2012 at Grand Men Seng Hotel, Davao City upon which SPAMAST was the only representative from the academe to have participated therein.
