The West End Business Improvement Zone (BIZ) was established in 1991 and is geographically the largest BIZ zone in Winnipeg. Directed by a Management Board that is elected by its member businesses for a two-year term at the Annual General Meeting. Our by-laws state the Board should consist of twelve members who are West End business owners or employees and one appointed City Councillor. Every retail, commercial and professional business in the zone automatically becomes a BIZ member and contributes to the BIZ via a levy on their business tax. The City then remits the funds to the BIZ to fund projects, programs and initiatives to enhance and promote the area. We work to support our businesses and advocate for the best interests of the zone, to help build and sustain a thriving business environment and develop a strong supportive community. Although businesses initially fund the BIZ, many other not-for-profit organizations and other area stakeholders partner with us. Though they do not pay a BIZ levy directly, they value and support the work of the BIZ with donations, sponsorships, grants and in-kind contributions of services or resources, enabling us to do even more. We consider them honorary members of the zone. The staff, management board and committees of the BIZ are also supported by a City/BIZ liaison from the City Planning Department and work together with many other city departments and staff. However, the BIZ operates independently and not as a department of the City. Our vision for the West End is to be viewed as a vibrant community filled with shops and services, and top-notch dining, recreational and educational facilities. A place where businesses want to relocate and where people want to live, visit, work, learn and play because of them.

Chair Comments What a year we’ve had in the West End! The International Village Gateway would have to be the feather in my cap as the Chair of the Board and as a member of the Street Enhancement committee, as I had the opportunity to play a hand in the early creative process. The BIZ added many new murals to our gallery and our mural tours this summer were as busy as ever. We also continued with our media blitz, getting the name of the West End and our area businesses out to the public, using radio, TV and bus backs. Our graffiti removal team has been busy again this year keeping our zone and our partners BIZ zones free of graffiti. Our BIZ Patrol members have continued to serve as the eyes and ears of the area and have helped the businesses and area residents feel a better sense of security. I know I have enjoyed each year I’ve had with the West End BIZ more than the last. This is my 3rd AGM and the attendance and interest have grown as have the scale of the projects we undertake. We as a Board are proud of what we’ve accomplished this year and excited about the projects that we are going to be starting on. As for me, I couldn’t imagine what the last 5 years would have looked like without the West End BIZ. It has been a large part of my life and business since I moved onto Erin Street. I want to thank the Board for their continued support and also thank everyone who sits on a BIZ committee. I know the time commitment it takes, but I think we all find a sense of pride in seeing our ideas turned into reality. Thank You. Shane Storie, Board Chair
Executive Director Comments It’s been a year full of memorable firsts and highlights; concierge tour, restaurant guide, gateway feature, an abundance of new murals, exciting marketing and more! We have established our place in this City, with the West End amenities becoming well-known; an excellent variety of shops and services, a world of diverse culture and cuisine, world-class educational and recreational facilities, and good value in commercial and residential property. We are no longer just envisioning the future for our area, we are seeing it happen! People who thought they knew the West End are looking again! We are well positioned for 2012 with talented staff, board, and committee members all passionate to continue creating and implementing programs and initiatives that achieve results. We also aim to be your information station, your advocate and partner to effect needed improvements in our zone. Yes, there is still work to do and it’s important not to lose momentum. Our business members and area stakeholders continued their support, demonstrating to us that we are making a difference. Many of them shared their thoughts in this report. Finally, I want to thank you all for the experience of being able to do what I do here. I have the privilege of meeting so many people from all walks of life, all types of business and professions. Graffiti Removal
Street Enhancement
The TAG Team (Teaming up Against Graffiti), our partnership with the Exchange District BIZ, continues to allow us to have a greater impact. Staff, resources and supplies are being shared to maximize efficiency, response times, and the effectiveness of graffiti removal and related maintenance issues. Staff work together and coordinate work year-round, increasing personal safety and productivity. The van used in the removal of graffiti is decal wrapped to promote the program and its sponsors throughout the city. Six other BIZ groups contribute to the partnership in exchange for graffiti removal services for their business members. These include the Academy Road, Corydon Avenue, Mosaic Market, Norwood Grove, Osborne South and West Broadway BIZ. Between January and October, 2011, crews dealt with 1,559 logged jobs and removed 5,816 square meters of graffiti. Of those, 752 jobs (3,809 square metres) were completed in the West End. The TAG Team also repainted the vast majority of all city and private company-owned garbage bins in the West End, covering graffiti and freshening their look. Though graffiti removal is a free service, a signed waiver must first be obtained from affected property owners. This summer the Graffiti Removal program received assistance from MLA Andrew Swan’s office. Two high school students were hired to collect signed waivers from business and residential properties in the Minto area. In total, over 3,200 properties were visited and 727 signed waivers were collected. Waivers continue to come in by mail and fax. Our sincere thanks to the City’s Graffiti Control department for their continued support of our program, which allows us to make such a significant difference. Fine Option Program The Fine Option program is funded by the provincial government. It allows people who have been fined for a legal offense the opportunity to perform unpaid community service hours in lieu of their fine. Participants choosing the BIZ as a work placement assist us in tackling graffiti and maintenance concerns. Four individuals participated in this program with the BIZ in 2011, contributing approximately 25 hours.
Sweep Off On May 6 more than 150 students and teachers from General Wolfe School and Daniel McIntyre Collegiate swept up sand and litter along West End streets. Students from Tec Voc High School also spent a day cleaning up litter along streets in the vicinity of their school. All participants were outfitted with t-shirts, gloves, masks and equipment. The BIZ provided the schools with an honorarium in appreciation of their work. In its 19th year, the program has had a major impact on the cleaning of our streets. This year’s event sponsors included West End businesses and stakeholders Assiniboine Credit Union, Encore Musical Instruments, Frank Motors, Herzing College, Manitoba Public Insurance, Sons of Italy, University of Winnipeg, Wendy’s and Winnipeg Parking Authority. Take Pride Winnipeg! provided garbage bags and the City of Winnipeg Public Works department picked up the filled bags.

Floral Displays
The BIZ is working to reduce the practice of posters being plastered on walls, poles, windows, trees and street signage. The impacts of this activity include posters accumulating, resulting in an unkempt look, and the adhesive used to apply the posters damaging the surfaces on which they are affixed to. This is costly and time-consuming to repair. The BIZ encouraged groups who rely on postering to promote their message to post notices on West End bulletin boards, inside shop windows or to rely on social media.
Hundreds of curbside planters and hanging baskets filled with hearty grasses and plant varieties were on display over the summer, adding colour to the West End. Under this program the planters are owned by the BIZ and placed in front of businesses at their request. Others are distributed throughout the area.
To effectively add colour, vibrancy and a sense of warmth to the West End’s streets, no planter should remain unplanted. Each spring and fall any unplanted planters are reallocated to another area of the BIZ zone where they can be looked after.

Beautification and Maintenance Programs This summer four maintenance technicians, a student sponsored through the YMCA Summer Work Student Exchange Program and two Green Wave students worked to ensure that the West End looked its best. They planted and maintained floral displays, picked up litter, made minor repairs and assisted with graffiti removal as needed.
Given the cost and challenge of ensuring all planters are planted, the BIZ is no longer offering planters to businesses. Instead, businesses interested in having floral displays in front of their property are being encouraged to apply for a storefront improvement grant to purchase a planter suited to their needs.
Street Enhancement
The BIZ offers several options for businesses regarding the planting and maintenance of the planters under their care. BIZ members who want the BIZ to plant and maintain a display for them, including removal in the fall, pay a flat fee of $35.00 per planter. Those that want to plant and maintain their own planters are welcome to do so and do not incur any costs.

Thank you to the Province of Manitoba’s Urban Green Team program and Take Pride Winnipeg! for their support. In addition, the City of Winnipeg’s Parks and Open Space Division facilitates our area clean-ups and maintenance. Thanks to McNaught Automotive Centre and SRS Signs & Service for allowing us to park our BIZ maintenance and graffiti vehicles in their space. 6,861 bags of litter were collected by Maintenance staff throughout the zone between January and October.

Bulky Waste Bulky waste refers to large items that are dumped illegally and usually consists of mattresses, household furniture and construction materials. Bulky waste poses an environmental, health and safety risk. It also contributes to a negative perception of an area.
Street Enhancement
The West End BIZ is committed to improving the image of our zone by reducing bulky waste, expediting its removal and educating area businesses and residents about their disposal options. BIZ staff identify bulky waste sites, including the date the waste was noted, the street address, property type, specific location of waste, details about type of waste and quantity. Pictures are taken of sites where there are multiple bulky waste items. The information is logged in a comprehensive list and regularly e-mailed, along with any related pictures, to a direct contact at the City of Winnipeg’s Water and Waste Department. Once the information is received by the City, they in turn provide the BIZ with case reference numbers for each bulky waste site. These numbers are recorded by a BIZ staff member in the Bulky Waste List, to facilitate easier tracking and follow-up if needed.

Improvements included refreshed wood chips, wooden posts and landscaping work. New street furniture and an updated sign were also added to complete the look. This welcoming gateway is quickly becoming a West End landmark. Thank you to James Houldsworth and his team for their assistance with these refurbishments. A launch was held for the Gateway Feature and refurbished Saigon Park over the summer. The International Village Project was made possible by funding from the Winnipeg Partnership Agreement and the City of Winnipeg. The design and project management were overseen by McGowan Russell. Additional thanks to James Houldsworth and team. The luminaires along Sargent and Ellice Avenues were replaced and missing poles were installed. All received a fresh coat of paint, sprucing up their look and lighting along these streets. Receptacles were also added to allow for BIZ seasonal lighting.
Between January and October, 2011, 412 bulky waste occurrences listing thousands of items were reported to the City by BIZ staff, affecting 271 properties and sites.

The International Village Project was designed to enhance Ellice and Sargent Avenues. A Gateway Feature, located on Ellice between Balmoral and Spence, acts as a global-themed entranceway, welcoming visitors to the multicultural West End. Elements include decorative paving, colourful metal
Storefront Improvement Grants The BIZ offers grants to assist area business owners in improving the external appearance of their properties. BIZ members can apply for reimbursement of 1/3 of their total project costs, up to a maximum grant of $1,000.00. 10 grants were awarded to businesses in 2011 for projects that included new signage, awnings and exterior paint. This generated $30,591 in exterior improvements, with the BIZ contributing $7,528.32.

Planning & Project Assistant A university City Planning student joined the BIZ to work on designated projects and assessments. This includes a mural inventory; a master map of the area’s murals, banners, planters, signs, parks and any other street elements; an assessment of the difference in business and residential property values over the last five and ten years; an area development audit that records all infill housing, condo developments, new rental units that were created or are planned, and other developments; a report listing research grants and funding opportunities available to businesses and residential units; a new business determination over the past five and ten years; a banner bracket audit; a bicycle rack audit; and a comprehensive street hazard audit, including photographs of damaged streets and sidewalks. These audits and reports are valuable data the BIZ can use for marketing, project determination and advocacy.
The oversized and brightly coloured mural honours the 75th anniversary of the School Safety Patrol program, which began right here in the West End. It was painted by Mentor Breanna, with the assistance of over 75 local youth from summer community programs. The mural is located at Pal’s Supermarket, at 719 St. Matthew’s Avenue. An unveiling for the mural was held on September 13. Business owners Rami and Navdeep Chatha helped pull down the covering cloth to reveal the mural beneath, along with School Safety Patrol captains from Greenway and John M. King schools, who were in attendance. CAA Manitoba CEO Mike Mager shared a few words, as did WPS Superintendent Dave Thorne. Rudy Peters, a School Safety Patrol member at Greenway School in 1951, shared some of his own memories of that time. Barbara Myron, Principal of Greenway School, was presented with a canvas print of the mural. A video montage of the summer’s mural painting progress, created for the event by CAA Manitoba, was also shown.

“School Patrols: Carrying the Vision,” is the result of this summer’s Mural Mentorship program. The program sees a university student hired to work with area youth, teaching them basic painting skills and art techniques while creating a piece of public art.

“School Patrols: Carrying the Vision”

Other Murals As part of the International Village Gateway Feature, miniature murals were painted on two MTS utility boxes. Completed by artists Annie Bergen and Marcus Bauer, the murals depict the northern lights in vivid and swirling colours above a muted landscape.
“Power Play” was painted by artists Mandy van Leeuwen and Michel St. Hilaire at 338 Furby Street (at Portage). This mural is a depiction of Winnipeg’s passion for and achievements in hockey. The piece follows a timeline from the childhood days of practices and dreams, through historic memories and trophies, to the return of the NHL to Winnipeg. The mural is located across the street from where the “Winnipeg Falcons” mural, painted by the same artists, was once displayed. “Power Play”
International Village Mural “Our Home, Our Community” was also painted by artists Annie Bergen and Marcus Bauer. Funded by Manitoba Housing, the piece is located on the wall of a MB Housing apartment block at 356 Young Street. “Our Home, Our Community” is a colourful depiction of life in the West End, including local landmarks that have been incorporated into the piece.
Co-funded by the BIZ and the University of Winnipeg, “Remembering the Roller Rink” was painted on the exterior of the BIZ office at 581 Portage Avenue. It pays tribute to the Winnipeg Roller Rink which stood across the street since the 1930’s, until it was torn down in 2007. The roller rink saw upwards of 1,150 skaters at a time during its peak in popularity, including dance and trick skating groups. The mural showcases the interior look of the roller rink as it was and captures the energy of a skate there. The piece was painted by artists Annie Bergen and Marcus Bauer, while mosaic artist Ursula Neufeld created the mirrored disco ball.

Night Light Grants Safety is a top priority for many area business owners, for their customers, employees and property. Lighting up back lanes and parking lots with extremely bright exterior lights is part of the solution. The Night Light Grant program provides West End businesses and non-profits with free dusk-to-dawn light fixtures. These night lights include photo sensors and breakproof lexan shields. A night-time audit is performed by the BIZ Patrol to determine how many lights each business requires to create a safer environment. After receiving the lights, businesses are responsible for their installation and continued maintenance. This program is making a significant difference in the area as recipients experience a noted decrease in the amount of vandalism around their premises once they’ve installed the lights.

Safety Grants The Safety Grant program assists West End businesses with the implementation of safety measures that help their staff, premises and inventory become more secure. The BIZ cost-shares these initiatives on a 50/50 basis with the business, to a maximum of $500.00. Thirteen grants totalling $6,475.15 were paid out by the BIZ in 2011 for video surveillance systems, alarms and security shutters. These grants contributed to an additional $23,069.20 worth of safety improvements by the recipient businesses.

Business owners are encouraged to review the material contained within and then share the information with their staff, keeping it handy as a reference for future use. The guide continues to be in demand and is available for download from our website.

BIZ Patrol The West End BIZ Patrol are responsible for promoting a safer and friendlier West End by serving as extra “eyes and ears” to assist the Winnipeg Police Service. Patrollers interact directly with community and business members, area stakeholders and members of the WPS. Patrol staff gain excellent experience, skills and training for a career in law enforcement and other social service areas. Many former patrollers are now proud members of police, RCMP, border patrol, corrections and probation services. The opportunities to learn and network while serving the community are many.
The West End BIZ Patrol operates with two full-time patrollers and one part-time patroller during the fall and winter months. During the busy summer months staffing increases to four full-time patrollers. The Patrol works Monday through Saturday, alternating between daytime, evening and weekend shifts. In addition to cell phones, the Patrol is radio equipped and connected to the University of Winnipeg network. They are also in contact with Manitoba Housing via a separate radio.

Their duties see them provide the public with directions, general assistance and referrals regarding safety concerns; remove outdated posters; provide “safe walks” when requested; perform vehicle and property safety audits; notify the proper authorities of all criminal or suspicious activities; conduct public relations visits and presentations; assist at accident scenes as needed; identify new businesses to the area as well as vacant properties; deliver newsletters; and report area safety concerns and street hazards. They also work on special projects related to improving safety in the area and continue to be a great asset for the West End.

Derelict Buildings create a safety hazard as well as a negative image for the neighbourhood. Boarded up buildings or yards full of debris invite arsonists or entice youth to explore the properties. The BIZ Patrol completed an audit of all derelict buildings in the West End and then cross-referenced their list with those compiled by other community organizations. The audit list was formalized into a report and sent off to the City by-law officer. The derelict buildings audit found 210 properties that are in need of further investigation by by-law officers. Properties are only investigated and acted upon once reported, so projects like this one actively contribute to both the safety and image of a neighbourhood.
Our Patrol often receives feedback from people in the community on how they have made a difference in their day. Workers, visitors and residents appreciate the friendly and helpful assistance the Patrol can offer. The Patrol are a much-valued amenity in the West End communities. The first ever “Taste the World: Winnipeg’s West End Dining Guide” was printed and an initial set of 25,000 copies are being distributed to hotels, tourism centers and other targeted areas. The guide can also be downloaded from our website. Each and every West End restaurant and specialty food store was listed, along with their contact information and a brief description, sorted by cuisine category. This specialty piece will be sure to serve as a draw to area, known for its wide variety of ethnic eateries.

The tour received very positive and enthusiastic accolades from its participants, who are now knowledgeable about the West End’s many attributes, creating more publicity and revenue for our area businesses.

Marketing & Promotions This summer’s marketing initiatives focused on the tagline “So You Think You Know the West End?” Radio and television commercials all touched on this concept, as did the bus back advertisements. Tripwire Media Group once more professionally produced and managed the media blitz for us. Ads were costshared with participating West End businesses. Half the space was used to promote the West End and the other half to promote the participating business.
Concierge Tour The BIZ hosted its first ever “West End Concierge Tour” on the afternoon of July 12. Hotel concierges, front desk staff and tourism industry employees joined hosts Kenny Boyce and Rob Kristjansson from the City’s Film & Special Events Office. The aim of the

Social Media
The West End World print newsletter is published two times per year. The summer and fall issues provide West End businesses with information on BIZ programming, available grants, a listing of new businesses to the area and other important information related to the West End.
The BIZ added a social media presence by starting a Facebook page and joining the world of twitter. The Facebook page features posts that highlight community and BIZ-related events and Gloria Cardwell-Hoeppner, BIZ Executive Director, regularly tweets her recommendations of area businesses and services, highlighting amenities and events. An electronic newsletter is e-mailed biweekly to over 600 businesses and other interested parties. Different from the print newsletter, the e-newsletter contains regular updates on BIZ activities, community events, courses of interest to businesses and important need-to-know information. Educational Grants Boosting training and developing skills for business owners and their staff members helps our businesses succeed. The BIZ offers businesses the opportunity to receive reimbursement (to a maximum of $50) of the fees associated with a staff member attending a pre-approved seminar or course. Education that was eligible for grant consideration and determined to be of benefit to our business members included training in CPR & First Aid, Workplace Health & Safety, Human Resources, Business Finance, Management, Marketing and Business Development.

West End BIZ Website As the source for information about the area’s many assets, businesses and services, the West End BIZ website (www.westendbiz.ca) continues to provide visitors with valuable content and visuals. The site, overhauled and launched last year, is regularly updated with BIZ-related news items, but also provides information on the make-up of the BIZ and all of the programming it offers to its business members. All of this year’s promotions sought to direct people to the website, by prominently including the web address on all print materials. Thank you to Awesome Co. for their continual support with maintaining the website.

The 2011 Mayor’s BIZ Awards at City Hall on June 23 saw His Worship Mayor Sam Katz distribute awards to deserving individuals and organizations that were nominated by each of Winnipeg’s 15 business improvement zones. Long time BIZ board and committee member Scott Gair, owner of Encore Musical Instruments, was recognized with the 2011 Mayor’s BIZ Award. His very generous support of community events like the Sweep Off, Christmas Eve Feast and Skates & Badges, as well as many BIZ initiatives like the mural program, make him a very deserving candidate.

Tour participants were asked to fill out a survey about their tour experience. Much of this year’s feedback spoke to the knowledge of our tour guide, as well as the quality of the information that was shared about the murals and hearing about the area’s many amenities.
Mural Tours The guided Mural Tours allow participants to experience the unique history and culture of the area, providing them with information about the murals and historical facts and entertaining stories about the West End. The area’s unique shops and restaurants are also highlighted as part of the engaging narrative. The real value of the Mural Tours is the introduction to the West End that they offer participants. Tour participants see the neighbourhood’s restaurants, shops and services and become familiar with the area. They often come back to visit them time and again. The tours continue to be an excellent marketing tool for the West End. This summer our Mural Tour Guide Kayleigh led our award-winning walking tours, offering them in English and French. The tours showcased 28 of the area’s murals by following routes along Sargent and Ellice Avenues, as well as offering a combined Sargent/Ellice tour for the first time. Tours ran Monday through Saturday and lasted two hours each, with flexible daytime and evening start times available. A refreshment stop at a West End restaurant was also included in the price of the tour. Several larger groups participated in bus tours, providing their own bus and driver. These tours followed a prearranged route that included several murals not viewed during the walking tours. Complimentary mural tours were offered as part of the Jane’s Walk and Open Doors weekends. Community Events Community events create a positive interaction between residents, businesses and stakeholders and assist in building strong, engaged neighbourhoods. A healthy and supportive neighbourhood helps create a better environment for businesses. On February 23, the Winnipeg Police Service, West End BIZ and Central Neighbourhood Development Corporation co-hosted the second annual Skates and Badges event at Central Park. Inner-city youth and families learned to skate alongside police officers and BIZ Patrollers. Donated skates were available for their use and participants each received a pair of complimentary winter gloves. Hot chocolate, hot dogs and dessert were served as refreshments at Knox United Church and several mascots were on hand to provide entertainment for those who braved the cold. This event could not have been possible without the contributions of the many organizations, individuals and volunteers that stepped forward to make it happen. These include Knox United Church, Manitoba Hydro, Safeway, Salisbury House, SRS Signs & Service and Wal-Mart.

- Ravi Ramberran, Owner Awesome Co. The annual Ellice Street Festival, organized by the West End Cultural Centre, took place June 3-4. Friday night featured a concert at WECC. Saturday’s activities included live entertainment, a barbeque, community information tables, crafts and activities for all ages. Ellice Avenue was closed down between Maryland and Furby. BIZ summer staff were on hand to help with face painting, balloon animals and event cleanup, while the BIZ Patrol assisted with event security. Central Market, an open-air global market in Central Park, was a great place to enjoy locally grown food, imported goods and handcrafted items this summer. The full Market ran Saturday afternoons and a smaller version, Fiesta Fridays, was held Friday evenings. Children’s activities, live music and dancing also added to the fun market atmosphere. The BIZ installed Central Market banners on light poles along Edmonton Street, drawing attention to the annual event. The BIZ supports Central Park with Patrols, maintenance and promotions. Special thanks to Kerry Le Blanc, the Forks North Portage Partnership and James Houldsworth with the City of Winnipeg for their support of Central Park.
during the afternoon of July 27. The friendly soccer match between WPS Cadets, BIZ Safety Patrols and community members saw a good turnout. The match was followed by a complimentary barbeque. Hosted by Winnipeg Police Service and Central Neighbourhoods Development Corporation, the West End BIZ also sponsored the event. 2011’s annual Santa Claus Parade took place on November 12, at 5:00 pm, beginning at Portage & Young. As a parade sponsor, the West End BIZ office welcomed VIPs prior to the event. Mascots also used the BIZ office to change into their costumes and the BIZ Patrol assisted with barricade security during the parade. Once more, thousands of Winnipeggers lined the curbs of Portage Avenue to take in the floats and enjoy the festive atmosphere.

Presented by The Sons of Italy, the West End BIZ and Sorrento’s on Ellice, the feast welcomes 300 pre-registered guests, many new to the West End. A traditional holiday meal is served over the course of three sittings. Live music, pictures with Santa and gifts for children and families ensure that the event captures the spirit of giving, which would not be possible without the support of the events many sponsors and volunteers. The Christmas Eve Feast receives extensive media coverage.
To celebrate Canada’s birthday on July 1, Manitoba Housing hosted a family friendly Canada Day at Central Park celebration. Between the hours of 12:00 noon and 8:00 pm, BIZ mural staff were on hand to create balloon animals and paint faces for a steady flow of children. Maintenance staff kept the park clean of litter and the BIZ Safety Patrol assisted with event security.

It is common practice and in accordance with generally accepted accounting principles for organizations like the BIZ to restrict certain funds to maintain street furnishings, vehicles and cleaning equipment, as well as covering extraordinary costs resulting from damage or destruction to street banners, murals and other street enhancements.
An overview of the accomplishments of the Street Enhancement, Safety and Communications committees was presented. Programs such as Murals, Graffiti Removal, Street Maintenance, Sweep Off, BIZ Patrol and the promotional opportunities available to BIZ members, like the Marketing Campaign, were highlighted. A copy of the detailed report summarizing the 2010 activities was provided to each attendee.
Although the income statement or statement of operations on page 35 shows a credit balance of $4,415, this amount does not represent a loss for the year. It was generated due to an adjustment made on GST refunds previously claimed. The BIZ used its general reserve fund* to cover this amount. This is why the balance sheet or statement of financial position shows a positive balance of $4,989 as unrestricted assets.
Gloria also highlighted the completion of the International Village Gateway Feature, located on Ellice between Balmoral and Spence Streets. Elements include colourful metal flags, welcoming visitors to the West End in 16 languages.

This balance represents funds left over after the allocation of funds to the BIZ’s maintenance and unexpected expenses reserves was made in accordance with the standards established by the Board of Directors.
Rennie reviewed the presented audited financial statements for 2009, highlighting the following aspects:
The total value of grants received in 2009 was $206,856, which greatly supported the BIZ in delivering programs such as the Mural Tours, Safety Patrol and Marketing Campaign. Last year the BIZ appointed The Exchange Chartered Accountants Group, a firm with extensive experience in audits for not-for-profit organizations and BIZ groups. For this reason the Board of Directors again recommended The Exchange Chartered Accountants LLP as our auditors for 2010.
