Federationdesiresto invite attention of the Railway Board to the discussionsheld in the meetingon NFIR/PNM item No. 60/2012at Rail Bhavan on 16107/2014 relating to allotmentof qualification based pay scale/gradepay to ECG and Holter Technicians in Railway Hospitals Technicians.It was respondedby the Railway Board that the issueis relating to allotment of revised gradepay and VII CPC has alreadybeen constituted,appropriaterecommendationwill be sent to 7th CPC. However,during discussions,GeneralSecretaryA.lFlRpointed out that the issueof allotmentof qualification based Pay Structure to ECG & Holter Technicians had arisen consequentto the implementationof the recommendationsof 6thCPC and the samehas not been settledby the Railway Ministry for long six years,thereforereferenceto VIIth CPC for rectification while evadingthe issue doesnot appearto bejustified. In this connection,NFIR desiresto reiteratethat the entry level qualification for this category. of staff is Graduationin Sciencewith Diploma or three yearsexperience,the categoryof staff needto be placedin PB-2+GP4200w.e.f. 0110l/2006.The injusticemetedout to this categoryof staff can be rectified even now if the Railway Ministry makes out a detailed proposal with full justification, in consultation with the NFIR, for grantof PB-2+GP4200to ECG & Holter Technicianw.e.f 0110l/2006 and seeksapprovalof Ministry of Finance/DoP&T. NFIR, therefore,requeststhe Railway Board to kindly senddraft proposalto the Federationat an earlv datebeforesendif,sthe sameto the MoF/DoP&T.
