Superintendent’s Report Dr. Entwistle began his report by thanking the voters for passing the August 13 Budget Amendment which will allow the school department to use $523,000 of the State allocated new revenue to off-set the new retirement expense that was handed down from the State to the Town, and to authorize the balance of the revenue to reduce Scarborough property taxes by more than a quarter million dollars. He stated how the Leadership Council has been very active over the summer completing several tasks:  Filled staff vacancies.  Finalized 18 Month Improvement Strategy.  Recognized staff 2012-2013 accomplishments.  Identified learning focus.  Developed an action plan for a new communications strategy. Dr. Entwistle shared the accomplishments of the summer student programs that were offered over the course of the summer. The newest program, JumpStart, was offered to incoming kindergarten students and exceeded expectations. Other programs were the Summer Reading Academy, Extended School Year Program and English Language

Page 7 Learners Program. Dr. Entwistle thanked the summer staff for their efforts in making each of these programs successful. There have been many trainings offered to staff throughout the summer, in areas of evaluation, curriculum and instructional quality assurance, to prepare them for the 20132014 school year. Dr. Entwistle also commended Todd Jepson, Director of Facilities, and his crew for their impressive efforts in each of the schools. He also noted the improvements to the safety and security systems that have been installed in the three K-2 schools and the Middle School. Jennifer Nitchman and her team were also recognized for their numerous projects, including an upgrade to a telecommunications system for the Town and schools, and for organizing and preparing the new HP Pro Books laptops from the State (at no charge to the district) for the Middle School staff and students. Dr. Entwistle concluded his report by welcoming the newest member of the Leadership Team – David Creech, new Scarborough High School principal. 6.0

Chair’s Report Mrs. Massengill also opened her report by thanking the voters for their support of the recent school budget. She noted several upcoming activities:  August 22 – School Board Retreat  August 26 – Opening Staff Day at 7:30 a.m. at Scarborough High School  August 27 & August 28 – First day for K-2 students (by appointment)  August 29 – First day for all students  August 30 – No school  September 2 – No school Mrs. Massengill continued with an update on the construction status of the new Wentworth School:  Finishing work in classroom area.  Beginning to paint walls and hang ceiling grids.  New water line to the building is installed.  All major structural steel is installed.  60% of exterior masonry is complete.  First floor doors should be installed by the end of August.  Mechanical systems are being installed and should be complete by November.

Appointments 7.5.1

High School Math Teacher Daniel LeBlanc is nominated to fill this position created by a resignation. Mr. LeBlanc earned a Bachelor of Science degree in Physics at the University of Evansville, Evansville, Tennessee. He has taught both high school math and physics in Colorado. Mr. LeBlanc will be placed on Step 5 of the Bachelors scale ($40, 348) per the collective bargaining agreement.

High School Math Teacher Natalya Nikitina is nominated to fill this position created by a resignation. Ms. Nikitina earned both her Bachelor of Education degree and Master of Education degree in Math and Physics from the Penza State Pedagogical University in Penza, Russia. She taught in Math and Science in Fryeburg. Ms. Nikitna will be placed on Step 1 of the Masters +30 scale ($38, 878) per the collective bargaining agreement.

High School .4 Art Teacher Elise Pelletier is nominated to fill this position created by a realignment of teaching staff. . Ms. Pelletier earned her Bachelors degree in Graphic Design from the University of Denver and her Masters degree in Art and Design Education from the Pratt Institute in Brooklyn, NY. She has taught various art classes in Maine and New York. Ms. Pelletier will be placed on Step 7 of the Masters scale ($18, 273) per the collective bargaining agreement.

High School Special Education Teacher James Schoonover is nominated to fill this position created by a retirement. Mr. Schoonover earned both his Bachelor and Master degrees from the University of Southern Maine. He has been a Special Education teacher in South Portland, Gray, Naples and Paramount, California. Mr. Schoonover will be placed on Step 26 of the Masters scale ($65,184) per the collective bargaining agreement.

Middle School Spanish Teacher Kathy Mills is nominated to fill this position created by a realignment of teaching staff. Ms. Mills earned her Bachelor of Arts degree in Spanish from Saint Michael’s College in Burlington, Vermont. She has taught Spanish in both the Biddeford and South Portland school districts as well as at The Hyde School in Bath. Ms. Mills will be placed on Step 10 of the Bachelors scale ($47,048) per the current collective bargaining agreement.

Middle School Math/Science Teacher Nathan Wentworth is nominated to fill this position created by a resignation. Mr. Wentworth earned a Bachelor of Arts degree in English and Psychology from Bates College. He earned a Master in Business Administration degree from Boston College and a Master of Professional Studies degree from Salem State University. Mr. Wentworth has been an intermediate classroom teacher in both Topsfield and Lawrence, Massachusetts. Mr. Wentworth will be placed on Step 15 of the Masters +30 scale ($59,278) per the collective bargaining agreement.

Middle School Art Teacher Maya Lena is nominated to fill this position created by a retirement.

Page 10 Ms. Lena received her Bachelor’s degree in Environmental Studies & Visual Arts form Bowdoin College, and her Master’s degree in Art Education from Tufts University. Ms. Lena has taught students in Virginia, Massachusetts and Portland. Ms. Lena will be placed on Step 4 of the Masters scale ($40,584) per the collective bargaining agreement. 7.5.8

Wentworth Classroom Teacher Tracy Galante is nominated to fill this position created by a retirement. Ms. Galante earned a Bachelor of Science degree in Education from Mansfield University, Mansfield, Pennsylvania and a MA in Education from Gratz College in Melrose, Pennsylvania. Ms. Galante has taught elementary students in Virginia, Pennsylvania and Vermont. Ms. Galante will be placed on Step 20 of the Masters +15 scale ($60,981) per the collective bargaining agreement.

Wentworth Special Education Consulting Teacher Mindy Rathbun is nominated to fill this position created by a retirement. Ms. Rathbun received a Bachelor of Science degree in Elementary and Special Education from Gordon College and her Master of Science degree in Educational Leadership from the University of Southern Maine. Ms. Rathbun has been a classroom teacher and a special education teacher in Maine and New Hampshire. She has most recently been the Assistant Director of Special Services for the Westbrook School Department. Ms. Rathbun will be placed on Step 21 on the Masters scale ($61,084) per the collective bargaining agreement.

7.5.10 Wentworth Special Education Teacher Jamie Deshaies is nominated to fill this position created by a retirement. Ms. Deshaies earned a BA degree in Sociology from the University of Southern Maine and her Master’s Degree in Education from New England College. Ms. Deshaies has been an Education Technician in the Scarborough School Department for seven years. Ms. Deshaies will be placed on Step 1 of the Masters scale ($35,284) per the collective bargaining agreement.

Page 11 7.5.11 K-2 Special Education Teacher Fiona Santiago is nominated to fill this new position. Ms. Santiago earned a Bachelor of Science degree in Therapeutic Studies from Boston University and a Master of Education degree from Endicott College. Ms. Santiago has been a special needs educator with the Nashoba Learning Group in Bedford, Massachusetts. Ms. Santiago will be placed on Step 7 of the Masters scale ($45,684) per the collective bargaining agreement. 7.5.12 6-12 Resource Librarian Karen Silverman is nominated to fill this position created by a retirement. Ms. Silverman received her Bachelor of Arts degree from Davidson College in Davidson, NC and her Masters degree from Drexel University. Ms. Silverman has been a librarian in many settings – both private and public. She was a school librarian in Pennsylvania for seven years. Ms. Silverman will be placed on Step 11 of the Masters scale ($51,484) per the collective bargaining agreement. Page 12 7.5.18 Eight Corners Classroom Teacher Andrea Wood is nominated to fill this position created by staff realignment. Ms. Wood earned her Bachelor of Arts degree in early childhood development from Wheaton College. She has been involved with elementary classroom work in Kennebunk, Biddeford and Scarborough. Ms. Wood will be placed on Step 1 of the Bachelors +15 scale ($34,416) per the collective bargaining agreement. 7.5.19 High School Art Teacher Erin Landry Fowler is nominated to fill this position created by a retirement. Ms. Landry Fowler received her Bachelor of Fine Arts degree from Montserrat College of Art in Beverly, MA. She has been a student teacher in the Poland, Brunswick and Scarborough school systems. Most recently she was a part-time Art Teacher at Scarborough High School. Ms. Landry Fowler will be placed on Step 2 of the Bachelors +15 scale ($35,016) per the collective bargaining agreement. 7.5.20 High School .4 English Teacher Colleen Quartararo is nominated to fill this new position. Ms. Quartararo earned her Bachelor of Science degree in English from the State University of New York and her Masters of Education in Counseling and Psychological Services from Springfield College. Ms. Quartararo has experience as a Guidance Counselor in several school districts, including Central Aroostook, Sanford and Scarborough. She was also a Special Education Ed Tech III at Scarborough High School. Ms. Quartararo will be placed on Step 1 of the Masters scale ($14,113) per the collective bargaining agreement. Motion to approve items 7.5.18 through 7.5.20 made by Ms. Perry, seconded by Mr. Cole, and voted 6-0. 7.6

Facility Waiver Request Motion to waive the facility charge for a fundraiser to benefit the Maine Children’s Cancer Program made by Mr. Cole, seconded by Ms. Perry, and voted 6-0.

Committee Reports Finance (Mr. Caiazzo, Chair) – No report as of August 13, 2013. Mr. Caiazzo would also like to thank the voters for their support of the school budget. Policy (Mrs. Murphy, Chair) – This committee will begin meeting again in September. Long-Range Planning (Mr. Cole, Chair) – This committee did not meet over the summer, but will begin their sessions in the fall. Negotiations (Ms. Perry, Chair) – This committee has been working with several groups over the summer: 

August 19, 2013 – will be meeting with the Administrators on their contract.



Have been meeting regularly with the teachers and making progress on their contract.



The August “Fact Finding” session planned with the custodians has been postponed.



They have concluded their negotiations with Maintenance and plan to report to the School Board at the next meeting.

Teacher Evaluation (Mrs. Beeley, Chair) – This committee met for the first time on August 15 and the meeting was very informative. The group met with a representative as they reviewed certain learning tools to use with their committee. They will meet again on August 16, 2013. 9.0
