WELCOME AND CALL TO ORDER – Steven Meeks opened the meeting at 6:32pm. ROLL CALL- 8 board members present at the start of the meeting: S. Meeks, E. Preston, L. Graham, D. Hackett, J. Fischbein, E. Aubry, E. Aguiar, A. Tootla. 1 board member absent with excuses: B. Jett. 4 board members arrived late: R. Williams, S. Jones, D. Garris, and C. Simmons. ADMINISTRATIVE ITEMS: a. Review of current budget and approval of March Monthly Expenditure Report- Discussion about the need for the board to approve previous expenditure reports. L. Graham asked that the board review these. S. Meeks stated that this action would not be included in this month’s regular meeting. b. Review and approval of March Minutes- L. Graham asked that “December” be removed from item #3. A. Tootla moved that we approve the minutes from March 12th. 9 Yesses: E. Aubry, E. Aguiar, J. Fischbein, D. Hackett, S. Meeks, E. Preston, A. Tootla, R. Williams, L. Graham. 0 Nos and 0 Abstentions. SENIOR LEAD OFFICER: (limited to five minutes) Not present. COUNCILMAN HERB WESSON’S OFFICE UPDATE: Kimani Black shared that a community cleanup of Adams Bl will take place on April 29th. There will be various meeting places. 550 volunteers will be present. J&J BBQ will cater. Street dedication at Spaulding and Adams Bl. at 1pm. The City of LA is interested in making Adams Bl. safer. Medians from Fairfax to Hauser are being discussed. 29 trash receptacles will be installed on this date. Stakeholders are encouraged to email K. Black if they recommend certain locations to install these. Stakeholder asked about a replacement Senior Lead Officer and K. Black indicated that a replacement officer will soon be assigned. Restaurant at Clyde and Curson is seeking community input before finalizing their plans. K. Black encourages stakeholders to hear their request because of the need for a sit-down eatery in our neighborhood. Stakeholder requested more street lights. Another question about speed humps. Speed hump program was reopened by the Dept of Transportation but quickly oversaturated. Stakeholder shared concerns about the lack of crosswalks in our community, which led to discussion. DWP easememt on the corner of Carmona and Bowden has a new BMX park for kids to use. Office requested to make the park ADA accessible and add callisthenic equipment. Embrace LA is a project to have conversations across communities to discuss diversity. Good Earth Community Garden cleanup – Request to give notices to the garden plot members. DEPARTMENT OF NEIGHBORHOOD EMPOWERMENT: PUBLIC AND BOARD MEMBER COMMENTS: (strictly limited to two minutes per person) a. Sada Mozer- Branch Manager from Baldwin Hills Public Library. Enoucrages us to fill out applications for library cards. Tomorrow, Carmadon Program with dogs that children can read to. b. Charles Yzaguirre- has recently become a member of the community and came to introduce himself and his partner. c. Zaneta Smith- Field Rep for Sebastian Ridley Thomas. Selected by the Dept of Transp and Cultural affairs to pursue the Vision Zero project. 10 miles in the city with many injuries have been selected for overhaul. Community Celebration Event on Fri May 12th from 5-8pm at Club Fais Do Do. Music and family-friendly. e. Michelle Udeorgi- Baldwin Hills community member shared that she is here to support the FandangObon Festival. Asks for board support for this event. f. Steven Yablok- Advocates for Vision Zero project. Encourages stakeholders to come to community celebration event on May 12 th g. Lori Hashimoto- Supports the FandangObon Festival. h. Jeremy Swift- The Freedom Ride offers free tuneups for people with bicycles. Announces that they have a non-profit fiscal sponsor. They’re applying for an NPG to gain support for their work. i. Kency Benjamin- From Rancho Cienega Tennis Club, would like funds for the tennis tournament, so requests that they be put on the agenda to request funds for a July event. j. Steven Anthony- Of Park Advisory Board of Vineyard Park. April 20th, there will be a bus trip to Viejas. On April 29th, there will be a community flea market at the Rec Center. Stakeholders can rent a table for $10 and sell between 9am-4pm. k. Steven Meeks- If anyone has requests for small asphalt street repairs, those are due tonight. l. Richard Williams- Expressed concerns about the election of E. Aguiar to the board. E. Aguiar answered the concern with verification that his organization works at schools within our NC boundary. m. Leslie Graham- Concerns that the NPG from the William Grant Still Arts Center was not placed on this agenda. STANDING COMMITTEE AND CITY LIAISON REPORTS Land Use Committee Meeting on April 11th- Clyde Curson Restaurant attended the meeting. The committee encourages the board to approve their request. Outreach Committee requests that any stakeholder who is interested, please sign up. NEW BUSINESS a. Discussion and possible action on current fiscal year budget amendment of an additional $5000 to Outreach, NPG or another category- R. Williams moved and L. Discussion about outreach efforts. Citlaly, a stakeholder, offers support for social media campaign to increase contacts. Another stakeholder suggested contacting real estate companies selling homes in the community to bring in new stakeholders. c. Discussion on any proposed Bylaws amendment - application due May 1st- S. Meeks requests that A. Tootla email Carmen Hawkins, the city secretary, to clarify the procedure for changing our by laws. d. Discussion and possible action on a Conditional Use Permit for Artisanal Brewers Collective /5645 Adams Blvd.- Margaret Taylor, urban planner, here to discuss the land use permit for the new eatery and microbrewery, Clyde Curson. Emphasis on local hiring, 31 parking spaces on-site, valet service in cooperation with church across the street, no live entertainment or after-hours events, security cameras onsite to control nuisance behavior as a result of some alcohol sales that they plan to
