Guest Editorial Will it be any different from the existing ones? It is first edition of this newspaper and so first editorial from the editor's desk. A natural question may arise, a reader may ask- "amid so many newspapers; print and online and Major Saras Tripathi amid so many news channels that a layman cannot count, why another newspaper?" Will it be any different from the existing ones? Will it serve any purpose differently? Answer is Yes and no, depending on how you view it. Out of four pillars of democracy, Press or Mass Media is the only one that does not find any mention in the constitution of India. However, the Press derives its Implied right of freedom from the Article 19(1)(a) of the Constitution and real power from the awakened citizenry. Thus the press is subject to the restrictions that are provided under the Article 19(2) of the Constitution. Before Independence, there was no constitutional or statutory provision to protect the freedom of press or the individual. Today when we are starting to publish a newspaper amid sea of publications and so many TV channels, we have a mission. Our mission is "to visualise the unseen, touch the untouched, listen to unheard and do the undone." Most of the newspapers get in to rot and treadmill of daily news and analysis. Whereas we want to discuss future, see that no one has been able to see and do that others think is not their duty. It is new journey with new mission. When on 29 Jan 1780, James Augustus Hicky published the first newspaper in India (and Asia too); The Bengal Gazette, he might have never imagined that he is placing a foundation stone of an institution that will be largest in the world. Similarly, a new journey has begun with a small step. It is the awaked citizenry that will decide whether it is stuck up with the bailiwick or revolutionizes its thoughts process for the creating its tomorrow today. We believe information is power and decisions taken based on well analysed information is creating future. Wisest among all; our Rishis have revealed the eternal truth: "YatoGyanam, Tato Balam (where there is knowledge, there is power.)". Let us not only dissipate information but empower the citizenry with power of thinking and creating the future.

I think the politicians need, at least once a year, to pretend to be abiding by my ideas and ideals. Can I bluntly come to the point and ask you: Why did you cheat Sardar Patel out of the premiership of free India? India would have been a different place. Gandhi: Oh... I hear you, young man. This is fake news and fake history. As far as I can recall, this charge was never levelled as long as Jawahar was alive. It was much later that some people invented this fiction... Anchor (interrupting): But there are documents…. Gandhi: There are no documents. There cannot be any document because no one was done out of anything. Whatever you have is manufactured history. Women and heart diseases: Spot the warning signs With the new numbers suggesting that close to 50% women in India are at the risk of heart ailments, on World Heart, Day take a moment to think about your ticker. A survey conducted by the American Heart Association (AHA) found that women didn't consider heart disease as a major cause of concern, in spite of the condition being the no.1 killer in women. Typically, women think of heart disease as a potential threat for males and end up ignoring many symptoms of the same in themselves. The main reason for this is a lack of awareness about the symptoms and the causes of cardiovascular disorders. According to data from The Heart Foundation, 90% women are unaware about high cholesterol being a threat to their hearts. Several women end up blaming their physicians for their limited knowledge of possible risks, which makes them mistake the symptoms of heart-related disorders for a panic disorder or a stress attack. In fact, almost a third of female heart patients experience chest pain in the month before they have a heart attack. Sadly, they fail to understand the symptoms and do not take necessary precautions. To empower women with the right medical knowledge and help them take corrective steps when the warning signs of a heart attack become apparent, Mahesh Jayaraman, Medical Researcher, Therapist, Health Advisor and Co-founder of health platform Sepalika.com, and Dr Manthan Mehta, Specialty Medical Officer, Dept of Pharmacology, TNMC and Nair Hospital, have listed down some points for ANI. 5 warning signs of a heart attack in women: FATIGUE The AHA survey revealed that fatigue is the biggest signal of an oncoming heart issue amongst women. Prior to a heart attack, 70% women experienced weakness even without exerting themselves. While fatigue can often be ignored as a common part of the ageing process, unexplained fatigue can be a warning sign of a heart attack. Fatigue that does not go away even after adequate rest and sleep needs to be addressed. What's the connection between fatigue and heart attack? Well, one of the causes of fatigue is the heart not pumping enough blood. As a result, the cells do not get sufficient oxygen to burn fuel and generate energy. LACK OF SLEEP

Ever wondered why your sleep is interrupted often? While work-related issues or other issues can often result in sleep disturbances, if there are no such apparent reasons then you cannot rule out the risk of a cardiovascular disease. A weak heart decreases oxygen levels in the body, which may lead to insomnia or unexplained bouts of waking up at night. TROUBLED BREATHING: If you often have to exert more effort than usual while breathing, then it could be a sign of a heart trouble. Women who are overweight and do not indulge in any physical activities may experience shortness of breath even while lying down or walking. If you're experiencing such symptoms, get yourself tested to ensure your heart is healthy. ABDOMINAL PAIN A heart attack may not always start with chest pain; it can start with a pain in the upper abdomen as well. The pain can worsen and spread up to your left shoulder and arm. A sharp pain in the stomach could be a sign of an impending heart attack. ANXIETY Anxiety attacks can occur unexpectedly, and can leave you shaken. The symptoms you may experience are shortness of breath, sweating, numbness of hands and feet, which could be indicators of an unknown heart problem. Such bouts of anxiety can occur due to improper distribution of oxygen in the body, especially to the brain, and must not be ignored. Risk factors of heart attack in women: Some of the traditional risk factors for heart disease amongst women are high cholesterol, diabetes, high blood pressure, hypertension and menopause, due to lower levels of estrogens, stress, depression and obesity. These factors have a bigger role in the development of heart diseases in women as compared to men. Also, women who smoke are at a higher risk of getting heart disease 19 years sooner than non-smokers. In India, both men and women are at an equal risk of heart attacks. However, women tend to disregard the warnings as age-related problems. This tendency needs to be curbed through proper education and awareness building. Women need to understand that they are as prone to heart disease as their husbands, fathers or brothers. Any time a warning sign crops up, they must take it seriously and visit the appropriate medical practitioner in time.

And, if you will permit, I shall like to read out what Vinoba — who I believe is the flavour of the month with the new rulers — had observed: “I wish to say something. I belong to the state where the RSS came into being. Here I am, having relinquished caste; but still I cannot forget that I belong to the caste of the man who committed this act [Gandhi’s assassination]. ..... I have been living in Paunar for many years; there, too, four or five people have been arrested on suspicion of some kind of involvement with Bapu’s assassination. There have been arrests in Wardha and Nagpur, and further arrests are being made all over the place. This organisation has been spread far and wide and with great skill, and its roots have struck very deep. It is completely fascist in character... Gandhiji’s principle was that of truth; it seems to me that the principle of these people must be that of untruth. This untruth is an integral part of their technique and their philosophy. “The methodology of the RSS has always been antithetical to ours. When we were going to jail, their policy was to join the army or the police force. They would always be quick to turn up anywhere where there was a

likelihood of Hindu-Muslim riots. The government of the day saw its advantage in all this, and gave them encouragement; and now we are having to deal with the consequences.” Anchor: That is just one man’s opinion. Nothing was proven against the RSS... And, what about Bose? Why did Nehru hate Bose so much? Gandhi: My dear young man, can I let you in on a secret? There were very few differences between Jawahar and Subhas. It was with me that Subhas had great differences, both in techniques and ideas. Subhas’ problem was that he was too deeply, perhaps too hopelessly, anchored in Bengali temperament. May I recommend that you read Nirad C. Chaudhuri’s book, Thy Hand Great Anarch! Nirad babu’s book is not very kind to me, but he makes it absolutely clear Nehru had no quarrel with Bose. Rather, Subhas was annoyed that Jawahar — as, also Sardar — sided with me at Tripuri [session of the Congress, 1939 May I continue? Thanks. Everyone cites Bose’s angry letter of March 28, 1939, where he accuses Jawahar of “tremendous dislike for me.” Read the full context in Nirad babu’s book and only then can you get a flavour of that relationship. Jawahar was “most dignified.” Minor differences have been magnified into a great rivalry. Anchor: Why are you so defensive on behalf of Nehru? Gandhi: You are either deaf or dumb or a simpleton. What is going on in India today is the replication of the old imperial strategy of divide and rule. We could outwit the British machinations because there were absolutely no quarrels among our senior leaders. Differences, yes; rivalry, may be; but, animosities — no way, just no way. I have a fair idea of what is going on in the country and why history is being distorted and rewritten. The clear attempt, as I see it, is to de-legitimise Jawahar by manufacturing a great animosity between him and Sardar, between him and Subhas, and between him and Bhim Rao. Till 10 years ago, some of these very people were tearing down Bhim Rao; now they pretend to be his admirers. And, take it from me, a chatur bania: After they are done with Jawahar, they will come after me.

INSURANCE FOR TWO-WHEELER Tarun Mathur WHETHER you live in a city or countryside, a two-wheeler is something that you invest in at some point in life. It is an economic vehicle which you can ride easily through populated roads, but there a few things like a mandatory insurance that you must keep in mind to ensure a stress-free journey on the roads. The Motor Vehicles Act of India has made it compulsory for a rider to get a valid insurance cover on every two-wheeler, which is driven on Indian roads. So, make sure you get the right cover for your two-wheeler before you start riding on the roads. However, the statistics say a different story and according to the latest figures, out of all the motorbikes on the roads, only 30% are covered by motor insurance. A prime reason behind this is the insurance sold to the buyers for a new vehicle, which is usually valid for one year and if not renewed by the owner gets automatically lapsed. In the wake of this scenario, IRDAI allowed insurers to launch a long-term twowheeler insurance policy which lasts for 2 to 3 years depending on the plan you choose. Now, this leads to another important question – when it comes to two-wheelers, should one buy a long-term policy or just a one-year policy is better? If you are going through a similar dilemma, here are some scenarios to help you clear the clutter. Scenario 1: You have a new two-wheeler If you have purchased a bike recently, then it is quite possible that the dealer has sold you a one-year policy for your vehicle. The chances are high on such policy sales because not many channels/dealers have moved towards long-term policies. Probably a part of it is since the person purchasing the bike looks at on-road price and the dealer has to keep it low at all times.

Buying long-term vehicle insurance has many benefits. It will not only save up to 27% on your own-damage premium but will also free you from the hassle of renewing your policy every year. Hence, you should make a mature decision by exploring more options available in the market before you buy insurance. Scenario 2: You have an old two-wheeler There is no denying that Indians often keep a motorcycle for a long period, sometimes for more than 15 years also. Renewing your insurance policy is very economical as the IDV gets very low and so does the premium, and going for a one-year insurance policy is the only choice you will be left with. The reason behind this is that most of the insurers do not sell long-term insurance policy once the age of bike is more than 10 years. Insurer’s like New India Assurance only provide longterm insurance with zero-depreciation add-on until the vehicle age of three years and with-out zero-depreciation add-on the age is limited to six years. Hence, you have an old bike opting for a standard one-year policy is the only option you are left with. Scenario 3: You are planning to sell your bike Plans to sell an old bike would usually mean that you need insurance only for a couple of months because once you sell it, the insurance will either be ported to the new owner or the new owner will have to buy a new insurance policy as per his/her needs. In this case buying a single year policy suits best for you and it also saves the extra money you would spend on buying a long-term policy. Insurance is something that can be of great help when purchased thoughtfully. Hence, it is very important for you to analyse your needs before buying it. After all, it should fit your needs, not just for shortterm but for a longer period too.

Typhoid vaccine could halve infection rate A typhoid vaccine, licensed only for use in children under two years of age in India, could prevent over half of the infections, according to a study published in The Lancet journal. In a trial of 112 adults the Vi-conjugate typhoid vaccine has proven safe, highly immunogenic. The study provides the first efficacy data for the leading candidate vaccine being considered for widespread use in children under 2 years, who are disproportionately affected by typhoid. The trial uses a controlled human infection model, in which healthy volunteers are vaccinated and then deliberately exposed to the pathogen. These types of studies have been used to support the development of various vaccines as they can be rapidly deployed to assess vaccine efficacy. The Vi-conjugate vac-

cine studied in this trial is only licensed for use in children under two years in India, and there are no

typhoid vaccines licensed worldwide for use in children under two years old. The study provides evidence to support the development of Vi-conjugate vaccines as a control measure to reduce the burden of typhoid fever. Typhoid affects

poor sanitation, particularly in south Asia and sub-Saharan Africa. One in 100 cases are deadly and approximately three per cent of cases become chronic carriers. Typhoid is caused by Salmonella enterica serovar Typhi (S Typhi bacteria) and is usually

treated with antibiotics, but antibiotic resistance is increasing. Children are particularly susceptible to typhoid, but no vaccine is licenced for worldwide use in children under two years, contributing to poor adoption of typhoid immunisation programmes. In the study led by the University of Oxford in the UK, 112 volunteers were randomly assigned to receive a single dose of the Vi-tetanus toxoid conjugate vaccine (TypbarTCV; Vi-TT), the preexisting Vi-polysaccharide vaccine (TYPHIM Vi; Vi-PS), which cannot be given to young children, or a control meningococcal conjugate vaccine (MENVEO). One month post-vaccination, participants were given an oral dose of the bacteria (wild type Quailes strain of S Typhi). Participants were monitored daily for a two-

week period and were given a course of antibiotics if they were diagnosed with typhoid. At the end of the two weeks, all participants, including those not diagnosed, were given a course of antibiotics. In the control group, 77 per cent of participants were diagnosed with typhoid, compared with 35 per cent Vi-TT recipients and 35 per cent ViPS recipients, equivalent to a vaccine efficacy of 54.6 per cent for Vi-TT and 52.0 per cent for ViPS. "Our study provides further evidence to support the development of Vi-conjugate vaccines as a control measure to reduce the burden of typhoid fever, and individuals living in endemic regions should not be made to wait another 60 years to receive the vaccine," said Professor Andrew Pollard, from University of Oxford.

Pride walk on the ramp Purnima Sharma As 16 participants waited to get onto the ramp for the finals of Miss Transqueen India, the first beauty pageant for transwomen in the country, Nitasha Biswas’ goal was clear — not just to bag the coveted crown but also seek empowerment for herself and her community, especially for those who wish to get into various streams of the fashion industry. And with the crown now sitting pretty on her head, Biswas’ determination has increased manifold. “The journey ahead may be tough, but that makes my resolve even stronger,” says the 26year-old who is finding her bearings as a fashion model and hopes to zoom her way ahead and fulfill her late mother’s one wish — to open a home for underprivileged children. While all this may seem like a cakewalk today, the reality for Biswas has been far from easy. “Ever since my mother passed away when I was very young, I had no one to talk to and share my feelings about my sexuality — that despite being a boy, I felt more like a girl,” she says. Ridiculed for her mannerisms (“that came only too naturally to me”) right

through her school and college, Biswas braved on. Soon found herself a job with an online shopping site. “My aim was to collect enough money for a sex-change operation.” Although she had her father’s support, she was heartbroken to find many among her friends drop by on the wayside after her surgery. “It was strange how even those who professed to be educated and modern in approach started avoiding and looking down upon me,” says the writer of her soon-to-be-published autobiography, Nitasha — the Voice of Many (“The Story of My Journey”). She is now preparing herself for the Miss I n t e r n a t i o n a l TransQueen contest to be organised in March in Thailand. “Just as Sushmita Sen and Aishwarya Rai have brought laurels for India, I too want to be the first to bring this international crown for my country,” she states. Biswas is now part of a growing tribe of transgenders, who no longer accept being sniggered at for their mannerisms, feared for their ‘dark’ supernatural powers and thought of as fit only for singing and dancing at weddings or on the birth

of child. They are working hard towards a life of respect and dignity. “And why not? Aren’t we as human as the first and second genders,” asks Gauri Sawant, a wellknown transgender activist who puts a premium on education as a prerequisite to leading a respectable life in the mainstream. In 2014, when the Supreme Court passed the historic NALSA judgment recognising transgender people as belonging to the Third Gender, Sawant, who runs an NGO in Mumbai called Sakhi Char Chowghi, was the first signatory of the writ petition. “This has been a big step for us,” says the effervescent 37year-old. “At least we have an identity now. We can now get our passports, Aadhar and PAN cards and open our bank accounts.” But there’s still a long way to go. “Other than giving condoms to transgenders, the government should ensure that they have access to housing and other welfare schemes as well. It should ensure that everyone is sensitised about the Third Gender. This has to be done at the grassroots level itself,” says Sawant, who was born Ganesh, remember-

ing the “mocking, bullying and harassment” she had to face from not only her classmates but even teachers at school. “As a small child, I was unable to understand why I was being ridiculed at and

was rescued by Sawant from being sold into sex trade. Sawant adopted her and is bringing her up as her own daughter. “I may not have a uterus but I am still a woman and would yearn to be a moth-

sidelined,” she says recalling the time she wanted to grow up and be “like Usha Uthup and wear big bindis like her”. Finally, with no support from her family, Sawant left home at the age of 14, and today, after years of relentless work “with some very good people,” to empower members of her community, she has many reasons to be happy. But the biggest reason for her smile is Gayatri, her adopted daughter. When five -year-old Gayatri’s mother, a sex worker and an HIV patient, died, she

The 40year-old, who is working with an NGO that looks after the “rights, education and health of the community is helping bring up her brother’s

children. “I am more of a parent to them. I attend their school PTM, help them with their homework and examinations,” she smiles. While many transgenders are forced to leave home or are mercilessly driven out, Patil counts herself lucky. However, she does confess that her parents weren’t happy with her feminine traits. “With my mother gone, my aging father has no one to look after him but me,” says the activist, who is pursuing her ‘visharad’ in music. She often pens down her thoughts in poetry. “I write poems in Marathi, Gujarati, and sometimes in Hindi too,” she says. Not too far back, with her song “Panchi”, she was part of the first transgender album Songs of the Caravan featuring nine artistes, who traced their experiences of pain, loneliness, angst, yearning and ambition through the medium of music. Although she hasn’t faced the problems of discrimination that transgenders have to often face, Shaine Soni did come across subtle forms of ridicule. “I sailed through these maybe because I eventually landed into the fashion industry where there is more acceptance,” says

the 30-year-old. Although Soni’s mother wanted her to become a doctor but a year on in the medical stream, she realised that it was the world of fashion that was beckoning her. And soon Soni found herself in NIFT. She is now an integral part of the glam world (“training girls for the national and international beauty pageants”), reality shows, theatre and films. “My short movie, KhwaishQein, traces the life of a youngster’s survival in the Mumbai underbelly as he chases his dreams,” she informs. And now, post the TransQueen show, in which she was their mentor, Soni is striving to help all participants, even those who didn’t win. “I have spoken to some NGOs to give employment even to those who haven’t finished their schooling,” she says. And some of the girls, according to Soni, will be part of the mainstream fashion shows wowing all with their style and substance. While the transformation from a man to woman comes with its share of problems, so does the change from woman to man come riddled with its set of challenges. But Aryan Pasha, who started his medical

transition at the age of 18, says his journey has been fortunate. “Right from the beginning, I knew I was a man trapped in a girl’s body. So I behaved like a boy. Even my parents and other family members treated me like one,” he smiles. Aryan studied in a co-education school and played sports as competently as the boys there. “No one realised that I was actually a girl, not even my friends,” he says. It was only when he celebrated his 25th birthday and invited all his buddies “for a special announcement” that the truth about his sexuality was revealed. “Many of my friends actually cried empathising with the problems they felt I had to face while growing up,” says Pasha, who is now concentrating on bodybuilding in between attending conferences on HIV, etc. Ask him if girls seeking sex change have it easier than boys, and he shakes his head. “You can’t even imagine the problems some of them have to face — from being badly hit to being forced into marriage against their wishes. Even worse, they are subjected to rape within the family to coerce them to change their minds and act ‘normally’,” he adds sadly.--

Govt expects RBI to cut interest rate amid slowdown New Delhi, The government expects a helping hand from the RBI in the form of interest rate cut in the next monetary policy review on Wednesday to boost growth which fell to a three-year low of 5.7 per cent in the June quarter. Several experts and industry bodies too have made a strong case for lowering of the key interest rate in view of subdued inflation and the urgency to propel economic growth which appears to be reeling under the impact of demonetisation and GST implementation. However, bankers are of the view that the Reserve Bank of India (RBI) would maintain status quo as inflation has seen witnessed an increase. According to a SBI report, the RBI is likely to maintain status quo on key lending rate in its October 4 policy decision as it is “stuck in a conun-

SC urges AG to settle Bhakra dispute among Punjab, Haryana, HP New Delhi, The Supreme Court has asked Attorney General KK Venugopal to look into the prospect of an amicable settlement of the decades-old dispute between Punjab, Haryana and Himachal Pradesh over payment of compensation relating to the BhakraNangal and Beas power projects. The apex court directed the warring states to depute some responsible officers on the date to be fixed by Venugopal for adjudication of the long-drawn dispute in the top court. “We request KK Venugopal, Attorney General, to go through the matter to find an amicable settlement regarding the liability of the payment of the States of Punjab and Haryana to the State of Himachal Pradesh. The respective states may depute some responsible officer on the date to be fixed by KK Venugopal for this purpose,” a bench of Justices RK Agrawal and AM Sapre said. The current dispute is an offshoot of the September 2011 verdict of the apex court in an original suit filed by Himachal Pradesh in 1996, seeking 7.19 per cent of the total power generated from three hydropower projects, BhakraNangal-Beas projects, situated in its territory with effect from November

1, 1966. The apex court in its verdict had partly allowed Himachal Pradesh’s claim and directed the Centre to

calculate the compensation amount and submit a report in consultation with the three states. The apex court had on August 7, 2014, asked the Attorney General to assist in the matter to resolve the issue amicably. The Centre had filed its report in the case specifying how the compensation amount could be paid as per the 2011 decree of the top court. Himachal Pradesh has claimed that a compensation amount of Rs 4,249.45 crore is payable to it from Punjab and Haryana for the short supply of electricity from the date of actual supply and its entitlement, as

per the apex court verdict. The hilly state had stated it was entitled to Rs 2,724 crore on account of the Bhakra projects, Rs 1,033.54 crore in respect of Dehar Power project and Rs 491.89 crore with regard to the Pong Power project. The Centre in its report had said that as per the apex court’s verdict, Himachal Pradesh is entitled to a compensation of Rs 1,497 crore, about one-third of the claim. The compensation amount claimed by HP was also disputed by Punjab and Haryana, who had told the apex court that if it was entitled to 7.19 per cent share of the total power from the projects with effect from November 1, 1966, then it should also share the construction cost of these projects. The Bhakra dam across the Sutlej was proposed in 1944 in the then Bilaspur state. The construction of Bhakra dam resulted in submergence of a large territory of the Bilaspur state but benefited the then province of Punjab. The then Raja of Bilaspur had agreed to the proposal for construction of the Bhakra dam only on certain terms and conditions, including payment of royalties for generation of power from the water of the reservoir of the Bhakra dam.
